Colorado Secretary of State Jena Griswold, who is the chair of a Soros-funded organization and has received money from George Soros\u2019s son, has come out in favor of the bill.<\/p>\n<p>SB22-153, sponsored by Democrat Senate President Stephen Fenberg, Republican state Sen. Kevin Priola, and Democrat state Rep. Susan Lontine, is under consideration in the state House after passing with a 21-13 vote in Colorado\u2019s Senate. The bill was also <a href=\"https:\/\/leg.colorado.gov\/bills\/sb22-153\">co-sponsored<\/a> by 19 other Colorado state senators, all of whom are Democrats.<\/p>\n<p>The <a href=\"https:\/\/leg.colorado.gov\/sites\/default\/files\/documents\/2022A\/bills\/2022a_153_ren.pdf\">bill<\/a>, titled the \u201cColorado Election Security Act,\u201d would require 24-hour surveillance of electronic voting machines and mandate that all election officials undergo a \u201ccurriculum for certification\u201d including courses regarding \u201cprofessional development\u201d and \u201celection security, combating misinformation and disinformation related to the administration of elections.\u201d<\/p>\n<p>In a statement to The Federalist, Lauren Bowman \u2014 a spokeswoman for the Public Interest Legal Foundation, a public interest law firm dedicated to election integrity \u2014 voiced support for the electronic tabulation of votes but warned of the dangers of laws targeting misinformation. <\/p>\n<p>\u201cThis Colorado bill calls for electronic tabulation. This will be a great improvement for Colorado\u2019s elections. Since Colorado is almost exclusively a vote by mail state,\u00a0you don\u2019t want humans doing paper counting unless the machine malfunctions. This is exactly\u00a0what the bill calls for,\u201d Bowman told The Federalist. \u201cUnfortunately, this bill includes a provision that says\u00a0election officials must be trained in combating misinformation about election administration. This is a dangerous line when we empower the\u00a0government\u00a0to determine what is misinformation.\u201d<\/p>\n<p>Additionally, SB22-153 would prevent counties or individuals from creating or disclosing an image of a voting machine\u2019s hard drive unless they have obtained the \u201cexpress written permission of the Department of State.\u201d It would also allow Colorado\u2019s secretary of state to permit the manual counting of ballots if software or hardware malfunctions render electronic vote tabulation impossible.<\/p>\n<p>The legislation originally included a provision that sought to prohibit the spreading of \u201cmisinformation or disinformation related to the administration of elections\u201d by elected officials. This provision has since been <a href=\"https:\/\/coloradonewsline.com\/briefs\/democrats-advance-election-security-bill-drop-language-targeting-misinformation\/\">dropped<\/a> from the bill.<\/p>\n<p>A <a href=\"https:\/\/www.sos.state.co.us\/pubs\/newsRoom\/pressReleases\/2022\/PR20220314ElectionSecurity.html\">press release<\/a> from the Colorado Department of State refers to the proposal as \u201cthe cornerstone of Secretary of State Jena Griswold\u2019s election security priorities for the 2022 legislative session,\u201d but Griswold\u2019s financial backers have extreme left-wing agendas and a history of dumping money into state and local races to overhaul norms for progressive causes.<\/p>\n<p>Griswold previously <a href=\"https:\/\/www.opensecrets.org\/donor-lookup\/results?name=Soros&#038;order=asc&#038;page=8&#038;sort=A\">received<\/a> a campaign donation from Jennifer Allan Soros, the wife of one of George Soros\u2019s sons.\u00a0Griswold is also the <a href=\"https:\/\/demsofstate.org\/secretaries\/\">chair<\/a> of the Democratic Association of Secretaries of State. DASS received a $1 million donation from Democracy PAC, which has <a href=\"https:\/\/www.politico.com\/news\/2022\/01\/28\/soros-pours-125m-into-super-pac-ahead-of-midterms-00002847\">received<\/a> $125 million from leftist billionaire George Soros and is led by his son, Alexander Soros.\u00a0<\/p>\n<p>Republican state Sen. Paul Lundeen of Colorado\u2019s 9th District opposes the controversial bill, <a href=\"https:\/\/www.paullundeen.org\/stopsb22-153\">calling<\/a> it \u201cegregious\u201d and saying it \u201cincreases infringement on our 1st Amendment rights and prevents confidence in our voting system.\u201d In a video posted to his YouTube channel, Lundeen condemned SB22-153, arguing it \u201cstill consolidates way too much power into the secretary of state,\u201d whom he referred to as \u201chighly partisan.\u201d<\/p>\n<p>Republican candidate for El Paso County clerk Peter Lupia has also <a href=\"https:\/\/www.votepeterlupia.com\/images\/102470\/SB_22-153_comments.pdf\">criticized<\/a> the bill, pointing out that Section 10 of the bill would require all counties in the state of Colorado with a population exceeding 1,000 people to use electronic voting machines.\u00a0<\/p>\n<p>Lupia, who has <a href=\"https:\/\/gazette.com\/news\/government\/el-paso-county-candidate-for-clerk-and-recorder-questions-election-system-proposes-major-reforms\/article_21517982-89f1-11ec-b7d4-abc0cc279bfc.html\">advocated<\/a> for a return to hand-counting ballots, also pointed to Sections 6 and 7 of the bill, claiming that it would give the secretary of state \u201cveto power over the voters\u2019 selection of chief election official for the county.\u201d<\/p>\n<p>Lupia told The Federalist that SB22-153 is an \u201coutright assault against local governments,\u201d citing mandates that \u201clocal Clerks &#038; Recorders and their election staff to take training from, and be credentialed by, the Secretary of State\u2019s office.\u201d<\/p>\n<p>He specifically decried the actions of the Secretary of State, who he said is working alongside \u201cpartisan leadership of the CO State Senate and State House\u201d to \u201cweaponize her office and centralize control over all CO elections at the state level.\u201d <\/p>\n<p>Secretary of State Griswold, Senator Fenberg, and Senator Lundeen did not respond to requests for comment. <\/p>\n<hr class=\"wp-block-separator\" \/>\n<div class=\"article-author-description fst-italic\">\n  Spencer Lindquist is an intern at The Federalist and a senior at Pepperdine University where he studies Political Science and Rhetoric and Leadership and serves as Pepperdine\u2019s College Republicans President.
