Greg Abbott (R), without naming him, claiming the United States is witnessing a \u201cdangerous campaign\u201d from elected officials to \u201cweaponize the child welfare system against families just because they love and affirm their transgender children.\u201d<\/p>\n<p>Abbott notably issued a policy in March ordering\u00a0<span>Texas\u2019 Department of Family and Protective Services (DFPS) to investigate parents of children who receive hormone therapy and gender-transforming procedures, along with any medical professional who provides such health care, and called such actions \u201cchild abuse.\u201d\u00a0 However, a<\/span><span>\u00a0Texas judge\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2022\/03\/07\/texas-court-blocks-abbotts-child-abuse-investigation-parents-transgender-children\/\">issued<\/a> a temporary restraining order against the directive. Biden in his proclamation seemed to claim that not giving children \u201cgender affirming care\u201d is what actually constitutes child abuse, but he did not mention the disastrous and sometimes irreversible consequences of those treatments on minors.\u00a0<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<div id=\"attachment_10114896\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/media.breitbart.com\/media\/2019\/02\/Transgender-child.jpg\"><\/a><\/p>\n<p class=\"wp-caption-text\"><em>In this Dec.13, 2018 photo, Laura, a \u201ctransgender child,\u201d looks from behind a glass door during recess at the Amaranta Gomez school in Santiago, Chile.<\/em><\/p>\n<\/div>\n<p>\u201cThese discriminatory actions threaten to hurt our Nation\u2019s children and must stop.\u00a0 Affirming a transgender child\u2019s identity is one of the best things that a parent, teacher, or doctor can do to keep children from harm. My Administration will continue to take actions to keep transgender children and their families safe,\u201d the proclamation reads.<\/p>\n<p>The HHS memorandum begins by recommending agencies approach \u201cLGBTQI+ children and youth\u201d in foster care through an \u201cequity lens.\u201d<\/p>\n<p>\u201cToo often, systemic barriers and practices are created to deny such children and youth gender affirming medical care, especially to transgender and gender nonconforming children and youth,\u201d the memo reads. \u201cThe Children\u2019s Bureau does not support these barriers and practices, and we are unequivocal that they are counter to children and youth\u2019s best interests.\u201d<\/p>\n<p>Most notably, HHS recommends state agencies help children who believe they are transgender access \u201c<a href=\"https:\/\/www.breitbart.com\/politics\/2022\/03\/31\/biden-administration-promotes-transgender-sex-change-surgery-puberty-blockers-for-minors\/\">gender affirming care<\/a>.\u201d A separate <a href=\"https:\/\/opa.hhs.gov\/sites\/default\/files\/2022-03\/gender-affirming-care-young-people-march-2022.pdf\">document<\/a> promoted by the Biden administration on Thursday for \u201cTransgender Visibility Day,\u201d says that so-called \u201caffirming care\u201d includes\u00a0\u201ctop surgery \u2014 to create male t<span class=\"Apple-converted-space\">ypical chest shape or enhance breasts,\u201d and \u201cbottom surgery \u2014 surgery on the genitals or reproductive organs.\u201d T<\/span><span class=\"Apple-converted-space\">he document does not include more grotesque aspects of these surgeries, such as where young girls\u2019 breasts are\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/11\/26\/transgender-over-26000-women-girls-seek-funds-for-breast-removal-at-gofundme\/\">cut off<\/a>\u00a0\u00a0and fake penises\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/06\/nyt-oped-transgender-doctors-treatment-minors\/\">built<\/a>\u00a0from the tissue of another body part.\u00a0<\/span><\/p>\n<p><span class=\"Apple-converted-space\">Other examples of \u201caffirming care\u201d (a far-left euphemism intended to make the mutilation of children sound like a compassionate course of action) include puberty blockers, hormone therapies, and various other procedures.\u00a0<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>\u201c[HHS] and all leading national medical and pediatric associations confirm that providing gender-affirming medical care is in the best interest of children and youth who need it,\u201d HHS claims. \u201cSuch children, youth, and their families can require specific support in order to ensure that a child or youth can remain at home in an emotionally and physically safe environment.