Gen. Ron Clark, the lead investigator,\u00a0<a href=\"https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/2924617\/general-kenneth-f-mckenzie-jr-commander-us-central-command-holds-a-press-briefi\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/2924617\/general-kenneth-f-mckenzie-jr-commander-us-central-command-holds-a-press-briefi\/&#038;source=gmail&#038;ust=1648083527518000&#038;usg=AOvVaw1XfwE64d7RvQQdKfsuRLTj\">told<\/a> reporters at a briefing\u00a0on his findings last month.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>However, his report, which was released via Freedom of Information Act (FOIA) to the <em>Washington Post<\/em>\u00a0in February, said as one of its key findings, \u201cThe attack was not preventable at the tactical level without degrading the mission to maximize the number of evacuees.\u201d<\/p>\n<p>A U.S. government source who was on the ground during the evacuation and close to officials conducting it told Breitbart News in an interview that Biden had directed them to get \u201casses in seats\u201d \u2014 an order to get as many people on planes out of Kabul as possible.<\/p>\n<p>That mid-evacuation order led to the ballooning of the non-combatant evacuation operation\u2019s scale, which the military would fulfill at great risk.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<div id=\"attachment_17996378\" class=\"wp-caption alignnone\"><a href=\"https:\/\/media.breitbart.com\/media\/2021\/09\/Afghanistan-evacuation-board-plane-U.S.-Air-Force-via-ap.jpg\"><\/a><\/p>\n<p class=\"wp-caption-text\">In this Aug. 22, 2021, file photo provided by the U.S. Air Force, Afghan passengers board a U.S. Air Force C-17 Globemaster III during the Afghanistan evacuation at Hamid Karzai International Airport in Kabul, Afghanistan. Allen\/U.S. Air Force via AP, File)<\/p>\n<\/div>\n<p>\u201cIt was basically the second day, you know, the president of United States called \u2014 I didn\u2019t talk to him, not saying I talked to him \u2014 but I heard the conversation.\u00a0He was like, \u2018I want f-cking asses in seats,&#8217;\u201d the source said.<\/p>\n<p>\u201cAnd so what happens when you do that? The gates get opened. And that\u2019s why I believe the last statistic I saw is like maybe 10% of the people that out of the 124,000 that we got out of there are actually warranted to be out of there,\u201d the source said.<\/p>\n<p>Although the U.S. government had planned for months for an orderly non-combatant evacuation operation (NEO) for U.S. officials, allies, and designated Afghans,\u00a0what unfolded was an all-out fight by tens of thousands of desperate Afghans to get into the four-and-a-half-mile perimeter airport \u2014 stemmed only by a few thousand U.S. troops at various gates that were in constant danger of being breached.<\/p>\n<p>The investigation found a situation where commanders had to choose between protecting forces or getting more evacuees through, per Biden\u2019s order.<\/p>\n<p>\u201cThe priority for the Marines at Abbey Gate was maximizing the flow of evacuees through the gate to the [evacuation control center],\u201d the report said. \u201cAny time spent emplacing obstacles was time not spent searching and screening civilian evacuees.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>\u201cAdditionally, many force protection measures that could have been implemented, such as additional T-Walls or HESCO barriers, would have inherently reduced the flow of evacuees,\u201d it continued.<\/p>\n<p>\u201cLeaders struck the balance of protecting the force and maximizing the flow of evacuees as best as possible under the circumstances,\u201d it said.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The Army report also said gate commanders were allowed to shut the gates in response to threats but that they were under\u00a0\u201ctremendous pressure from the strategic level (Combatant Command (CCMD), Joint Staff (JS), White House) to continue to process and evacuate civilians to the maximum extent possible, so gate closures were done rarely, locally, and temporarily.\u201d<\/p>\n<p>An interviewee told investigators:<\/p>\n<blockquote>\n<p>The [president of the United States] says to open the gates and get as many people on planes as possible. Any American ID and their families was to be let in. We had to make sure every aircraft is full. Then we also receive a statement saying women and children were at risk and should be brought through as priority like [American citizens]. This increased the inflow of personnel massively. This set the stage for the 26th.