A White House official quickly sought to clarify Biden\u2019s comment, saying that he \u201cwas not discussing Putin\u2019s power in Russia, or regime change.\u201d<\/p>\n<p>The official also said Biden\u2019s \u201cpoint was that Putin cannot be allowed to exercise power over his neighbors or the region.\u201d On Sunday <a href=\"https:\/\/dailycaller.com\/2022\/03\/27\/joe-biden-says-he-wasnt-calling-regime-change-russia\/\">evening<\/a>, Biden briefly addressed the comment as well, telling reporters that \u201cno,\u201d he was not calling for regime change.<\/p>\n<p>Following remarks on his budget Monday, Biden was pressed further about his call that Putin \u201ccannot remain in power.\u201d<\/p>\n<p>Biden, speaking from the White House, said this time that he was not \u201cwalking anything back.\u201d The president also maintained his remark that Putin \u201ccannot remain in power\u201d did not mark a shift in policy from the administration.<\/p>\n<p>\u201cI was expressing my outrage,\u201d Biden told reporters. \u201cHe shouldn\u2019t remain in power, just like bad people shouldn\u2019t continue to do bad things. But it doesn\u2019t mean we have a fundamental policy to do anything to take Putin down in any way.\u201d<\/p>\n<p>\u201cI\u2019m not walking anything back. The fact of the matter is, I was expressing the moral outrage I felt toward the way Putin is dealing and the actions of this man,\u00a0which is just brutality,\u201d the president added.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>As reporters continued to seek clarification regarding the president\u2019s comment, Biden said he wasn\u2019t concerned that his remarks could complicate an already tense situation with Russia. <strong><a href=\"https:\/\/dailycaller.com\/2022\/03\/24\/joe-biden-administration-welcome-100000-refugees-ukraine\/\">(RELATED:\u00a0Biden Admin Will Welcome Up To 100,000 Refugees Fleeing Russian Aggression In Ukraine)<\/a><\/strong><\/p>\n<p>\u201cI don\u2019t care what he thinks,\u201d Biden said of Putin. \u201cLook, here\u2019s the deal \u2014 he\u2019s gonna do what he\u2019s gonna do.\u201d<\/p>\n<p>\u201cHe\u2019s not affected\u00a0by anybody else \u2014 including, unfortunately, apparently his own advisers,\u201d Biden added. \u201cHe is a guy who goes to the beat of his own drum, and the idea that he is going to do something outrageous because I called him for what he was and what he\u2019s doing, I think it\u2019s just not rational.\u201d<\/p>\n<p>Biden also claimed his administration was not forced to walk back multiple comments \u2014 including his call that Putin \u201ccannot remain in power\u201d \u2014 that he made during his trip.<\/p>\n<p>\u201cNone of the three occurred,\u201d the president claimed after Fox News\u2019 Peter Doocy pointed out three instances that prompted walk-backs or clarifications from the White House.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>In addition to Biden\u2019s comment about Putin, the president <a href=\"https:\/\/dailycaller.com\/2022\/03\/24\/joe-biden-us-nato-would-respond-russia-chemical-weapons-ukraine\/\">said<\/a> during his Europe trip that the U.S. would respond \u201cin kind\u201d if Russia uses chemical weapons in Ukraine.<\/p>\n<p>National Security Advisor Jake Sullivan told reporters during a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2022\/03\/25\/press-gaggle-by-principal-deputy-press-secretary-karine-jean-pierre-and-national-security-advisor-jake-sullivan-en-route-rzeszow-poland\/\">press briefing<\/a> shortly afterwards that Biden was not implying that the U.S. would respond with chemical weapons of their own.<\/p>\n<p>Another clarification came after Biden spoke with U.S. troops stationed in Poland. During those remarks, Biden described the horrors of what the troops are \u201cgoing to see when you\u2019re there [Ukraine].\u201d<\/p>\n<p>The White House later said Biden\u2019s position on not sending U.S. troops into Ukraine remains the same, despite his apparent gaffe.<\/p>\n<p>\u201cYou interpret the language that way. I was talking to the troops. We were talking about helping train the troops that are \u2014 the Ukrainian troops that are in Poland. That\u2019s the context. I sat there with those guys for a couple hours.
