Kurt Schrader (D-OR) for allegedly\u00a0violating House Ethics rules that prohibit members from using official taxpayer-funded resources for political purposes.<\/p>\n<p>The complaint filed with the OCE <a href=\"https:\/\/65db7681-e755-4cff-abe7-1d9e373df4db.usrfiles.com\/ugd\/65db76_ab106951c7e441a9b3801072ef419962.pdf\">noted<\/a> that congressional members, like Schrader, must obey the ethics rules, which require a distinct\u00a0separation between campaign and official acts:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<blockquote>\n[A] Member is prohibited from using any official resources for any campaign and political purposes. <strong>Official resources include anything funded by taxpayers, such as a Member\u2019s official press release, website and social media accounts.<\/strong> This rule protects taxpayer-funded resources from abuse and theft, and it addresses the public concern that incumbents wrongfully use government funds to run for reelection and only take official action for political purposes and not for the good of the country. [Emphasis added.]\n<\/blockquote>\n<p>The complaint showed that the representative\u2019s campaign recently released a digital ad titled\u00a0\u201c<a href=\"https:\/\/www.youtube.com\/watch?v=eG2NQeTz7ag\">Veterinarian<\/a>\u201d that was paid for by\u00a0Kurt Schrader for Congress.<\/p>\n<p>The ad\u00a0showed two headlines \u2014\u00a0<a href=\"https:\/\/archive.ph\/1uujj\"><em>Bipartisan Schrader Bill to Strengthen Career &#038; Technical Education Passes with Unanimous Support<\/em><\/a> from\u00a0June 22, 2017, and\u00a0<a href=\"https:\/\/archive.ph\/y1TWe\"><em>Schrader Introduces Bipartisan Bill To Keep Drug Costs Down<\/em><\/a> from\u00a0January 31, 2019 \u2014 that both appeared to have originated from his\u00a0official taxpayer-funded congressional office.<\/p>\n<p>When the ad showed the headline,\u00a0<em>Bipartisan Schrader Bill to Strengthen Career &#038; Technical Education Passes with Unanimous Support,<\/em> the\u00a0complaint stated:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>At 0:19, the campaign advertisement displays the press release headline \u201cBipartisan Schrader Bill to Strengthen Career &#038; Technical Education Passes with Unanimous Support\u201d (citing the date of June 22, 2017). This headline appears to come directly from Schrader\u2019s official congressional press release posted on his official congressional website on June 22, 2017:<\/p>\n<\/blockquote>\n<div id=\"attachment_20388917\" class=\"wp-caption alignnone\"><a href=\"https:\/\/media.breitbart.com\/media\/2022\/03\/Screenshot-2022-03-26-131858.png\"><\/a><\/p>\n<p class=\"wp-caption-text\">Screenshot from Rep. Kurt Schrader\u2019s\u00a0digital advertisement titled \u201cVeterinarian.\u201d<\/p>\n<\/div>\n<p>And when the ad showed the headline,\u00a0<em>Schrader Introduces Bipartisan Bill To Keep Drug Costs Down,<\/em>\u00a0the\u00a0complaint stated:<\/p>\n<blockquote>\n<p>At 0:14, the campaign advertisement displays the headline \u201cSchrader Introduces Bipartisan Bill To Keep Drug Costs Down\u201d (citing the date Jan. 31, 2019). This headline appears to have been taken from Schrader\u2019s official congressional press release posted on his official congressional website on January 31, 2019:<\/p>\n<\/blockquote>\n<div id=\"attachment_20388935\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/03\/Screenshot-2022-03-26-132007.png\"><img decoding=\"async\" class=\"wp-image-20388935 size-full\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/03\/Screenshot-2022-03-26-132007.png\" alt=\"Screenshot from Rep. Kurt Schrader\u2019s digital advertisement titled \u201cVeterinarian.