That also, by the way, includes high skills immigration to get people who want to work in the United States to work in these fabs \u2014 and the citizenry in those states are going to benefit enormously from this as well.<\/p>\n<\/blockquote>\n<p>Raimondo rejected the demand, diplomatically. \u201cAs a former governor, I could not agree more with you about that. These are jobs, these are good jobs and these are jobs Americans should have,\u201d Raimondo said, before adding:<\/p>\n<blockquote>\n<p>My observation is that there is broad agreement on the biggest parts of this [Biartisan] Innovation Act. We\u2019ll disagree around the edges, but there\u2019s broad agreement. The challenge is getting it done quickly.<\/p>\n<\/blockquote>\n<p>Raimondo is a leader in President Joe Biden\u2019s old-left East Coast wing, which wants <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/03\/bidens-commerce-sec-spurns-u-s-chambers-demand-for-foreign-workers\/\" target=\"_blank\" rel=\"noopener\">to help raise<\/a> Americans\u2019 wages. Her wing has clashed repeatedly with the White House\u2019s new-left progressive West Coast wing.<\/p>\n<p>The West Coast wing favors more immigrant labor and consumers for wealthy investors. It is fronted by Vice President Kamala Harris and homeland security secretary Alejandro Mayorkas and is backed by Schmidt and other West Coast investors.<\/p>\n<p>Schmidt is a former CEO of Google and is now a leading West Coast investor worth perhaps $30 billion. He is a career advocate of \u201c<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/26\/ex-google-chief-uses-top-tier-immigration-claim-to-sideline-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">high-skilled<\/a>\u201d visa programs that are normally used by the Fortune 500 to import\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/06\/26\/ex-google-chief-uses-top-tier-immigration-claim-to-sideline-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">unskilled or mid-skilled<\/a> foreign contract workers to take the career-starter jobs and the lower-management jobs needed by each generation of skilled U.S. graduates.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Yes, this is Walmart. See <a href=\"https:\/\/t.co\/kZTaXICCmz\">https:\/\/t.co\/kZTaXICCmz<\/a> <a href=\"https:\/\/t.co\/c7AvAsJwpl\">https:\/\/t.co\/c7AvAsJwpl<\/a><\/p>\n<p>\u2014 Neil Munro (@NeilMunroDC) <a href=\"https:\/\/twitter.com\/NeilMunroDC\/status\/1167080294802952192?ref_src=twsrc%5Etfw\">August 29, 2019<\/a><\/p>\n<\/blockquote>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The visa programs \u2014 such as the H-1B visa and the Optional Practical Training program \u2014 have imported an army of more than 1 million foreign workers and managers for the U.S. technology sector, including for <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">chip-maker Intel Corp<\/a>.<\/p>\n<p>These visa workers are n0-rights contract workers \u2014 not naturalized immigrants \u2014 so they are totally subordinate to CEOs and Schmidt\u2019s investor class.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Their workplace subordination prevents the visa workers from acting like the U.S. professionals who are educated to argue in favor of quality, long-term research, security, and other vital needs against the short-term, green-eyeshade stock-market priorities embraced by CEOs and other executives.<\/p>\n<p>But many U.S. professionals have been replaced by imported workers and managers who are under <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/01\/07\/watch-ice-lures-and-stings-indian-illegal-labor-opt-traffickers\/\" target=\"_blank\" rel=\"noopener\">intense pressure<\/a> to focus on their non-professional and self-serving <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/23\/lawsuit-spotlights-anti-american-corruption-in-h-1b-outsourcing-program\/\" target=\"_blank\" rel=\"noopener\">career priorities<\/a>, <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/03\/lawsuit-fortune-500-adds-india-caste-culture-us-workplaces\/\" target=\"_blank\" rel=\"noopener\">discriminatory views<\/a>, <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/12\/09\/rep-banks-introduces-gop-bill-to-curb-fortune-500s-use-of-visa-workers\/\" target=\"_blank\" rel=\"noopener\">job selling<\/a>, and <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/05\/01\/lawsuit-indian-managers-use-h-1bs-to-discriminate-against-americans\/\" target=\"_blank\" rel=\"noopener\">exclusionary networks<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">And now the rich and powerful Establishment Elites laser in on how to crush working class Americans