And Biden\u2019s so out of it that at several points, he held the cards up so photographers could snap pictures of them.<\/p>\n<p>One card said this: \u201cTough Putin Q&#038;A: Talking Points.\u201d<\/p>\n<p>\u201c1. If you weren\u2019t advocating for regime change, what did you mean? Can you clarify?\u201d the sheet said.<\/p>\n<p>Of course, the White House press office correctly picked the first question reporters would ask. And then they gave Biden the answer on the cheat sheet. The answer:<\/p>\n<ul>\n<li>\u201cI was expressing the moral outrage I felt toward the actions of this man.\u201d<\/li>\n<li>\u201cI was not articulating a change in policy.\u201d<\/li>\n<\/ul>\n<p>On Saturday, while in Poland, Biden had decided to go off-script. \u201cA dictator bent on rebuilding an empire will never erase the people\u2019s love for liberty. Brutality will never grind down the road to be free,\u201d he said, reading from a teleprompter. Then he ad-libbed: \u201cFor God\u2019s sake, this man cannot remain in power.\u201d<\/p>\n<p>But the leader of the free world \u2014 whose every word is parsed and re-parsed because everything he says does in fact set far-reaching policy \u2014 had the audacity to say during the presser that he was \u201cnot articulating a change in policy.\u201d His every word is policy.<\/p>\n<p>At the presser, Biden checked the cheat sheet.<\/p>\n<p>\u201cI want to make it clear: I wasn\u2019t then, nor am I now, articulating a policy change. I was expressing the moral outrage that I feel, and I make no apologies for it,\u201d Biden said to the first question, regurgitating answer No. 1.<\/p>\n<p>To the second question, Biden again stuck to his crib notes again. \u201cWhat I was \u2014 I was expressing just what I said. I was expressing the moral outrage I felt towards this man. I wasn\u2019t articulating a policy change,\u201d Biden said again.<\/p>\n<p>Man, those cheat sheets really work. But the fact that Biden needs one just to say eight words about \u201carticulating a change in policy\u201d is certainly alarming.<\/p>\n<p>Another passage of the cheat sheet presented a mock question on whether the mess in Eastern Europe is \u201cnow threatening to splinter unity with your NATO allies?\u201d<\/p>\n<p>Biden quickly flipped to his memory aid to find the answer, which said: \u201cNo, NATO has never been more united.\u201d<\/p>\n<p>But Biden didn\u2019t get that question. Instead, he was asked if his declaration that Putin \u201ccannot remain in power\u201d \u201cmight escalate the conflict?\u201d<\/p>\n<p>Like a schoolboy who hadn\u2019t studied the right chapter, Biden sputtered and faltered in a desperate attempt to reframe the question to one for which he actually had the answer.<\/p>\n<p>\u201cLook \u2014 you know, look, the other thing is that a couple people have asked me, as well \u2014 might as well speak to it, unless you want to ask the question \u2014 but, you know, that other governments have suggested that this is a problem, I\u2019m escalating things. No,\u201d he said.<\/p>\n<p>Despite having the answers to the test, Biden somehow managed to screw it all up. So, he then asked himself the question on the card. \u201cAnd it has weakened NATO? No, it hadn\u2019t.\u201d Phew. And Biden did his trademark whisper as he embellished the answer on his crib sheet: \u201cNATO has never ever, ever, ever, ever, ever been as strong as it is today. Never.\u201d<\/p>\n<p>Biden has used cheat sheets before, including one titled \u201cINFRASTRUCTURE.\u201d<\/p>\n<ul>\n<li>\u201cThe United States now ranks 13th globally in infrastructure quality \u2014 down from 5th place in 2002.\u201d<\/li>\n<li>\u201cChina now spends 3 times more on infrastructure than U.S.\u201d<\/li>\n<li>\u201cBridges: More than 1\/3 of our bridges (231,000) need repairs or preservation work.\u201d<\/li>\n<\/ul>\n<p>Sadly for Biden, not even the lapdog media in the room decided to lob a softball on that topic.<\/p>\n<p>It\u2019s not unusual for the president to have notes, yet they\u2019re more like those Biden had on infrastructure \u2014 a few facts and figures to hit when answering a question.<\/p>\n<p>But for Biden to have to carry a card to remember to say that when he declares a leader of a sovereign country \u201ccannot remain in power,\u201d he does not intend to articulate a change in policy, well, (checks notes) that\u2019s pretty scary.<\/p>\n<p><em>Joseph Curl covered the White House for a dozen years and ran the Drudge Report for four years.
