The people will have to say and respond to certain formats of compromise. And what they will be.<\/p>\n<p>This is a matter of our conversation and understanding between Ukraine and Russia. Therefore, in any case, I am ready to do anything if my move is with our people.<\/p>\n<\/blockquote>\n<p>Suspilne gave as examples of concessions that might theoretically be submitted to a public referendum as the offering of \u201csecurity guarantees\u201d and negotiations surrounding \u201cthe temporarily [Russian] occupied territories of Donbass and Crimea.\u201d<\/p>\n<p>\u201cThe all-Ukrainian referendum will finally resolve the compromises in the negotiations between Ukraine and Russia. This applies to security guarantees, the temporarily occupied territories of Donbass and Crimea,\u201d the news outlet summarized in its opening paragraph.<\/p>\n<p>The broadcaster quoted Zelensky\u2019s explanation of how some allies in NATO could support Ukraine through a \u201csecurity guarantee\u201d: \u201cThere are NATO countries, who want to be security guarantors, who, unfortunately, cannot give us 100% membership in the [NATO] Alliance, but are ready to do everything that the Alliance would have to do if we were members of the Alliance. And I think this is a normal compromise.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Zelensky did not explain how he or his administration planned to organize a public referendum of Ukrainians while his nation remains at full-scale war with Russia. An estimated ten million people have <a href=\"https:\/\/www.bbc.com\/news\/world-60555472\">fled<\/a> fighting in Ukraine over the past few weeks.<\/p>\n<p>Russia has used referendums in Ukraine for years to achieve its goals of annexing territory from its western neighbor. Moscow conducted a\u00a0referendum in Ukraine\u2019s southern peninsular region of Crimea in March 2014 that saw its residents <a href=\"https:\/\/tass.com\/world\/723246\">vote<\/a> to become a part of Russia. Moscow organized a similar referendum in May 2014 in the Donetsk and Luhansk People\u2019s Republics (DPR and LPR) in which the two Russian-backed breakaway states in eastern Ukraine\u2019s Donbas region <a href=\"https:\/\/tass.com\/politics\/1407891\">voted<\/a> to legitimize their respective establishments as sovereign \u201crepublics.\u201d The results of both 2014 referendums were not recognized as legitimate by most Western governments.<\/p>\n<p>Ukrainian government representatives have engaged in several attempted peace talks with their Russian counterparts since the latest war between the two neighbors broke out on February 24. The conflict <a href=\"https:\/\/tass.com\/politics\/1409329\">began<\/a> 72 hours after the Kremlin announced it would\u00a0<a href=\"https:\/\/tass.com\/politics\/1407581\">recognize<\/a> the independence of the DPR and LPR.<\/p>\n<p>Moscow has held several failed peace negotiations with Kyiv over the past month. The first three rounds of talks took place along the Belarus-Ukraine border on <a href=\"https:\/\/www.hindustantimes.com\/world-news\/russiaukraine-end-first-round-of-ceasefire-talks-in-belarus-101646065394314.html\">February 28<\/a>,\u00a0<a href=\"http:\/\/www.xinhuanet.com\/english\/20220304\/19630e47c6fb418c9b8f3a6021b5c4e0\/c.html\">March 3<\/a>, and <a href=\"http:\/\/www.xinhuanet.com\/english\/20220308\/657fdf5af3b143f8ba8b7c16d9521796\/c.html\">March 7<\/a>.<\/p>\n<p>Turkey, a\u00a0North Atlantic Treaty Organization (NATO) member, helped organize the first high-level peace talks between Russia and Ukraine on March 10 in Antalya, Turkey. Russian Foreign Minister Sergey Lavrov <a href=\"https:\/\/www.aa.com.tr\/en\/antalya-diplomacy-forum-2022\/turkish-foreign-minister-meets-with-russian-ukrainian-counterpart-in-push-for-peace\/2530452\">met<\/a> with his Ukrainian counterpart Dmytro Kuleba in the presence of Turkish Foreign Minister Mevlut Cavusoglu, who served as a mediator.<\/p>\n<p>\u201cAt a time of great need for peace, met with my Russian and Ukrainian counterparts (Sergey) Lavrov &#038; (Dmytro) Kuleba in a tripartite format on the margins of the Antalya Diplomacy Forum,\u201d Cavusoglu said in a Twitter statement at the time.<\/p>\n<p>\u201cWe sincerely hope that peace prevails in our region.
