Despite clear evidence to the contrary, Biden angrily denied that sanctions were ever meant to be a form of deterrence and accused Ruffini of \u201cplaying a game\u201d with him.<\/p>\n<p><strong>\u201cSir, deterrence didn\u2019t work. What makes you think Vladimir Putin will alter course based on the action you\u2019ve taken today?\u201d<\/strong> Ruffini asked at the end of the brief presser. Biden huffed in reply: <strong>\u201cLet\u2019s get something straight, do you remember, if you covered me, from the very beginning I did not say that, in fact, the sanctions would deter him.\u201d<\/strong> He then proclaimed: <strong>\u201cSanctions never deter. You keep talking about that. Sanctions never deter.\u201d<\/strong><\/p>\n<p>Undeterred herself, Ruffini followed up: <strong>\u201cDo you believe the actions today will have an impact on making Russia change course in Ukraine?\u201d<\/strong> Biden grew even more agitated: <strong>\u201cThat\u2019s not what I said, you\u2019re playing a game with me, I know. The answer\u2019s no.\u201d<\/strong><\/p>\n<p>As the press conference concluded, CBS correspondent Major Garrett, who was anchoring the network\u2019s special coverage, immediately fact-checked the President\u2019s false assertions: <strong>\u201cHistory will record that before this invasion of Ukraine began, several administration officials representing the President of the United States, Joseph Biden, said in fact sanctions might deter that invasion.\u201d<\/strong><\/p>\n<p>Garrett noted: \u201cThe President just said, again, emphatically, they don\u2019t deter, what they do is they sustain pressure over time hoping to achieve a different result.\u201d He then turned to White House correspondent Ed O\u2019Keefe, traveling with Biden in Europe, who called out the major shift in the administration\u2019s position on sanctions: <strong>\u201cWell, you make a good point there, that yes, in the lead-up to all of this, administration had said this was designed to deter and the story has changed since they were enacted.\u201d<\/strong><\/p>\n<p><a href=\"https:\/\/thehill.com\/homenews\/sunday-talk-shows\/595086-blinken-defends-not-placing-more-pre-invasion-sanctions-on-russia\" target=\"_blank\" rel=\"noopener\">As reported by The Hill<\/a> on February 20, just days before the Russian invasion of Ukraine began, Secretary of State Antony Blinken explicitly told multiple media outlets that the purpose of economic sanctions was to deter Putin. \u201cThe purpose of the sanctions in the first instance is to try to deter Russia from going to war,\u201d he said on CNN\u2019s <em>State of the Union<\/em> that day. On NBC\u2019s <em>Meet the Press<\/em>, Blinken similarly argued the sanctions were part of an international effort \u201cto build everything we can to deter him [Putin] from the course that he\u2019s now set on.\u201d<\/p>\n<p>This is far from the first time that Biden has lashed out a reporter for asking a legitimate question. In January, the President notoriously called Fox News White House correspondent Peter Doocy <a href=\"https:\/\/www.newsbusters.org\/blogs\/nb\/curtis-houck\/2022\/01\/24\/president-biden-calls-foxs-peter-doocy-stupid-son-b\" target=\"_blank\" rel=\"noopener\">\u201ca stupid son of a bitch\u201d<\/a> for asking about the political impact of soaring inflation on the Democratic Party\u2019s chances in the November midterm elections.<\/p>\n<p>In addition to Ruffini\u2019s grilling, Biden also got a <a href=\"https:\/\/twitter.com\/CurtisHouck\/status\/1507051721448738824\" target=\"_blank\" rel=\"noopener\">tough question from ABC\u2019s Cecilia Vega<\/a>, who challenged: \u201cYou do not want to see World War III but is it possible that in expressing&#8230;so early that you were too quick to rule out direct military intervention in this war? Could Putin have been emboldened knowing that you will not get directly involved in this?\u201d In response, the President only offered a terse \u201cNo and no.\u201d<\/p>\n<p>Here is a transcript Ruffini\u2019s March 24 exchange with Biden, along with fact-checking from Garrett and O\u2019Keefe:<\/p>\n<blockquote class=\"collapsible\">\n<p>1:49 PM ET<\/p>\n<p>(&#8230;)<\/p>\n<p>JOE BIDEN: Someone I haven\u2019t called on before. The maintenance of sanctions, the maintenance of sanctions, the increasing the pain, and the demonstration \u2013 why I asked for this NATO meeting today \u2013 is to be sure that after a month we will sustain what we\u2019re doing, not just next month, the following month, but for the remainder of this entire year. That\u2019s what will stop him.<\/p>\n<p>RUFFINI: Do you believe the actions today will have an impact on making Russia change course in Ukraine?<\/p>\n<p>BIDEN: That\u2019s not what I said, you\u2019re playing a game with me, I know. The answer\u2019s no. I think what happens is we have to demonstrate \u2013 the purpose \u2013 the single most important thing is for us to stay unified and the world continue to focus on what a brute this guy is and all the innocent people\u2019s lives are being lost and ruined and what\u2019s going on. That\u2019s the important thing.<\/p>\n<p>But look, if you\u2019re Putin and you think that the \u2013 that Europe is going to crack in a month or six weeks, or two months, why not \u2013 they can take anything for another month. But we have to demonstrate. The reason I asked for the meeting, we have to stay fully, totally, thoroughly united.
