The decision did not apply to WhatsApp.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">NPR <a href=\"https:\/\/www.npr.org\/2022\/03\/21\/1087827003\/facebook-instagram-russia-extremist-organization\"><span class=\"s1\">reported<\/span><\/a>, \u201cThe ruling immediately bans Facebook and Instagram from Russia, where\u00a0<span class=\"s2\">both platforms are already blocked<\/span>. Russian authorities are also seeking to designate Meta an \u2018extremist organization,\u2019 which could go into effect after a potential appeal by Meta. The company did not immediately comment.\u201d<\/p>\n<p class=\"p1\">The court also said that Facebook and Instagram were \u201ccarrying out extremist activities\u201d but noted that WhatsApp isn\u2019t banned because it \u201cwas means of communication, not a source of information.\u201d<\/p>\n<p class=\"p1\">According to <a href=\"https:\/\/www.theguardian.com\/world\/2022\/mar\/21\/russia-bans-facebook-and-instagram-under-extremism-law\"><span class=\"s1\">The Guardian<\/span><\/a>, Russia\u2019s FSB security service claimed Meta was making an \u201calternative reality\u201d in which \u201chatred for the Russians was kindled\u201d during the hearing on Monday.<\/p>\n<p class=\"p1\">\u201cThe activities of the\u00a0<span class=\"s3\">Meta<\/span>\u00a0organisation are directed against Russia and its armed forces,\u201d FSB representative Igor Kovalevsky told the court, as was reported by the Russian state news agency TASS.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cThe use of Meta\u2019s products by individuals and legal entities should not be considered as participation in extremist activities,\u201d Kovalevsky also told the court on Monday. \u201cIndividuals will not be held liable for using Meta\u2019s services,\u201d he added.<\/p>\n<p class=\"p1\">The recent decision is part of an ongoing battle against Facebook in the country after the company relaxed some of its rules regarding calls for violence.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">As The Daily Wire <a href=\"https:\/\/www.dailywire.com\/news\/facebook-and-instagram-will-allow-calls-for-violence-as-long-as-theyre-against-russians\"><span class=\"s1\">reported<\/span><\/a>, Facebook and Instagram relaxed their community standards earlier this month. \u201c[I]n some countries, the platforms will allow posts that call for violence against Russia, Russian soldiers, Russian President Vladimir Putin, and Belarusian President Alexander Lukashenko,\u201d The Daily Wire highlighted.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cMeta Platforms\u00a0<span class=\"s1\">(FB.O)<\/span>\u00a0will allow Facebook and Instagram users in some countries to call for violence against Russians and Russian soldiers in the context of the Ukraine invasion, according to internal emails seen by Reuters on Thursday, in a temporary change to its hate speech policy,\u201d Reuters reported.<\/p>\n<p class=\"p1\">\u201cAccording to the report, the temporary changes applied to the nearby former Soviet bloc nations of Latvia, Lithuania, Estonia, Poland, Slovakia, Hungary, Romania, Russia and Ukraine,\u201d The Daily Wire noted.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">A spokesperson for Meta reportedly told Fox News Digital at the time, \u201cAs a result of the Russian invasion of Ukraine we have temporarily made allowances for forms of political expression that would normally violate our rules like violence speech such as \u2018death to the Russian invaders.\u2019 We still won\u2019t allow credible calls for violence against Russian civilians.\u201d<\/p>\n<p>The Guardian reported, \u201cAccess to Facebook and Instagram had already been\u00a0restricted earlier this month after Meta confirmed it was relaxing its policies on hate speech towards Russian soldiers and Vladimir Putin in relation to the country\u2019s war in Ukraine. Meta later said the laxer rules would only apply to people posting from inside Ukraine.\u201d<\/p>\n<p class=\"p1\">Russia has repeatedly cracked down on journalists and those who wish to spread information in the country.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Earlier this month, several media outlets <a href=\"https:\/\/www.dailywire.com\/news\/putin-signs-law-targeting-journalists-cnn-bloomberg-bbc-stop-operations-in-russia\"><span class=\"s1\">stopped<\/span><\/a> their operations in Russia as Russian President Vladimir Putin took action against journalists.<\/p>\n<p class=\"p1\">As Fox News\u00a0<a href=\"https:\/\/www.foxnews.com\/us\/putin-fake-news-journalists-war\"><span class=\"s1\">reported<\/span><\/a>, Putin signed a measure into law that would put journalists in jail for publishing information that goes against officials\u2019 statements concerning the Russian war in Ukraine.<\/p>\n<p class=\"p1\">\u201cUnder the new law, reporters face up to 15 years in prison if they report what authorities deem as false reports about the military.
