Rand Paul questioned Thursday whether sanctions the United States has placed on Russia and China have had any serious effect, warning that sanctions are mostly useful as threats.<\/p>\n<p>Paul spoke Thursday afternoon at the Marriott Marquis in Washington, D.C. at Up From Chaos, an event on conserving American security hosted by The American Conservative and American Moment.<\/p>\n<p>The Kentucky senator emphasized the usefulness of \u201cthe threat\u201d of sanctions.<\/p>\n<p>\u201cWe have lots of sanctions on Russia,\u201d Paul told attendees. \u201cI think sanctions can have leverage as a threat. But once they\u2019re placed on, particularly if they are placed on without any sort of explanation of how they are going to come off\u2026I think the sanctions have no effect and are probably deleterious.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&#8220;I don\u2019t think the sanctions we\u2019ve put on Russia have done anything. I don\u2019t think the sanctions we\u2019ve put on China have done anything. Can you tell me one behavior Russia has changed because of a sanction?\u201d<\/p>\n<p>Senator <a href=\"https:\/\/twitter.com\/RandPaul?ref_src=twsrc%5Etfw\">@RandPaul<\/a> on sanctions at <a href=\"https:\/\/twitter.com\/hashtag\/UpFromChaos?src=hash&#038;ref_src=twsrc%5Etfw\">#UpFromChaos<\/a> this afternoon <a href=\"https:\/\/t.co\/8r4IL1bv14\">pic.twitter.com\/8r4IL1bv14<\/a><\/p>\n<p>\u2014 American Moment (@AmMomentOrg) <a href=\"https:\/\/twitter.com\/AmMomentOrg\/status\/1509589799157522432?ref_src=twsrc%5Etfw\">March 31, 2022<\/a><\/p>\n<\/blockquote>\n<p>\u201cI don\u2019t think any of the sanctions we have put on Russia, and we have hundreds, have done anything,\u201d he continued. \u201cI don\u2019t think any of the sanctions we have put on China have done anything. In fact, when representatives from the state department come before my committee, I usually ask them \u2026 can you tell me one behavior that Russia has changed because of sanctions? They say \u2018Well, um, no.&#8217;\u201d<\/p>\n<p>\u201cI\u2019ve never had a clear answer from one person in the state department on one behavior that has changed,\u201d added Paul.<\/p>\n<p>His comments come as President Joe Biden\u2019s administration has blacklisted 10 individuals and 17 entities who are reportedly seeking to evade the international sanctions on Russia.<\/p>\n<p>\u201cThese designations will further impede Russia\u2019s access to western technology and the international financial system,\u201d Secretary of State <span class=\"person-popover\" data-nid=\"30772\">Antony Blinken <a href=\"https:\/\/thehill.com\/policy\/international\/3078728-us-blacklists-russian-entities-for-evasion-of-international-sanctions\/\">said in a statement<\/a>. \u201cWe will continue to target [Russian] President [Vladimir] Putin\u2019s war machine with sanctions from every angle, until this senseless war of choice is over.\u201d<\/span><\/p>\n<p>Fellow speakers at the \u201cUp from Chaos\u201d event included \u201cHillbilly Elegy\u201d author and Ohio GOP senatorial candidate J.D. Vance, Republican Kentucky Rep. Thomas Massive, and Washington state congressional candidate Joe Kent.<\/p>\n<p>Paul criticized the \u201cintemperate\u201d and \u201cbellicose\u201d remarks of Republican South Carolina Sen. Lindsey Graham, who <a href=\"https:\/\/www.dailywire.com\/news\/lindsey-graham-doubles-down-on-calls-for-putins-assassination\">has suggested<\/a> that Russian President Vladimir Putin should be assassinated.<\/p>\n<p>The Kentucky Republican emphasized \u201cimportant precepts\u201d of \u201cconstitutional foreign policy,\u201d saying that \u201cwar should be a last resort, not a first result, that the decision to go to war should be difficult, and that war should never be exercised or begun in our country from the sole decision of one person.\u201d<\/p>\n<p>\u201cI think if we stick by those, there\u2019s a lot of good things that come from that,\u201d he said.<\/p>\n<p>Paul also mentioned a \u201cgrowing movement\u201d of lawmakers within Congress that he is part of \u201cthat truly does believe in the constitutional role of congress in war.\u201d<\/p>\n<p>\u201cI think we are having some successes in making them think twice about intervention,\u201d the senator added.<\/p>\n<p><em>The Daily Wire is one of America\u2019s fastest-growing conservative media companies for breaking news, investigative reporting, sports, podcasts, in-depth analysis, books, and entertainment for a reason: because we believe in what we do.
