Larry Hogan, created seven safe Democratic seats and one Republican-leaning seat. However, the Republican-leaning seat, currently held by Andy Harris, gave Democrats a pick-up opportunity, since it had only an eight point GOP <a href=\"https:\/\/projects.fivethirtyeight.com\/redistricting-2022-maps\/maryland\/final_plan\/\">lean<\/a>. Hogan had <a href=\"https:\/\/www.wsj.com\/articles\/merrick-garland-please-sue-my-state-maryland-larry-hogan-texas-gerrymandering-voting-rights-11639757168\" target=\"_blank\" rel=\"noopener noreferrer\">called<\/a> on the Department of Justice to challenge the new map, citing federal intervention in states like Texas. <strong><a href=\"https:\/\/dailycaller.com\/2021\/12\/23\/maryland-democrats-lawsuit-fair-maps-congressional-districts-2022-larry-hogan\/\">(RELATED: Maryland Democrats Sued Over \u2018Extreme\u2019 Gerrymandering Of 2022 Congressional Maps)<\/a><\/strong><\/p>\n<p>The map approved in December \u201cdiluted\u201d <span dir=\"ltr\" role=\"presentation\">the<\/span> \u201c<span dir=\"ltr\" role=\"presentation\">voice<\/span> <span dir=\"ltr\" role=\"presentation\">of<\/span> <span dir=\"ltr\" role=\"presentation\">Republican<\/span> <span dir=\"ltr\" role=\"presentation\">voters<\/span>\u201d and diminished \u201c<span dir=\"ltr\" role=\"presentation\">their<\/span> <span dir=\"ltr\" role=\"presentation\">right<\/span> <span dir=\"ltr\" role=\"presentation\">to<\/span> <span dir=\"ltr\" role=\"presentation\">vote<\/span> <span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">be<\/span> <span dir=\"ltr\" role=\"presentation\">heard<\/span> <span dir=\"ltr\" role=\"presentation\">with<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">efficacy<\/span> <span dir=\"ltr\" role=\"presentation\">of<\/span> <span dir=\"ltr\" role=\"presentation\">a<\/span> <span dir=\"ltr\" role=\"presentation\">Democratic<\/span> <span dir=\"ltr\" role=\"presentation\">voter<\/span>,\u201d Anne Arundel County Senior Judge Lynne A. Battaglia <a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2021\/12\/MD-Order-Permanent-Injunction.pdf\">ruled<\/a>. \u201c<span dir=\"ltr\" role=\"presentation\">No <\/span><span dir=\"ltr\" role=\"presentation\">compelling<\/span> <span dir=\"ltr\" role=\"presentation\">reason<\/span> <span dir=\"ltr\" role=\"presentation\">for<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">dilution<\/span> <span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">diminution<\/span> <span dir=\"ltr\" role=\"presentation\">was ever<\/span> <span dir=\"ltr\" role=\"presentation\">adduced<\/span> <span dir=\"ltr\" role=\"presentation\">by<\/span> <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">State.\u201d<\/span><\/p>\n<p>Battaglia ordered the state legislature to create new maps by March 30. Maryland Attorney General Brian Frosh, a Democrat, is likely to <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2022\/03\/25\/maryland-congressional-map-thrown-out-gerrymandering\/\">appeal<\/a> the ruling.<\/p>\n<p>The anti-gerrymandering group Fair Maps Maryland, which is aligned with Hogan, praised the ruling.<\/p>\n<p>\u201c<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">To call this a big deal would be the understatement of the century. The state had two Republican-leaning congressional seats through 2010, but following that year\u2019s census, the state legislature and Democratic Gov. Martin O\u2019Malley <a href=\"https:\/\/dailycaller.com\/2017\/06\/01\/martin-omalley-admits-to-gerrymandering-in-maryland-lawsuit-deposition\/\">redrew<\/a> the seat of former Republican Rep. Roscoe Bartlett to create another safe Democratic seat in the western portion of the state.<\/p>\n<p>Maryland was one of the two most gerrymandered states in the country from 2012-2021, a Washington Post analysis <a href=\"https:\/\/www.washingtonpost.com\/news\/wonk\/wp\/2014\/05\/15\/americas-most-gerrymandered-congressional-districts\/\">found<\/a>, with the state\u2019s Third District the second-most gerrymandered district in the country. The Princeton University Gerrymander Project panned the state legislature\u2019s new map as well, <a href=\"https:\/\/dailycaller.com\/2021\/11\/16\/larry-hogan-maryland-redistricting-congressional-maps-commission\/\">giving<\/a> it an \u201c<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">F in partisan fairness, a C in competitiveness, and an F in geography.\u201d<\/span><\/p>\n<p>Courts have thrown out legislature-drawn maps in several other states, including <a href=\"https:\/\/dailycaller.com\/2022\/01\/25\/alabama-congressional-map-gop-democrat-court-ruling\/\">Alabama<\/a>, <a href=\"https:\/\/dailycaller.com\/2022\/01\/14\/ohio-supreme-court-republican-congressional-map\/\">Ohio<\/a>, and <a href=\"https:\/\/dailycaller.com\/2022\/02\/04\/north-carolina-supreme-court-throws-out-redistricting-map\/\">North Carolina<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Maryland judge threw out the state\u2019s new congressional map Friday, ruling that the legislature\u2019s partisan gerrymandering violates the state constitution.The map, passed over the veto of Republican Gov.
