It means student discipline would not be consistent based on conduct. Instead, a school considers a student\u2019s race and background. It would likely offer harsher punishments to white students, even if the conduct is identical to that of a Black or Hispanic student.<\/p>\n<p>The disparate treatment is championed in the name of inclusion. But it\u2019s not just a Clover Park School District controversy.<\/p>\n<p>The culturally responsive policy impacts every Washington school district after Democrats <a href=\"https:\/\/wasa-oly.org\/WASA\/images\/WASA\/6.0%20Resources\/Equity\/ESSB%205044%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"noopener\">passed a law<\/a> institutionalizing critical race theory in student discipline.<\/p>\n<h3>Culturally responsive discipline gets support<\/h3>\n<p>The Clover Park School Board adopted a revised student discipline policy at its March 14 meeting by a vote of 3-2. At times, the meeting was contentious as two board members argued it\u2019s wrong to use race to determine punishment. The district is <a href=\"https:\/\/www.cloverpark.k12.wa.us\/cms\/One.aspx?portalId=236158&#038;pageId=23570641\" target=\"_blank\" rel=\"noopener\">majority-minority<\/a>, with 28% white students.<\/p>\n<p>According to the policy, disruptive students may face \u201cexclusionary as well as positive and supportive forms of discipline.\u201d But the focus, the policy maintains, is to keep students in the classroom and provide \u201cequitable educational opportunities.\u201d<\/p>\n<p>To make student discipline outcomes more \u201cequitable,\u201d the policy must meet \u201cindividual student needs in a culturally responsive manner\u201d via \u201cculturally responsive discipline.\u201d<\/p>\n<p>The state officially <a href=\"https:\/\/app.leg.wa.gov\/WAC\/default.aspx?cite=392-400-025\" target=\"_blank\" rel=\"noopener\">defines<\/a> \u201cculturally responsive\u201d as \u201cknowledge of student cultural histories and contexts, as well as family norms and values in different cultures; knowledge and skills in accessing community resources and community and parent outreach; and skills in adapting instruction to students\u2019 experiences and identifying cultural contexts for individual students.\u201d<\/p>\n<p>In practice, it means favorable treatment of racial minorities.<\/p>\n<p><a href=\"https:\/\/mynorthwest.com\/3384497\/rantz-teacher-disciplined-for-disturbingly-sexual-comment-to-young-student\/\" target=\"_blank\" rel=\"noopener\"><strong>Rantz: Teacher disciplined for disturbingly sexual comment to young student<\/strong><\/a><\/p>\n<h3>Race-based discipline<\/h3>\n<p>The two conservative members of the Clover Park School Board <a href=\"https:\/\/www.youtube.com\/watch?v=y0MAtFlHNms&#038;feature=youtu.be\" target=\"_blank\" rel=\"noopener\">asked what is meant by the term<\/a> \u201cculturally responsive discipline.\u201d Deputy Superintendent Brian Laubach attempted to explain.<\/p>\n<p>\u201cEssentially they\u2019re referring there, that you look at \u2018are you dispersing discipline across the ethnicities, the racial groups equitably,\u2019 right?,\u201d Laubach said. \u201cSo, are you disciplining African-American boys more than you\u2019re disciplining white boys, right? So, are you paying attention to all of that in your data?\u201d<\/p>\n<p>He continued by listing some specific data schools would need to compile on student discipline.<\/p>\n<p>\u201cWhat are their backgrounds? Ethnicity? That sort of thing can be commented in that way about it. Then, asking classroom teachers, asking administrators who dispense that discipline, you know, what brought that about over the other forms of discipline you used in your classroom to make a change happen before sending a kid out, perhaps, for a behavior violation,\u201d Laubach said.<\/p>\n<h3>Conservative board member pushes back<\/h3>\n<p>Attempting to further explain the concept, board member Anthony Veliz offered a clumsy example of a student stealing a slice of pizza. Veliz argued that the student\u2019s culture teaches that stealing is permitted.<\/p>\n<p>\u201cWhat if, you know, just saying, like, in my background, what if that type of rule that we broke was more acceptable at my house, right, versus your house?\u201d Veliz said. \u201cAnd, you know, when I\u2019m talking to them, like, \u2018hey, you know what, actually, I thought I was OK, I thought it was fine to grab that piece of pizza before anybody else. Because in my house, I\u2019m allowed to do that.\u2019 Right?\u201d<\/p>\n<p>Board member Paul Wagemann, meanwhile, rejected this concept.