by lowering wages by importing foreign workers so they can bag more cash. <a href=\"https:\/\/t.co\/Dn7xDGQM8r\">https:\/\/t.co\/Dn7xDGQM8r<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1352410421534334978?ref_src=twsrc%5Etfw\">January 22, 2021<\/a><\/p>\n<\/blockquote>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>The resulting loss of vital workplace tension between U.S. executives and U.S. professionals has helped to <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">stifle innovation<\/a>. It has also crashed a growing number of U.S. tech industries, including Boeing after the company managers <a href=\"https:\/\/www.netflix.com\/title\/81272421\" target=\"_blank\" rel=\"noopener\">allegedly downplayed critical flaws<\/a> in its 737 MAX aircraft.<\/p>\n<p>\u201cIt used to be when you raised your hand and said \u2018We\u2019ve got a problem here,\u2019 the response was \u2018Yeah, you\u2019re right, we\u2019re gonna fix it,&#8217;\u201d said\u00a0John Barnett, a quality control expert at Boeing.\u00a0 \u201cAfter the merger with McDonnell Douglas \u2026 Boeing quit listening to their employees, so every time I raised my hands \u2018Hey, we got a problem here,\u2019 they would attack the messenger and ignore the message.\u201d<\/p>\n<p>\u201cI\u2019ve been working there in the Seattle area for a long time, and the environment that we ended up merging with [McDonnell Douglas] was so different,\u201d said <a href=\"https:\/\/www.nytimes.com\/2019\/04\/20\/business\/boeing-dreamliner-production-problems.html\" target=\"_blank\" rel=\"noopener\">Cynthia Kitchens<\/a>, a quality control manager from 2009 to 2016. She continued:<\/p>\n<blockquote>\n<p>McDonnell Douglas was the \u2018Good ole\u2019 boys\u2019 network. They weren\u2019t respectful of our [professional] processes or of employees \u2026 Before we got like this, we just didn\u2019t take shortcuts, because it just wasn\u2019t the Boeing culture. No shortcuts: You do it right, and you build in the quality and the safety and the profits will follow. All that changed, and it was just heartbreaking.<\/p>\n<\/blockquote>\n<p>\u201cI was brought up that if you find an [technical problem] issue, raise it immediately,\u201d a\u00a0former Intel employee <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">told Breitbart News<\/a>. However, the rules are different in an office run by Indian managers, he said:<\/p>\n<blockquote>\n<p>When you find a bug, don\u2019t announce it [to your department colleagues]. Announce it to your [Indian] boss [because] they want to make sure it\u2019s not their problem and not their bug. Don\u2019t go through the normal process.<\/p>\n<\/blockquote>\n<p>Even as he calls for more Fortune 500 visa workers, Schmidt uses his wealth to <a href=\"https:\/\/www.schmidtfutures.com\/our-mission\/faq\/\" target=\"_blank\" rel=\"noopener\">directly fund promising<\/a> U.S. and foreign entrepreneurs and researchers.<\/p>\n<p>The Fortune 500 employment of visa workers also <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">aborts<\/a>\u00a0the careers of young U.S. graduates who might someday build enough expertise and contacts to <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/12\/08\/justice-dept-exposes-silicon-valleys-worker-shortage-fraud\/\" target=\"_blank\" rel=\"noopener\">launch competing products and companie<\/a>s.<\/p>\n<p>For example,\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/nandaatul\/details\/education\/\" target=\"_blank\" rel=\"noopener\">Atul Nanda<\/a>\u00a0is an Indian-born former visa worker who now works as a vice president at Google\u2019s database company. He recently fired a team of U.S. database experts in the company\u2019s \u201cLooker\u201d team \u2014 but only after they trained Indian visa workers, according to a\u00a0<a href=\"https:\/\/www.morningbrew.com\/emerging-tech\/stories\/2022\/03\/21\/before-layoffs-hit-google-owned-looker-workers-unknowingly-trained-their-replacements\" target=\"_blank\" rel=\"noopener\">March 21 report<\/a> in MorningBrew.com:<\/p>\n<blockquote>\n<p>Since its 2012 debut, Looker had been\u00a0<a href=\"https:\/\/www.santacruzsentinel.com\/2018\/11\/27\/looker-expanding-in-santa-cruz-internationally\/\">steadily expanding<\/a>\u00a0in staff and scope and had landed clients like Kickstarter, Asana, TaskRabbit, and Moderna. One of Looker\u2019s goals is to\u00a0<a href=\"https:\/\/www.looker.com\/solutions\/data-science\/\">help provide<\/a>\u00a0\u201cscalable machine learning,\u201d like allowing users to pair ML models with organized data sets. In theory, its software platform makes Google Cloud even more attractive to clients looking to parse their reams of data.