<\/p>\n<\/blockquote>\n<p>\u201cThe decision to get \u2018f-cking asses in seats\u2019 crushed us,\u201d the U.S. government source told Breitbart News.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>An August 18, 2021,\u00a0email <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/26\/email-indicates-biden-told-officials-in-afghanistan-to-fill-out-planes-without-vetting\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.breitbart.com\/politics\/2021\/10\/26\/email-indicates-biden-told-officials-in-afghanistan-to-fill-out-planes-without-vetting\/&#038;source=gmail&#038;ust=1648083527518000&#038;usg=AOvVaw3jRen7MKT-Ev6dUao-8Ncj\">released<\/a> by Sen. Josh Hawley (R-MO)\u00a0in October 2021 backed up the source\u2019s claim that Biden had ordered U.S. officials to allow people through to fill out planes.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Consular officials instructed to \u201cerr on the side of excess\u201d and put people on planes<\/p>\n<p>\u2014 Josh Hawley (@HawleyMO) <a href=\"https:\/\/twitter.com\/HawleyMO\/status\/1453055313716862983?ref_src=twsrc%5Etfw\">October 26, 2021<\/a><\/p>\n<\/blockquote>\n<p>The email\u2019s subject line was \u201cPresidential Directive.\u201d<\/p>\n<p>Biden\u2019s directive came after shocking footage of Afghans trying to flee Afghanistan \u2014 even clinging to departing planes \u2014 and some aircraft leaving Afghanistan almost empty.<\/p>\n<p>Leaders at the Pentagon were clearly feeling the pressure. On August 17, Joint Staff Director of Current Operations Army<b>\u00a0<\/b>Maj. Gen. Hank Taylor\u00a0<a href=\"https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/2734898\/pentagon-press-secretary-john-f-kirby-holds-a-press-briefing\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/2734898\/pentagon-press-secretary-john-f-kirby-holds-a-press-briefing\/&#038;source=gmail&#038;ust=1648083527518000&#038;usg=AOvVaw0CiVDjY7ebKT01RNsKRG8I\">pledged<\/a> to accelerate evacuation flights out of Afghanistan, from 700 to 800 a day to 5,000 to 9,000 people a day.<\/p>\n<p>Another interviewee told Army investigators that\u00a0during the NEO, top U.S. commander in Kabul Navy Rear Adm. Peter Vasely spent \u201c8-10 hours a day\u201d on the phone with Biden, Vice President Kamala Harris, the chairman of the Joint Chiefs of Staff, and the Central Command commander and was \u201cconstantly pressured to get more people on planes.\u201d<\/p>\n<p>\u201cThe constant theme during POTUS calls was, \u2018How do we get more people out?&#8217;\u201d said the interviewee, whose identity is redacted.<\/p>\n<p>\u201cThe directive we had at the time was to fill all of the planes, which led to tons of people at the gates knowing they might be able to get through,\u201d the interviewee said, adding:<\/p>\n<blockquote>\n<p>The pressure was high to evacuate a population that was under duress and we had to sift through massive threat streams. People were waiting outside of the gates to get in for days. We had to execute a NEO, combat, and humanitarian operation all at the same time. All of that was combined with the logistics of supporting over 10,000 people on HKIA. (Senior Airman Brennen Lege\/USAF)<\/p>\n<\/div>\n<p>One Marine interviewee told Army investigators that by August 19th, he understood \u201cthere was a push from the executive branch to get the flow started.\u201d \u201cDoing the right processing was too slow, so the quality of intake dropped because we were barely checking paperwork,\u201d he said.<\/p>\n<p>An August 21st Central Command (Centcom) slideshow, titled \u201cNoncombatant Evacuation Operation Withdrawal Plan,\u201d released with the Army\u2019s report showed that Centcom had to balance\u00a0how to \u201cmaximize the evacuation\u201d and start bringing U.S. troops back home by an August 31 deadline.<\/p>\n<p>\u201cProblem statement: How does USCENTCOM maximize the evacuation of [American citizens] and designated personnel while retaining the ability to retrograde all deployed NEO forces [no later than] 31 Aug?\u201d the slideshow asked.<\/p>\n<p>Another released Centcom document showed a \u201cNEO execution timeline\u201d that marked August 18 with \u201cPOTUS decision to \u2018fill all planes.&#8217;\u201d<\/p>\n<p>A second U.S. government source also attested to the effect of Biden\u2019s order.<\/p>\n<p>\u201cWe got out all the [local embassy staff], all the AMCITs, and all the SIVs. But we also took a bunch of people that had no paperwork. Samuel Ruiz).