The February strategy is titled \u201cDHS Southwest Border Mass Irregular Migration Contingency Plan,\u201d and it\u00a0<a href=\"https:\/\/www.scribd.com\/document\/568069079\/Southwest-Border-Mass-Irregular-Migration-Contingency-Plan-Feb-2022#download\" target=\"_blank\" rel=\"noopener\">says<\/a> on page 16:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<blockquote>\n<p>A. Secretary\u2019s Intent.<\/p>\n<p>1 ) Purpose: The purpose of this plan is to describe a proactive approach that humanely prevents and responds to surges in irregular migration across the U.S. [southern border]. This will be done while <strong>ensuring that migrants can apply for any form of relief or protection<\/strong>\u00a0[emphasis added] for which they may be eligible, including asylum, withholding of removal, and protection from removal under the regulations implementing United States obligations under the Convention Against Torture.<\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2022\/04\/img-0.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-20524268\" src=\"https:\/\/media.breitbart.com\/media\/2022\/04\/img-0.png\" alt=\"\" width=\"661\" height=\"165\" \/><\/a><\/p>\n<p>To maximize benefits for migrants, Mayorkas minimizes the detention and deportation of migrants \u2014\u00a0even though federal law <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/04\/02\/joe-biden-faces-supreme-court-review-of-his-catch-and-release-policy\/\" target=\"_blank\" rel=\"noopener\">generally denies the entry<\/a> of foreign workers and economic migrants into Americans\u2019 homeland. His plan sketches ways for border officials to squeeze many migrants through small doorways in the nation\u2019s border:<\/p>\n<blockquote>\n<p>Current pathways to removal [deportations] will be limited. Component use of broadscale release mechanisms (i.e., Own Recognizance (OR) with issuance of a Notice to Appear (NTA), or parole and Altematives to Detention (ATD) with administrative tools are necessary to ensure humane and efficient treatment of migrants.<\/p>\n<\/blockquote>\n<p>For example, the\u00a0<a class=\"x5l\" href=\"https:\/\/www.ilrc.org\/sites\/default\/files\/sample-pdf\/parole-1st_ed-2016-ch_01.pdf\" target=\"_blank\" rel=\"noopener external\">parole<\/a>\u00a0side-door \u201cis a very limited authority that Congress has given for exceptional situations,\u201d such as a sick airline passenger, Andrew Arthur, a former immigration judge <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/05\/06\/department-of-homeland-secuiritys-mayorkas-stages-open-borders-theater\/\" target=\"_blank\" rel=\"noopener\">told<\/a> Breitbart News in May 2021. It\u00a0\u201cis\u00a0<a class=\"x5l\" href=\"https:\/\/casetext.com\/regulation\/code-of-federal-regulations\/title-8-aliens-and-nationality\/chapter-i-department-of-homeland-security\/subchapter-b-immigration-regulations\/part-212-documentary-requirements-nonimmigrants-waivers-admission-of-certain-inadmissible-aliens-parole\/2125-parole-of-aliens-into-the-united-states\" target=\"_blank\" rel=\"noopener external\">very narrowly<\/a>\u00a0written [for small numbers of people], but the administration has blown right past the limitations,\u201d he said.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>In February, up to 165,000 migrants arrived at the border, and Mayorkas admitted 74,000 under various legal claims. Very few of the arrivals were detained, and few prior arrivals were deported, despite the federal law.<\/p>\n<p>On April 26, the <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/04\/02\/joe-biden-faces-supreme-court-review-of-his-catch-and-release-policy\/\" target=\"_blank\" rel=\"noopener\">Supreme Court will consider<\/a> a judgment by federal judges that seeks to make Mayorkas comply with federal law.<\/p>\n<p>The Cuban-born Mayorkas is a <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/03\/24\/dhs-alejandro-mayorkas-builds-escalator-for-asylum-migrants\/\" target=\"_blank\" rel=\"noopener\">pro-migration zealot<\/a> who <a href=\"https:\/\/www.youtube.com\/watch?time_continue=128&#038;v=fVpXrJBIHH8&#038;feature=emb_logo\" target=\"_blank\" rel=\"noopener\">argued in 2013<\/a> that Americans\u2019 homeland \u201calways has been, and forever will remain a nation of immigrants.\u201d Only about one-third of Americans accept the \u201c<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/01\/survey-elite-imposed-migration-is-transforming-national-politics\/\" target=\"_blank\" rel=\"noopener\">nation of immigrants<\/a>\u201d narrative, according to a survey by a pro-migration group.