It was made using content from a Russian music video that does not show Putin or the Ukrainian flag.<\/p>\n<p><span><strong>Fact Check:<\/strong><\/span><\/p>\n<p>U.S. Secretary of State Antony Blinken issued a March 23\u00a0<a href=\"https:\/\/www.state.gov\/war-crimes-by-russias-forces-in-ukraine\/\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a> formally accusing Russia of committing war crimes in Ukraine during its invasion of the country. Ukrainian President Volodymyr Zelenskyy has urged \u201cthe world\u201d to protest against Russia\u2019s military operations in the country, the <a href=\"https:\/\/nypost.com\/2022\/03\/23\/zelensky-asks-every-free-person-to-protest-russias-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">New York Post<\/a> reported.<\/p>\n<p>An image shared on Facebook appears to show artwork commenting on the situation in Ukraine. It features two frames, one that shows Putin holding a pin ready to pop a balloon bearing the blue and yellow color scheme of Ukraine\u2019s flag, while the second frame shows the Russian president seemingly being popped while the blue and yellow balloon remains intact.<\/p>\n<p>\u201cLatest from Banksy,\u201d reads the image\u2019s caption. <a href=\"https:\/\/www.britannica.com\/biography\/Banksy\" target=\"_blank\" rel=\"noopener noreferrer\">Banksy<\/a> is the pseudonym of a famous U.K.-based street artist. <strong><a href=\"https:\/\/checkyourfact.com\/2022\/03\/23\/fact-check-ukraine-refugee-assault-italian-train\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Does This Video Show A Ukrainian Refugee Attacking Passengers Aboard An Italian Train?)<\/a><\/strong><\/p>\n<p>There is no evidence Banksy created the image. The piece does not appear on the artist\u2019s <a href=\"https:\/\/www.instagram.com\/banksy\/?hl=en\" target=\"_blank\" rel=\"noopener noreferrer\">Instagram<\/a> or <a href=\"https:\/\/www.banksy.co.uk\/out.html\" target=\"_blank\" rel=\"noopener noreferrer\">website<\/a>, where <a href=\"https:\/\/www.banksy.co.uk\/in.html\" target=\"_blank\" rel=\"noopener noreferrer\">catalogs<\/a> of authentic Bansky works can be found. A spokesperson for the artist told <a href=\"https:\/\/fullfact.org\/online\/putin-balloon-picture-banksy\/\" target=\"_blank\" rel=\"noopener noreferrer\">Full Fact<\/a> that Bansky was not responsible for the image.<\/p>\n<p>The image appears to be an altered version of a scene from a 2019 <a href=\"https:\/\/youtu.be\/ADlGkXAz1D0?t=32\" target=\"_blank\" rel=\"noopener noreferrer\">music video<\/a> produced by the Russian band <a href=\"https:\/\/esctoday.com\/182291\/russia-little-big-release-statement-regarding-eurovision-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\">Little Big<\/a>.
