Ukraine also included a proposal that Russia would not oppose Ukraine being admitted into the European Union.<\/p>\n<p>The proposals would require a referendum in Ukraine, and \u201cmentioned a 15-year consultation period on the status of Crimea,\u201d Reuters reported.<\/p>\n<p>For its part, Russia claimed that it would de-escalate its attacks on the capital city of Kyiv and the northern city of Chernihiv, in order to \u201cincrease mutual trust.\u201d<\/p>\n<p>\u201c[The] Russian Defense Ministry has decided to decrease its military activity in the areas of Kyiv and Chernihiv drastically in order to increase mutual trust and create conditions required for further negotiations and for achieving the ultimate goal of reaching an agreement on and signing of the aforementioned treaty,\u201d Russian Deputy Defense Minister Col. Gen. Alexander Fomin said, via <a href=\"https:\/\/abcnews.go.com\/International\/live-updates\/russia-ukraine\/?id=83390885#83739017\">ABC News<\/a>.<\/p>\n<p>U.S. officials were skeptical that Russia would follow through on its commitments.<\/p>\n<p>\u201cHas there been some movement by some Russian units away from Kyiv in the last day or so? Yeah, we think so, small numbers,\u201d Pentagon spokesman <a href=\"https:\/\/www.youtube.com\/watch?v=pWG9vI2Qdgg&#038;t=8s\">John Kirby<\/a> said at a briefing Tuesday, but added that \u201c[The Pentagon believes] this is a repositioning, not a real withdrawal.\u201d<\/p>\n<p>Kirby also noted that \u201cthe Russians themselves have said in the same breath they\u2019re saying they\u2019re withdrawing that they\u2019re that they\u2019re reprioritizing the Donbas area, eastern Ukraine.\u201d<\/p>\n<p>When asked by a reporter what he thought about Russia\u2019s promise, President <a href=\"https:\/\/twitter.com\/ABCPolitics\/status\/1508865353983700998?s=20&#038;t=eh5KF62c7woygbWDT34dfQ\">Joe Biden<\/a> also expressed skepticism. \u201cWe\u2019ll see. I don\u2019t read anything into it until I see what their actions are. We\u2019ll see if they follow through on what they\u2019re suggesting,\u201d Biden said.<\/p>\n<p>But officials on both sides are not standing down. \u201cThis is <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-says-promised-de-escalation-falls-short-ceasefire-2022-03-29\/\">not a ceasefire<\/a> but this is our aspiration, gradually to reach a de-escalation of the conflict at least on these fronts,\u201d Vladimir Medinsky, the head of the Russian delegation, said via Reuters. Meanwhile, Ukrainian President <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraines-zelenskiy-says-russia-talks-could-be-called-positive-wont-slacken-2022-03-29\/\">Volodymyr Zelensky<\/a> said that Ukraine was not lowering its defenses. \u201cWe can say the signals we are receiving from the talks are positive but they do not drown out the explosions of Russian shells,\u201d Zelensky said in an address to the nation late Tuesday night, via Reuters. \u201c[The] situation has not become easier \u2026 the Russian army still has significant potential to continue attacks against our state.