<\/p>\n[\u2026]\n<div class=\"Content__ArticleBlock-sc-17bopy6-4 jWUiaj\">\n<p class=\"sc-iqseJM jktKHL\">One of Looker\u2019s major selling points is its highly trained customer-support team. That\u2019s something Atul Nanda, VP of Google Cloud Support, stressed in an internal town hall one week after the layoffs.<\/p>\n<\/div>\n<\/blockquote>\n<div class=\"Content__ArticleBlock-sc-17bopy6-4 jWUiaj\">\n<blockquote>\n<p class=\"sc-iqseJM jktKHL\">\u201cLooker has a Department of Customer Love, which is more than just a department name and sets the culture\u2014it\u2019s the secret sauce, it\u2019s the DNA,\u201d Nanda said. \u201cWith every acquisition, there\u2019s an evolution process we go through, and sometimes these innovation processes can be difficult. In this case, for Looker, we needed to bring Looker into alignment for the rest of GCP [Google Cloud Platform]. And I am hoping that we can do our very best to preserve that culture of DCL, which is just admirable, to say the least.\u201d<\/p>\n<\/blockquote>\n<\/div>\n<p>The workplace dominance of the investor-minded CEOs has <a href=\"https:\/\/www.breitbart.com\/science\/2020\/02\/07\/national-academies-chief-the-us-must-end-reliance-on-foreign-scientists\/\" target=\"_blank\" rel=\"noopener\">ensured<\/a> the has <a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/30\/intels-stock-drops-as-its-visa-worker-population-rises\/\" target=\"_blank\" rel=\"noopener\">U.S. fallen behind<\/a>\u00a0China\u2019s <a href=\"https:\/\/www.wired.com\/story\/huawei-5g-polar-codes-data-breakthrough\/\" target=\"_blank\" rel=\"noopener\">5G technology<\/a>, even as China focuses its effort on developing artificial intelligence, new weaponry, and commercial aircraft.<\/p>\n<p>The post-1990 damage from the visa-worker programs has also been worsened by investors\u2019 repeated claims that U.S. manufacturing could be exported to China without damaging U.S. research capabilities.<\/p>\n<p>But the transfer of the U.S. manufacturing sector provided a foundation for Chinese engineers and scientists to gradually build a vast range of products \u2014 and to develop new technologies that threaten much-touted American dominance.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Facebook source: many foreign workers at Facebook see an opportunity to influence U.S. elections.  <a href=\"https:\/\/t.co\/BewalcRCV2\">https:\/\/t.co\/BewalcRCV2<\/a><\/p>\n<p>\u2014 Breitbart News (@BreitbartNews) <a href=\"https:\/\/twitter.com\/BreitbartNews\/status\/1321497988930408449?ref_src=twsrc%5Etfw\">October 28, 2020<\/a><\/p>\n<\/blockquote>\n<p>Meanwhile, the loss of the U.S. manufacturing sector also destroyed the economic and engineering foundation for private-sector U.S. researchers, even as U.S. universities imported <a href=\"https:\/\/www.breitbart.com\/science\/2020\/02\/07\/national-academies-chief-the-us-must-end-reliance-on-foreign-scientists\/\" target=\"_blank\" rel=\"noopener\">more Chinese and European scientists<\/a>\u00a0to take U.S. science careers.<\/p>\n<p>Schmidt twice acknowledged the disastrous mistake that has been pushed by investors for 15 or more years. \u201cWe made a mistake collectively,\u201d he told Raimondo. \u201cThis bill addresses that,\u201d he said, adding:<\/p>\n<blockquote>\n<p>\u2026 the key thing that this money does is \u2026 it provides funding for expansion of these [fabs] but it also provides funding for basic research, basic strategy, and basically get us to where we should have been because of the mistake we made maybe a decade ago. Why is that important? When you study fabs they are a process of continuous improvement, every single day, over and over and over again.<\/p>\n<\/blockquote>\n<p>Sen. Todd Young (R-IN) is the leading GOP Senator in the debate. He dodged Schmidt\u2019s migration demand as he told the group that \u201cAmerican leadership in science and technology, especially the emerging technologies that will dominate the 21st century is vital to both the future of the American economy and to our competitiveness with China.\u201d<\/p>\n<p>But he echoed Raimondo, saying \u201cit\u2019s essential that [the bill] be bipartisan.\u201d<\/p>\n<p>The call for bipartisanship is a coded disagreement with the Democratic-drafted House version of the bill, which would allow Fortune 500 CEOs to import many more foreign workers for a vast range of white-collar jobs.\u00a0Breitbart News\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0on February 1:<\/p>\n<blockquote>\n<p>The draft \u201cAmerica COMPETES Act of 2022\u201d would allow foreigners to win an uncapped number of green cards by studying to become ordinary chemists, doctors, engineers, and statisticians \u2014 or accountants, tax experts, computer security experts, statisticians, ecologists, and many other types of professionals.