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">SHOCK: Alejandro Mayorkas, the nation&#8217;s border security chief, told migrants how to get past the Title 42 coronavirus border barrier. <a href=\"https:\/\/t.co\/H5tgoiKyiX\">https:\/\/t.co\/H5tgoiKyiX<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1442276955303391236?ref_src=twsrc%5Etfw\">September 26, 2021<\/a><\/p>\n<\/blockquote>\n<p>So his plan ignores the reasonable and rational economic concerns of roughly at least 100 million citizens of the United States.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>That is not just a personal omission. As the sworn chief of the Department of Homeland Defense, Mayorkas is professionally and legally responsible for <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/04\/02\/joe-biden-faces-supreme-court-review-of-his-catch-and-release-policy\/\" target=\"_blank\" rel=\"noopener\">protecting Americans\u2019 economic opportunities<\/a> from illegal migrants and unscrupulous employers who hire illegal workers.<\/p>\n<p>Those concerns include their ability to <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/04\/02\/joe-biden-faces-supreme-court-review-of-his-catch-and-release-policy\/\" target=\"_blank\" rel=\"noopener\">earn decent wages<\/a> in the labor market loosened by new migrants, and their ability to rent or buy decent housing in a housing market flooded with new migrants who are glad <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/03\/04\/joe-biden-delivers-flood-of-cheap-migrant-labor-to-new-york\/\" target=\"_blank\" rel=\"noopener\">to pool multiple paychecks<\/a> for a small room.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The importance of those concerns was underlined by the\u00a0<em>Washington Post<\/em>\u2018s\u00a0<a class=\"x5l\" href=\"https:\/\/www.washingtonpost.com\/nation\/2022\/03\/20\/intergenerational-wealth-middle-class-spiral\/\" target=\"_blank\" rel=\"noopener external\">March 20 description<\/a>\u00a0of\u00a0Dave Ramsey, in Lincoln Park, Mich.:<\/p>\n<blockquote>\n<p>He\u2019d modeled himself after his father, umpiring alongside him in high school and riding with him on private investigations to train as his apprentice. But if his father\u2019s middle class ambitions had fallen apart after 50 years, Dave Jr.\u2019s collapsed by the time he turned 20. He dropped out of school against his father\u2019s advice so he could make some quick money laying cable, got injured at work and then got addicted to the prescription fentanyl patches. He\u2019d gotten clean and stayed that way for the past nine years while taking care of his father and his daughters. He\u2019d even gone back to school at night to earn his diploma, but the life available to him didn\u2019t include the Masons, or a union job, or a thriving American middle class. Instead he\u2019d hustled his way through a series of contracting jobs that paid a living wage one week and nothing the next, until the family\u2019s monthly bills were so far beyond its means that Dave Sr. started burying them in the bottom of a box.<\/p>\n<\/blockquote>\n<p>Mayorkas\u2019 plan does mention jobs on page 100, but only about jobs for foreigners in a planned region-wide migration network:<\/p>\n<blockquote>\n<p>Focus on Whole of Western Hemisphere. The Plan is based on the idea that transnational problems require transnational solutions. The intent of this Plan is to provide the structure necessary to coordinate international public policies to prevent and respond to irregular migration while simultaneously seeking to improve economic and social conditions and provide opportunities for advancement to populations across the hemisphere to reduce the compulsion to migrate by:<\/p>\n<p>l) Developing human talent.<\/p>\n<p>2) Creating more and better jobs.<\/p>\n<\/blockquote>\n<p>Housing does get a few mentions \u2014 but only in the content of housing the migrants in the United States.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>For example, on page 28, the strategy directs officials to \u201cCoordinate occupational safety and health reviews of facilities housing ICE detainees and residents to mitigate the spread of infectious diseases.\u201d On page 95, the report says the plan \u201crequires that minors in INS custody must be housed in facilities that meet certain standards, including state standards for housing and care of dependent children.\u201d<\/p>\n<p>\u201cRents\u201d are not mentioned in the Mayorkas plan, even though migrants are already <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/04\/04\/report-rent-prices-across-u-s-skyrocket-98-increase-for-1-bedroom-100-for-2-bedroom\/\" target=\"_blank\" rel=\"noopener\">driving rent increases<\/a> for Americans living in <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/03\/04\/joe-biden-delivers-flood-of-cheap-migrant-labor-to-new-york\/\" target=\"_blank\" rel=\"noopener\">coastal<\/a> and southern cities.