\u201d<\/p>\n<\/div>\n<p>The complaint also noted that \u201cSchrader is required to abide by all ethics rules and the House Ethics Manual,\u201d also pointing out that the FACT has recently <a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=4tNED-2FM8iDZJQyQ53jATURplXUA-2Bp9u17YoG-2FFJgorR-2F6m6djFsSfjnSztgfdD-2Ft3siIH8UkEJuy56H6-2FRZOMaYCrPcPJUOU6-2FbekjYtbH9bCu9qLxVpxp7eFZeqOsHFS0PU3puNw-2FXujYUnN2t87GMDKKpsYiphpFXItfDnUN4-3DLm6Q_R8lwTm5hZzrmifbLr0xdntKkJoH1IyQ6ghEg5pJplZEJxuTii83KDJ9bAIeCv-2BkxIWufTJrqRnSZtqmlpg1rzP70Gm3CWkr4ui7ofOXXp5K3Ioo03Qrx8fWenUa1iT5pAUIp7pFww4eQf1SVqrjqlN2IZR1gFRep40o1-2FLpuf5o66j-2BEbyYX4vLYz5UuCOybQ8j3hOCG3DEqJGBCQ-2FNRfIFZrzm2WQeL2TfJIp-2FTjw8OWs0u-2Fhzm-2Bvcs1dgRGahXJc1tlepavvfZ1nd54vny5sHHcxKyZLgvGteBTUa3g3AwhAWnPio8T7U-2Fv4nJ6lZWou7GoxUx-2F-2F-2Bnv5QTxjLmazjc9ThhTmE4V3MRW380qRI-3D\">filed<\/a> another complaint with the\u00a0OCE that <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/25\/ethics-watchdog-calls-for-investigation-into-democrat-rep-kurt-schraders-stock-transactions\/\">requested<\/a> an investigation into his\u00a0stock transactions after he allegedly failed to adequately\u00a0disclose up to tens of thousands of dollars in stocks, which reportedly\u00a0violated federal law.<\/p>\n<p>Breitbart News reported in February\u00a0that\u00a0Schrader, a member of the\u00a0House Energy and Commerce Committee, had failed to adequately disclose up to $30,000 in stock sales from\u00a0Charter Communications, Inc. and\u00a0AON PLC within the\u00a045-day deadline required by the\u00a0STOCK Act of 2012.<\/p>\n<p>The STOCK Act requires\u00a0Schrader\u00a0to submit a\u00a0periodic transaction report with the clerk in the House of Representatives within 30 to 45 days of stock transitions over\u00a0$1,000,\u00a0made on behalf of themselves or their spouses, to put a check on members of Congress and to prevent allegations of insider trading.<\/p>\n<p>Schrader\u2019s case is a good example of a Congress member whose position on the House Energy and Commerce Committee \u2014 that\u00a0has\u00a0jurisdiction over\u00a0\u201celectronic communications and the Internet,\u201d \u201cprivacy, cybersecurity, and data security,\u201d and \u201cconsumer protection and product safety\u201d \u2014 gives him the potential to influence bills that could impact Charter Communications, Inc. and\u00a0AON PLC stock prices.<\/p>\n<p>Interestingly enough, at the time, the congressman\u2019s office\u00a0<a class=\"x5l\" href=\"https:\/\/archive.fo\/0K3oB#selection-2953.0-2953.268\" target=\"_blank\" rel=\"noopener external\">declined<\/a> to answer questions from <em>Business Insider\u00a0<\/em>about\u00a0whether his investments into the two companies posed a\u00a0conflict of interest with his committee responsibilities.<\/p>\n<p>FACT\u2019s\u00a0Executive Director\u00a0Kendra Arnold summed up her ethics complaint with these words, \u201cIt is troubling when our Members cannot even follow the most basic and straightforward ethics rules, and repeated violations of these laws indicate a disregard for them as a whole.\u201d<\/p>\n<p>\u201cThe Office of Congressional Ethics is responsible for ensuring each Representative fulfills the public trust inherent to the office and complies with the House\u2019s ethical standards,\u201d Arnold continued. \u201cTherefore, we urge the [OCE] to immediately investigate and stop Representative Schrader\u2019s ongoing ethics violations related to his campaign advertisement.\u201d<\/p>\n<p><i>Jacob Bliss is a reporter for Breitbart News.
