William Proxmire, a Democrat from Wisconsin,\u00a0gave what\u2019s now the National Institute of Neurological Disorders and Stroke a\u00a0<a href=\"https:\/\/content.wisconsinhistory.org\/digital\/collection\/proxmire\/id\/380\" target=\"_blank\" rel=\"noopener\">Golden Fleece award<\/a>\u00a0for wasteful and nonsensical spending.<\/p>\n<p>The study looked at whether someone could hex an opponent during a strength test by drawing an X in front of the other person\u2019s chest.<\/p>\n<p>\u201cThe Institute is paying to determine whether a hulking, muscle bound subject will lose in a strength test, like arm wrestling, to an obviously weaker opponent,\u201d he said sarcastically in a press release. \u201cThat opponent, however, knows a secret \u2013 making an \u2018X\u2019 causes those muscles to turn into jelly.\u201d<\/p>\n<p><strong>RELATED: <a href=\"https:\/\/thepoliticalinsider.com\/los-angeles-spending-up-to-837k-to-house-one-homeless-person\/\" target=\"_blank\" rel=\"noopener\">Los Angeles Spending Up To $837K To House One Homeless Person<\/a><\/strong><\/p>\n<p>It continues, \u201cThe Institute is sponsoring a series of tests. In one case, the spaghetti arms will be tested against the hulk\u2019s without performing the \u2018X\u2019. Other times, they will use this secret technique and see if they do better.\u201d<\/p>\n<p>In addition to making an X, researchers also tested whether sapping the energy of the opponent could be an effective tactic.<\/p>\n<div id=\"subscribe\" class=\"email-signup inarticle\">\n<h4>Support Conservative Voices!<\/h4>\n<h5><strong>Sign up to receive the latest<\/strong> political news, insight, and commentary delivered directly to your inbox.<\/h5>\n<\/div>\n<p>In a memo to justify this spending, the Institute argued, \u201c\u2026the phenomenon under investigation cannot be understood or explained by information currently available and it is of obvious interest to determine what other heretofore unknown factors or mechanisms significantly influence muscle strength and movement\u2026\u201d<\/p>\n<p>Studying muscle function would have been of obvious interest to the Institute.