<\/p>\n<p>In December 2021, the <em>Washington Post<\/em> <a href=\"https:\/\/www.washingtonpost.com\/nation\/2021\/12\/15\/phoenix-evictions-pandemic\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> on an eviction agent in Phoenix, Ariz.:<\/p>\n<div class=\"w-700 mr-auto-ns ml-auto-ns\">\n<blockquote>\n<p class=\"font--article-body gray-darkest ma-0 pb-md font-copy drop-cap\">Lennie had done more than 300 evictions since the Centers for Disease Control and Prevention\u2019s federal moratorium expired in early August, and during that time he\u2019d given up on predicting who might come to the door. In the past several months, he\u2019d evicted a 93-year-old from a retirement facility, a group of drug addicts living in an apartment cluttered with bowls of counterfeit cash, a man claiming to be a \u201csovereign citizen\u201d above the law who barricaded himself inside the apartment, a laid-off restaurant worker, a schizophrenic, a hoarder, a recent Somali refugee, a man with a pet reindeer, a woman who tried hiding inside her dresser cabinet, and six families living in a two-bedroom apartment subdivided by drapes and shower curtains.<\/p>\n<\/blockquote>\n<\/div>\n<div class=\"w-700 mr-auto-ns ml-auto-ns\">\n<blockquote>\n<p class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">But no matter who he found waiting inside, Lennie\u2019s job remained the same: to search the home, force everyone out and change the locks \u2014 all within a government-recommended time of about 10 minutes.<\/p>\n<\/blockquote>\n<\/div>\n<p>Mayorkas\u2019 plan offers migrants the \u201copportunity to seek asylum, withholding of removal or deferral of removal before an Immigration Judge.\u201d<\/p>\n<p>But he says nothing about economic opportunities for the <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/03\/15\/d-c-s-economic-policy-sidelines-almost-20-million-american-men\/\" target=\"_blank\" rel=\"noopener\">almost 20 million American men<\/a> who have been pushed out of the labor market by the federal government\u2019s <a href=\"https:\/\/www.breitbart.com\/politics\/2016\/08\/13\/obamas-top-economist-admits-feds-jobs-policy-is-as-painful-as-five-recessions\/\" target=\"_blank\" rel=\"noopener\">cheap labor policies<\/a>.<\/p>\n<p>Mayorkas\u2019 plan does not mention that <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/04\/02\/joe-biden-faces-supreme-court-review-of-his-catch-and-release-policy\/\" target=\"_blank\" rel=\"noopener\">federal law requires the detention of migrants<\/a> until their asylum claims are heard. Instead, \u201cdetention\u201d is used to describe a problem that must be avoided\u2013 and it only gets a first mention on page 11 of the plan.\u00a0For example, the plan notes that detentions may happen if the migrants arrive faster than officials can release them into the job market:<\/p>\n<blockquote>\n<p>Discussion. If the EOIR is unable to increase the number of removal proceedings for migrants during a land migration surge, it will contribute to overcrowding at CBP Office of Field Operations and Border Patrol temporary holding facilities and ICE holding and detention facilities.<\/p>\n<\/blockquote>\n<p>\u201cCustody\u201d is first mentioned on page 14, and \u201cdetain\u201d gets a first mention on page 18.<\/p>\n<p>Since at least 1990, the D.C. establishment has used a wide variety of excuses and explanations \u2014 for example, \u201c<a href=\"https:\/\/www.breitbart.com\/tag\/nation-of-immigrants\/\" target=\"_blank\" rel=\"noopener\">Nation of Immigrants<\/a>\u201d \u2014 to justify its policy of\u00a0<a href=\"https:\/\/www.breitbart.com\/tag\/extraction-migration\/\" target=\"_blank\" rel=\"noopener\">extracting<\/a>\u00a0tens of\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2022\/02\/23\/report-u-s-immigrant-population-hits-record-46-6-million\/\" target=\"_blank\" rel=\"noopener\">millions<\/a>\u00a0of migrants\u00a0and\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/24\/bidens-border-agency-worries-about-tinder-swindler-amid-migration-fraud\/\" target=\"_blank\" rel=\"noopener\">visa workers<\/a>\u00a0from poor countries to serve as workers, consumers, and renters for various U.S. investors and CEOs.<\/p>\n<p>The self-serving\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/12\/20\/washington-post-low-wage-employers-struggle-after-cheap-labor-bubble\/\" target=\"_blank\" rel=\"noopener\">economic<\/a>\u00a0strategy of extraction migration has\u00a0no\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">stopping<\/a>\u00a0point.
