REUTERS\/Brian Snyder<\/div>\n<p>March 30, 2022<\/p>\n<p>By Luc Cohen<\/p>\n<p>NEW YORK (Reuters) \u2013     U.S. prosecutors on Wednesday accused a Chinese citizen of seeking to pressure critics of China\u2019s government living in the United States to travel to China, where they might face punishment. <\/p>\n<p>Sun Hoy Ying, 53, was charged with two counts of acting and conspiring to act as an unregistered agent of the Chinese government, according to a complaint unsealed in Manhattan federal court.<\/p>\n<p>U.S. prosecutors said the FBI has been investigating people who at the direction of China\u2019s government were involved in a campaign, known as \u201cOperation Fox Hunt\u201d or \u201cOperation Skynet,\u201d to forcibly repatriate people whom China considered fugitives.<\/p>\n<p>Sun is at large in China, prosecutors said in a statement. It was not known when he left the United States and he could not immediately be reached for comment. The Chinese embassy in Washington did not immediately respond to a request for comment.<\/p>\n<p>\u201cToday\u2019s charges reflect this office\u2019s continued commitment \u2026 to combat transnational repression and bring to justice those who perpetrate it,\u201d Damian Williams, the U.S. Attorney in Manhattan, said in a statement. <\/p>\n<p>The charges were announced two weeks after federal prosecutors in Brooklyn accused five people of trying to spy on and intimidate Chinese dissidents living in the United States, including a candidate for the U.S. Congress. Three were arrested in that case.<\/p>\n<p>Prosecutors said Sun used private investigators to surveil a U.S. citizen whose then-pregnant daughter was held against her will in China for eight months.<\/p>\n<p>China\u2019s government told the daughter not to seek help from the U.S. government, and that she could not leave China until she helped make the target to return there, prosecutors said.<\/p>\n<p>Sun also worked with a co-conspirator, a U.S. law enforcement officer, to pressure another target of the operation to comply with China\u2019s demands, prosecutors said. <\/p>\n<p> (Reporting by Luc Cohen; Editing by Sandra Maler)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>FILE PHOTO: The flags of the United States and China fly from a lamppost in the Chinatown neighborhood of Boston, Massachusetts, U.S., November 1, 2021.