<\/p>\n<\/div>\n<p>The order meant not only sifting through and pulling in more people at the gates, but it also meant crises inside the airport, according to a third U.S. government source. The airport terminal was so crowded and hot that evacuees were dying of heat exhaustion and dehydration, according to the source.<\/p>\n<p>\u201cIt was a complete mess,\u201d the source told Breitbart News. \u201cThey were shoulder-to-shoulder packed, in like the few areas that we let them go through. I do know some people actually died in there from a heat stroke and just lack of water and stuff.\u201d<\/p>\n<p>\u201cThere was no room for them to move. There was no\u00a0bathroom\u00a0or anything like that. So there was just human waste all over the place,\u00a0discarded food, all kinds of stuff,\u201d the source added.<\/p>\n<p>The Army investigation\u00a0found that the logistics system never had more than one-day supply on hand for the 21,000 people at the airport at the\u00a0height of\u00a0the NEO. \u201cWe were on a razor\u2019s edge,\u201d an interviewee told investigators. \u201cIt was one [Meals-Ready-to-Eat] a day for evacuees, and two a day for Service Members.\u201d<\/p>\n<p>According to one interviewee, the State Department\u2019s early NEO planning estimated 40,000 evacuees \u2014 less than a third of the 124,000 who were ultimately evacuated.<\/p>\n<p>\u201cI trained for NEOs \u2014 this was different than any type of deal I\u2019ve ever done. The scale of this was insane to say the least,\u201d the second source told Breitbart News. \u201cI don\u2019t think anybody in the planning cells at the Pentagon anywhere thought it was going to be as big as what it was.\u201d<\/p>\n<p>The source said in addition to Biden\u2019s order, thousands of special requests from the White House, Congress, and other groups to evacuate certain people, as well as freelancers showing up in Afghanistan, made their jobs more difficult.<\/p>\n<p>For example, conservative media figure Glenn Beck organized an effort to evacuate Afghan Christians, and former Green Beret Tim Kennedy actually showed up in Afghanistan, as did Reps. Seth Moulton (D-MA) and Peter Meijer (R-MI).<\/p>\n<p>The source said that Beck tried to \u201cshortcut the line\u201d of evacuees with a convoy full of Afghans who were not cleared, vetted, or manifested for a flight, and some people on buses that Beck had chartered had hand grenades in their pockets.<\/p>\n<p>The source added that Moulton and Meijer wanted to talk to the Taliban \u2014 which would have taken resources and time away from the evacuation. \u201cTheir hearts are in the right place, but all they did was make a complicated situation more complicated,\u201d the source said.<\/p>\n<p>The Army report\u00a0talked about the tremendous toll the mission took on forces and recommended they receive mental health evaluations.<\/p>\n<p>One Marine talked about the moment she heard the blast and ran to look for her fellow Marines assigned to search women and children at the gates. She found one, who told her not to look at the body on the ground.\u00a0She looked anyway, saw Sgt. Kenneth \u201cFrank\u201d\u00a0McKenzie signed off on the Army report\u2019s findings in a memo to Defense Secretary Lloyd Austin in November 2021, reiterating that \u201cthe attack was not preventable at the tactical level without degrading the mission to maximize the number of evacuees.\u201d<\/p>\n<p>\u201cBased on the totality of the facts and circumstances detailed in the [Army Central Command] investigation, I do not believe that any adverse administrative or disciplinary action is necessary or appropriate for any U.S. personnel involved in our operations at Abbey Gate,\u201d McKenzie added.<\/p>\n<p>Biden \u2014 or anyone from the administration \u2014 has not accepted fault for the chaotic withdrawal but has instead called the withdrawal a \u201c<a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/jen-psaki-kabul-evacuations-success-b1908193.html\">success<\/a>\u201d for evacuating so many people.<\/p>\n<p>In January, Biden was <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2022\/01\/19\/remarks-by-president-biden-in-press-conference-6\/\">asked<\/a> at a press conference about his administration\u2019s competence on the Afghanistan withdrawal.<\/p>\n<p>\u201cThere is no way to get out of Afghanistan after 20 years easily. Not possible no matter when you did it.
