But a DOI spokesperson pushed back on the report, saying it overstated the administration\u2019s position that it would begin planning the next steps, not that it had already resumed the program.<\/p>\n<p>\u201cThe article overstates our next steps (we did not say we were resuming leasing but instead the planning),\u201d Melissa Schwartz, the Interior spokesperson, told the Daily Caller News Foundation in an email.<\/p>\n<p>Schwartz also shared the department\u2019s full statement given to Reuters, laying out its next steps regarding the oil and gas leasing program. (Joe Raedle\/Getty Images)<\/p>\n<\/div>\n<p>\u201cWe appreciate the U.S. Court of Appeals for the Fifth Circuit\u2019s decision to grant a stay of the preliminary injunction related to the use of social cost of greenhouse gases,\u201d the agency said following the court ruling. \u201cCalculating the social cost of greenhouse gas emissions provides important information that has been part of the foundation of the work the Interior Department has undertaken over the past year.\u201d<\/p>\n<p>\u201cWith this ruling, the Department continues its planning for responsible oil and gas development on America\u2019s public lands and waters,\u201d the Friday statement said.<\/p>\n<p>A lower court <a href=\"https:\/\/dailycaller.com\/2022\/02\/11\/federal-court-louisiana-joe-biden-social-cost-climate-change\/\">ruled<\/a> in February that President Joe Biden\u2019s so-called \u201csocial cost policy\u201d <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/20\/executive-order-protecting-public-health-and-environment-and-restoring-science-to-tackle-climate-crisis\/\">implemented<\/a> early in his tenure must be halted. The so-called \u201csocial cost\u201d policy <a href=\"https:\/\/www.gao.gov\/assets\/gao-20-254.pdf\">would require<\/a> agencies to evaluate the approximate dollar value of every additional metric ton of carbon emissions before approving certain projects, including oil and gas leases.<\/p>\n<p>In a legal brief following the district court decision, the administration <a href=\"https:\/\/dailycaller.com\/2022\/02\/21\/joe-biden-administration-oil-gas-leases-delay-social-cost\/\">said<\/a> it would be forced to delay or cancel oil and gas leases since the program had already factored in the social cost policy.<\/p>\n<p>However, an appeals court <a href=\"https:\/\/dailycaller.com\/2022\/03\/17\/fifth-circuit-appeals-court-joe-biden-social-cost-climate\/\">issued<\/a> a decision late Wednesday, reversing the lower court ruling and reinstating the social cost policy.<\/p>\n<p>Since Biden took office, the DOI has worked to transform the federal onshore and offshore oil and gas programs, ensuring they properly account for climate change impacts.
