In most cases, women in California can now get an abortion for free.<\/p>\n<p class=\"p1\">In terms of timing, Newsom was direct in a statement about the legislation. He called out other states that have recently moved to limit access to abortion.<\/p>\n<p class=\"p1\">\u201cAs states across the country attempt to move us backwards by restricting fundamental reproductive rights, California continues to protect and advance reproductive freedom for all,\u201d Newsom said. \u201cWith this legislation, we\u2019ll help ensure equitable, affordable access to abortion services so that out-of-pocket costs don\u2019t stand in the way of receiving care.\u201d<\/p>\n<p class=\"p1\">In a video commemorating the 49th anniversary of <i>Roe v. Wade, <\/i>Newsom was joined by his wife. Newsom <a href=\"https:\/\/www.youtube.com\/watch?v=wY0c6yz_Z3U\"><span class=\"s2\">said<\/span><\/a>, \u201cToday, California stands as a proud reproductive freedom state where we\u2019re committed to not just protecting the constitutional right to abortion but to expanding access to reproductive care.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\">Last year, Newsom <a href=\"https:\/\/apnews.com\/article\/abortion-california-sanctuary-625a118108bcda253196697c83548d5b\"><span class=\"s1\">announced<\/span><\/a> that California was going to be a \u201csanctuary\u201d for abortion \u2013 relating to women who would likely come to California seeking abortions if it\u2019s made illegal in other states.<\/p>\n<p class=\"p1\">In the fall, the governor <a href=\"https:\/\/www.gov.ca.gov\/2021\/09\/22\/governor-newsom-signs-legislation-strengthening-access-to-reproductive-health-care-and-protecting-patients-providers-lifts-up-new-reproductive-freedom-advisory-group\/\"><span class=\"s1\">signed<\/span><\/a> a few other related bills designed to create protections around abortion. For example, a new privacy law put restrictions on recording or taking photos near a reproductive healthcare clinic.<\/p>\n<p class=\"p4\">Newsom also <a href=\"https:\/\/www.gov.ca.gov\/2021\/09\/22\/governor-newsom-signs-legislation-strengthening-access-to-reproductive-health-care-and-protecting-patients-providers-lifts-up-new-reproductive-freedom-advisory-group\/\"><span class=\"s1\">announced<\/span><\/a> his administration would participate in the California Future of Abortion Council, which is a coalition of pro-abortion groups seeking to influence policymakers and others on abortion. Last year, the Council released a blueprint with 45 policy recommendations and a lot of legislative proposals that seem to mirror their priorities.<\/p>\n<p class=\"p4\">This is specifically noticeable at the state legislature level. The <a href=\"https:\/\/womenscaucus.legislature.ca.gov\/news\/2022-01-20-legislative-women%E2%80%99s-caucus-leaders-announce-united-plan-reproductive-freedom-honor-\"><span class=\"s1\">California Legislative Women\u2019s Caucus<\/span><\/a> has pushed multiple pro-abortion actions, including a bill that would protect clinicians who provide abortions to patients who traveled from states with abortion restrictions. It would also protect people who assist in facilitating those out of state abortions.<\/p>\n<p class=\"p1\">The Caucus also wants to create a fund that would allow people to donate to abortion providers and other related community groups. They also want to expand the abortion provider network around the state.<\/p>\n<p class=\"p4\">Other measures are also being <a href=\"https:\/\/www.nytimes.com\/2022\/03\/29\/us\/california-abortion-transgender-youth.html\"><span class=\"s1\">considered<\/span><\/a> by legislators, which include greater protections on medical information related to abortion, as well as<b> <\/b>expanding the scope of practice for nurse practitioners so they can begin performing abortions without a physician more quickly.<\/p>\n<p class=\"p1\">California is already a national leader when it comes to number of abortions.<\/p>\n<p class=\"p1\">In 2017, there were more than 862,000 <a href=\"https:\/\/www.guttmacher.org\/fact-sheet\/state-facts-about-abortion-california\"><span class=\"s1\">abortions<\/span><\/a> in the United States, and more than 132,000 of those were performed in California, which was the most of any state.<\/p>\n<p class=\"p1\">On a per capita basis, California is sixth in the nation, ranking below Washington, D.C.; New York, New Jersey, Maryland, and Florida.
