But despite historic outlays in California and elsewhere, governments\u2019 attempts to house their way out of the growing crisis have thus far floundered.<\/p>\n<p>Hotel conversions have emerged as an alternative way to pursue the leftist homelessness agenda. To avoid the expensive and lengthy process of building new housing, many states and local communities are now looking to purchase hotels and convert them into permanent housing for the homeless.<\/p>\n<p>Conversion proponents are eyeing billions in unused federal stimulus funds as a means to realize these dreams. Citizens<\/a>,\u201d a proposed ballot initiative that would tax real estate sales to fund more permanent housing, including hotel purchases.<\/p>\n<h2 id=\"high-costs-and-delays\">High Costs and Delays<\/h2>\n<p>The New York program, launched in August 2021, has drawn only one applicant as of early February.\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.politico.com%2Fnews%2F2022%2F02%2F04%2Fnew-york-affordable-housing-program-00005049&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357393716%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=ac7jR%2FzInqZF1zd1b9KLWMBuW9nuKzeP%2BIitHMe808c%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">In a recent Politico article<\/a>, a zoning lawyer explained that\u00a0there are \u201cvery few\u00a0hotels that could comply with the requirements of today\u2019s zoning and building code without substantial, expansive reconstruction, partial removal or demolition.\u201d Costs are proving higher and delays longer than expected,  undermining much of the rationale behind conversions.<\/p>\n<p>Conversions still seem relatively attractive when compared to the state of affairs in Los Angeles. An audit of one high-profile housing for the homeless program, the $1.2 billion HHH initiative authorized by voters in 2016, found that units will cost as much as $700,000 and most won\u2019t open until after 2022, \u201ca schedule plainly out of step with the City\u2019s urgent need to bring tens of thousands of people off the streets and into housing,\u201d according to Controller Ron Galperin. Faced with such extreme costs,\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fternercenter.berkeley.edu%2Fwp-content%2Fuploads%2F2021%2F12%2FHotel-Acquisitions-Final-December-2021.pdf&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357549950%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=cQ%2BfgdsSfN85D4%2BUjn5zO6qFmf8N%2BTREz52JR7cSjf4%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">advocates are understandably intrigued by news of some recent hotel conversion deals made at a $100,000 per unit\u00a0<\/a>price point.\u00a0<\/p>\n<p>Hotels are innately designed to provide temporary residency, so retrofitting them for permanent housing has\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fcalmatters.org%2Fhousing%2F2020%2F06%2Fmotel-conversion-homeless-housing-california%2F&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357549950%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=PJ7zD%2Fr23%2Fw%2FA%2FXEtT2nwM69jpjwObf%2FcBZ2eyWmzxk%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">more than doubled the initial price<\/a>\u00a0in some cases. While such subsidies are attributable to all permanent housing projects, they are rarely, if ever,\u00a0are articulated\u00a0in project budgets. According to\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fcalmatters.org%2Fhousing%2F2020%2F06%2Fmotel-conversion-homeless-housing-california%2F&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357549950%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=PJ7zD%2Fr23%2Fw%2FA%2FXEtT2nwM69jpjwObf%2FcBZ2eyWmzxk%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">a 2020 CalMatters article<\/a>, these ongoing subsidies could run $10,000 annually for the life of the resident.<\/p>\n<h2 id=\"mental-illness-and-substance-abuse-left-unaddressed\">Mental Illness and Substance Abuse Left Unaddressed<\/h2>\n<p>Most notably exiled from the conversion discussion are the concepts of accountability and treatment to ensure residents\u2019 safety and the safety of the surrounding community. A\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.capolicylab.org%2Fhealth-conditions-among-unsheltered-adults-in-the-u-s%2F&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357549950%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=p1KXEOekLoJE58P8rCHBeF%2FHGA3iPHQZzMW%2Fl4RLEbc%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">2019 study by the UCLA Policy Lab<\/a>\u00a0found that 78 percent of unsheltered adults struggle with mental illness and 75 percent of adults struggle with substance abuse disorders.\u00a0One of us, Michele, spent 13 years running one of Northern California\u2019s largest shelter programs for homeless women and children, where approximately the same percentages, although sheltered, struggled with substance abuse disorder and mental illness.<\/p>\n<p>Absent of accountability and treatment services, hotel conversions simply warehouse residents. Look no further than\u00a0Chicago\u2019s Cabrini-Green for a glimpse into the likely result of this approach. <\/p>\n<p>While Cabrini-Green, at its peak, housed 15,000 residents, the absence of accountability and treatment created a hostile, crime-ridden environment for both the residents and the surrounding community. It ultimately resulted in the demolition of the complex,\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fblockclubchicago.org%2F2021%2F12%2F15%2Fcabrini-green-a-history-of-broken-promises%2F&#038;data=04%7C01%7Cmsteeb%40texaspolicy.com%7C6b9e8838aa9a486bf04908d9f175c0d0%7Ca09e2cb6dde84dd8ae3df1e84f57dd50%7C0%7C1%7C637806310357549950%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&#038;sdata=zXgDhrhtnsDomKLIBXRPcg5vbHbO0VJwTPXmZcDXWxA%3D&#038;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">whose replacement cost taxpayers $2 billion<\/a>. This was an especially troubling development given that a public housing tenant is, on average, less troubled than someone who has spent years living on the street.<\/p>\n<h2 id=\"here-s-what-does-tend-to-work\">Here\u2019s What Does Tend to Work<\/h2>\n<p>As elected officials and their communities grapple with the hotel conversion question, two distinct models are worthy of their consideration.\u00a0The Central Arizona Shelter Services (CASS) model undertook a \u201chousing plus services\u201d approach in its temporary hotel conversion program, Project Haven. <\/p>\n<p>By providing case management and security within the temporary housing units, CASS is both time- and cost-effective.