\u201d<\/p>\n<p>HHS also recommends against \u201cconversion therapy\u201d related to the \u201csexual orientation, gender identity, or gender expression\u201d of children<b>\u00a0<\/b>(keeping in mind children legally cannot consent to sexual activity).<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cMoreover, Children\u2019s Bureau acknowledges that a placement in which so called \u201cconversion therapy,\u201d or any other attempt to undermine, suppress, or change the sexual orientation or gender identity of a child or\u00a0youth in foster care is utilized, is neither safe nor appropriate,\u201d the agency claims. \u201cAs such, there are no\u00a0circumstances under which an LGBTQI+ child or youth should be subjected to so called\u00a0\u201cconversion therapy,\u201d including a child or youth in foster care.\u201d<\/p>\n<p>HHS does not go more in depth in describing what constitutes conversion therapy, but GLAAD (a far-left, pro-LGBT group) has a <a href=\"https:\/\/www.glaad.org\/conversiontherapy\">list<\/a> on its website of the various treatments activists consider to be \u201cconversion therapy.\u201d Some treatments on the list include \u201cex-gay ministry,\u201d and \u201csexuality counseling,\u201d which are often <a href=\"https:\/\/www.breitbart.com\/europe\/2020\/07\/25\/christian-charity-banned-from-banking-after-pressure-campaign-by-lgbt-activists\/\">employed<\/a> by Christian churches to assist people who are struggling with sexuality issues.<\/p>\n<p>The agency also told state agencies to use funding to help parents develop skills to \u201ceffectively parent an LGBTQI+ child or youth,\u201d as well as provide<span class=\"Apple-converted-space\">\u00a0f<\/span>unds\u00a0to train\u00a0foster families in understanding how to take care of these children.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cAgencies should consider how to use family preservation funds and services to support families who are grappling with how to embrace an LGBTQI+ child or youth. For example, an agency could focus on parent education and building skills that will help the parent understand how best to support and parent the child in a safe and affirming manner that does not threaten the child\u2019s safety or well-being,\u201d the memo reads.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>HHS additionally says agencies should ensure \u201cchildren and youth have the opportunity to engage in age or developmentally appropriate activities,\u201d and they should \u201cconsider the circumstances of each child and youth, which should include their sexual orientation and gender identity or expression.\u201d<\/p>\n<p>Biden posted a video address to Twitter on Thursday as well, obliquely <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/03\/31\/biden-administration-promotes-transgender-sex-change-surgery-puberty-blockers-for-minors\/\">criticizing<\/a>\u00a0<span>loving American parents who disagree with their teenagers\u2019 claims to be members of the opposite sex, saying:<\/span><\/p>\n<blockquote>\n<p><span>To parents of transgender children, affirming your child\u2019s [claimed transgender] identity [is] one of the most powerful things you can do to keep them safe and healthy.<\/span><\/p>\n<\/blockquote>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">To transgender Americans of all ages, I want you to know that you are so brave. You belong. I have your back. <a href=\"https:\/\/t.co\/mD4F0m3rU1\">pic.twitter.com\/mD4F0m3rU1<\/a><\/p>\n<p>\u2014 President Biden (@POTUS) <a href=\"https:\/\/twitter.com\/POTUS\/status\/1509532210495254528?ref_src=twsrc%5Etfw\">March 31, 2022<\/a><\/p>\n<\/blockquote>\n<p><span>Contrary to the Biden administration\u2019s claims, scientists have <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2020\/09\/15\/study-corrected-transgender-hormones-and-surgeries-offer-no-mental-health-benefits\/\"><span>found<\/span><\/a><span> that neither \u201cgender-affirming hormone treatment\u201d nor \u201cgender-affirming surgery\u201d decreased the need for mental health services for those claiming to be transgender. <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/30\/science-says-transgender-hormones-and-surgeries-do-not-prevent-suicides\/\"><span>Other studies<\/span><\/a><span> have found that\u00a0 puberty blockers and cross-sex hormones and sex transition surgeries do not prevent suicide or improve mental health in gender dysphoric young people.<\/span><\/p>\n<p><em>Katherine Hamilton is a political reporter for Breitbart News.