<\/p>\n<p>\u201cLet\u2019s say we both commit the same offense,\u201d Wagemann explained. \u201cThen the question should be what are the consequences of that offense? And how do we go through that process? That\u2019s how I see it. And to be fair, if we both did the same thing, we should get the same consequence, the way I see it. And I think that\u2019s how most children on the playground like to see it. Most of us, as citizens in our community, like to see it that way. That it\u2019s equal.\u201d<\/p>\n<p>Wagemann objected to the notion that he would \u201chave to look at [a student\u2019s] nationality or where he was born or where he lived\u201d before punishment.<\/p>\n<p>\u201cHe did an offense. I did the same offense. We should suffer the same consequence. And I think that\u2019s what our system should do, at least the way I see it,\u201d Wagemann concluded.<\/p>\n<p><a href=\"https:\/\/mynorthwest.com\/3358368\/rantz-school-district-says-your-baby-is-racist\/\" target=\"_blank\" rel=\"noopener\"><strong>Rantz: School district says your baby is racist \u2014 their CRT propaganda will fix it<\/strong><\/a><\/p>\n<h3>This is happening at\u00a0<em>all\u00a0<\/em>schools<\/h3>\n<p>It seems reasonable to consider why kids are acting out. We should, in fact, do everything we can to keep kids in the classroom rather than face suspension when it makes sense. But the framework that built this policy comes from the Washington state Legislature. And that\u2019s why you should be worried.<\/p>\n<p>Democrats passed a law implementing <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=28A.415.443\" target=\"_blank\" rel=\"noopener\">cultural competency<\/a> standards and training for schools and school boards. The intent was to provide tools that will lead to \u201cdismantling institutional racism in public schools.\u201d If this sounds like language that would come from CRT evangelists, you\u2019d be correct.<\/p>\n<p>Now it\u2019s infecting every school district in the state, as school boards are <a href=\"https:\/\/www.wssda.org\/leadership-development\/commitment-to-educational-equity\/\" target=\"_blank\" rel=\"noopener\">undergoing training<\/a> so they can implement these policies.<\/p>\n<p>The way to accomplish these progressive goals, as the Washington State School Directors\u2019 Association <a href=\"https:\/\/wasa-oly.org\/WASA\/images\/WASA\/6.0%20Resources\/Equity\/ESSB%205044%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"noopener\">notes<\/a>, is by \u201csupporting procedural and outcome fairness.\u201d This means the <em>outcomes<\/em> must be the same.<\/p>\n<p>The data currently shows Hispanic, white, and Black students receive the most student discipline. None of the data suggests disproportionate enforcement, relative to their demographic share of the student population.<\/p>\n<p>But data doesn\u2019t matter. Lazy progressive activists claim it\u2019s racist to punish racial minorities because the presumption should be that those students are already oppressed. White people are deemed oppressors, so you should punish them because of their so-called privilege.<\/p>\n<p><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/03\/rantz_3_21_900.png\"><\/a><\/p>\n<h3>Washington educators told to focus on race<\/h3>\n<p>If a teacher thinks it might be fair to punish students the same way, regardless of racial identity, left-wing partisans claim it\u2019s implicit bias. Educators are to view everything through a racial lens, as CRT instructs.<\/p>\n<p>According to the Regional Education Laboratory\u2019s (REL) Vicki Nishioka, teachers must lean into data on race when considering discipline. Looking at a <a href=\"https:\/\/ies.ed.gov\/ncee\/edlabs\/regions\/northwest\/pdf\/discipline-y15-infographic.pdf\" target=\"_blank\" rel=\"noopener\">REL study<\/a> based on Oregon student discipline data, Nishioka <a href=\"https:\/\/ies.ed.gov\/ncee\/edlabs\/regions\/northwest\/blog\/culturally-responsive-sel.asp\" target=\"_blank\" rel=\"noopener\">implies<\/a> all races should see relatively equal enforcement \u2014 regardless of trends in student conduct. That effectively means white, Black, and Hispanic students should see relatively equal disciplinary action, or there\u2019s bias at work.<\/p>\n<p>\u201cImplicit bias can lead educators and students to interpret the same events in two different ways, especially when they do not share common lived experiences or cultural backgrounds,\u201d Nishioka writes. \u201cSchools can address this by helping educators build awareness of their own implicit biases and learn about their students\u2019 cultural backgrounds and perspectives.\u201d<\/p>\n<p>In other words, to use the example from Veliz in the Clover Park School District, if a teacher thinks stealing pizza is wrong, it\u2019s because of their own cultural backgrounds.<\/p>\n<p><em>Listen to the Jason Rantz Show weekday afternoons from 3\u20136 pm on KTTH 770 AM (HD Radio 97.3 FM HD-Channel 3).
