The comments came Wednesday during a committee hearing examining whether Big Oil was price gouging consumers at the pump.<\/p>\n<p>However, industry leaders have <a href=\"https:\/\/dailycaller.com\/2022\/03\/07\/white-house-oil-gas-leasing-russia-ukraine\/\">repeatedly noted<\/a> that leases aren\u2019t guaranteed to have oil or gas and beginning to drill on a lease requires multiple rounds of government permitting. Leases are also often challenged in court, delaying production further.<\/p>\n<p>In addition, about 75% of current leases are <a href=\"https:\/\/www.blm.gov\/programs-energy-and-minerals-oil-and-gas-oil-and-gas-statistics\">actively producing<\/a> energy.<\/p>\n<p>\u201cIf these companies really wanted to do something about high gas prices, they would put their profits to work by increasing supply,\u201d Rep. Frank Pallone, the committee\u2019s chairman and top Democrat, said during his opening statement Wednesday. \u201cRight now, the oil and gas industry has more than 9,000 approved but unused drilling permits, and they should focus on using them.\u201d<\/p>\n<p>\u201cThe problem is not a shortage of permits or land \u2013 Big Oil is choosing to keep supply low, prices high and their pockets lined with the hard-earned dollars of struggling American consumers,\u201d he added. <strong><a href=\"https:\/\/dailycaller.com\/2022\/03\/31\/joe-biden-strategic-petroleum-reserve-crude-oil-gasoline-prices\/\">(RELATED: Biden Plans To Release More Oil From Emergency Stockpile. Diana DeGette, the chair of the panel\u2019s oversight and investigations subcommittee, similarly criticized oil companies for focusing more on their shareholders and profits than on boosting supply for American consumers.<\/p>\n<p>\u201cWhen oil companies are honest about why they haven\u2019t increased the supply of oil, they say it\u2019s pressure from their shareholders, not government regulation that\u2019s holding them back,\u201d DeGette <a href=\"https:\/\/www.youtube.com\/watch?v=XDv4gF1TGrk\">said<\/a> during the hearing. \u201cOne of our witnesses today even told the media that it wouldn\u2019t matter if crude were as high as $200 a barrel, they just simply weren\u2019t going to produce more than they plan to.\u201d<\/p>\n<p>But oil executives outlined that the lengthy process for beginning a drilling project during the hearing. Devon Energy CEO Rick Muncrief noted that his company must follow \u201cnumerous stringent permitting processes\u201d before it drills any energy.<strong><a href=\"https:\/\/dailycaller.com\/2022\/03\/02\/joe-biden-energy-policies-crude-oil-natural-gas-russia\/\">(RELATED: ANALYSIS: How Biden\u2019s Energy Policies Enabled Putin\u2019s Aggression In Ukraine)<\/a><\/strong><\/p>\n<p>\u201cOne of the permits we must obtain is an APD, or an application for permit to drill. Devon\u2019s APD\u2019s only cover the drilling and completion activity that will be done on the lease itself,\u201d Muncrief <a href=\"https:\/\/energycommerce.house.gov\/sites\/democrats.energycommerce.house.gov\/files\/documents\/Witness%20Testimony_Muncrief_OI_2022.4.6.pdf\">said<\/a> during the hearing. \u201cIn addition, we often must obtain additional permits for things like rights of way for pipelines, roads, water disposal, electricity, and a host of other things for activity that will occur off the lease.<\/p>\n<p>\u201cDevon\u2019s practice is to plan on getting from APD to drilling in 5-6 weeks if there were no infrastructure or permit issues to slow the process,\u201d he added. \u201cAdditionally, the process to complete a well and bring it to full production may mean that a significant number of weeks transpire before a well reaches its potential.\u201d<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