<\/p>\n<p>\u201cIt\u2019s insanity \u2014 the idea that you would create a bill that supposedly improves America\u2019s competitiveness [against China] by outsourcing all of the [skilled] labor is just nuts,\u201d said Rosemary Jenks, government relations director for NumbersUSA. \u201cIt\u2019s dystopian.\u201d<\/p>\n<p>The bill emerged from the House shortly after the Senate blocked the Build Back Better bill, which tried to\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/19\/cbo-joe-bidens-bill-will-invite-millions-of-new-migrants\/\" target=\"_blank\" rel=\"noopener\">create new pipelines<\/a>\u00a0for foreign graduates to get U.S white-collar jobs.<\/p>\n<\/blockquote>\n<p>On February 7, Young <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/07\/republican-sen-todd-young-migration-should-not-hurt-americans-wages\/\" target=\"_blank\" rel=\"noopener\">told<\/a> Punchbowl News that if Congress wants to import workers, \u201cwe need to do it smartly, in order to once again ensure that those new workers aren\u2019t competing with our existing workers for jobs, competing for wages and salaries.\u201d<\/p>\n<p>Other Democrats are concerned about the economic damage caused by the huge and growing population of no-rights visa workers. Sen. Sherrod Brown (D-OH), for example, has co-sponsored a bill with Sen. Chuck Grassley (R-IA) that would modestly curb the loss of jobs to <a href=\"https:\/\/www.grassley.senate.gov\/news\/news-releases\/grassley-durbin-introduce-bipartisan-h-1b-l-1-visa-reform-legislation\" target=\"_blank\" rel=\"noopener\">H-1B contract workers<\/a>.<\/p>\n<p>There is no politically feasible way for legislators to develop a visa program for \u201chigh skilled workers\u201d without it being used to push skilled Americans out of many white-collar jobs, said Rob Law, a policy expert at the Center for Immigration Studies. He continued:<\/p>\n<blockquote>\n<p>If you look at the H-1B program, they use glossy language like \u201cBest and Brightest\u201d \u2026 But there\u2019s nothing top-tiered about it. There are no protections [for skilled Americans]. There are no recruiting requirements \u2026 There\u2019s nothing that puts pay at a premium, and so the system is used to import a large foreign worker population that is rather indistinguishable [from Americans].<\/p>\n<\/blockquote>\n<p>The foreign workers must be compliant because they depend on their CEOs to get the big, deferred-compensation bonus of green cards for themselves and their children, Law told Breitbart News:<\/p>\n<blockquote>\n<p>The way the employment-based immigration system is, with the employer in charge of the visa \u2026 the foreign worker is going to be obedient. They will not push back, they won\u2019t offer alternative suggestions from what their bosses are offering up, they\u2019re not going to seek out a new job \u2026 They are going to stay put and their compliance and their immobility is the price for them getting to work in the United States and the potential prospect of a path to citizenship.<\/p>\n<\/blockquote>\n<p>The imported, dependent, and compliant workforce is bad for innovation, Law said: \u201cIt kills innovation and it destroys or erodes the environment that led to the groundbreaking developments generated by Americans in America, whether it is technological advances or advances in the sciences.\u201d<\/p>\n<p>Since at least 1990, the D.C. establishment has used a wide variety of excuses and explanations to justify its policy of\u00a0<a href=\"https:\/\/www.breitbart.com\/tag\/extraction-migration\/\" target=\"_blank\" rel=\"noopener\">extracting<\/a>\u00a0tens of\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2022\/02\/23\/report-u-s-immigrant-population-hits-record-46-6-million\/\" target=\"_blank\" rel=\"noopener\">millions<\/a>\u00a0of migrants\u00a0and\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/24\/bidens-border-agency-worries-about-tinder-swindler-amid-migration-fraud\/\" target=\"_blank\" rel=\"noopener\">visa workers<\/a>\u00a0from poor countries to serve as workers, consumers, and renters for various U.S. investors and CEOs.<\/p>\n<p>The self-serving\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/12\/20\/washington-post-low-wage-employers-struggle-after-cheap-labor-bubble\/\" target=\"_blank\" rel=\"noopener\">economic<\/a>\u00a0strategy of extraction migration has\u00a0no\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">stopping<\/a>\u00a0point.
