{"id":1388950,"date":"2022-03-18T16:35:53","date_gmt":"2022-03-18T20:35:53","guid":{"rendered":"https:\/\/www.conservativenewsdaily.net\/breaking-news\/?p=1388950"},"modified":"2022-03-18T18:45:38","modified_gmt":"2022-03-18T22:45:38","slug":"kevin-mccarthy-torches-nancy-pelosi-backed-proxy-voting-rule","status":"publish","type":"post","link":"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kevin-mccarthy-torches-nancy-pelosi-backed-proxy-voting-rule\/","title":{"rendered":"Kevin McCarthy Torches Nancy Pelosi-Backed Proxy Voting Rule"},"content":{"rendered":"<aside class=\"mashsb-container mashsb-main mashsb-stretched\"><div class=\"mashsb-box\"><div class=\"mashsb-count mash-medium\" style=\"&quot;\"><div class=\"counts mashsbcount\">16<\/div><span class=\"mashsb-sharetext\">SHARES<\/span><\/div><div class=\"mashsb-buttons\"><a class=\"mashicon-facebook mash-medium mash-nomargin mashsb-noshadow\" href=\"https:\/\/www.facebook.com\/sharer.php?u=https%3A%2F%2Fwww.conservativenewsdaily.net%2Fbreaking-news%2Fkevin-mccarthy-torches-nancy-pelosi-backed-proxy-voting-rule%2F\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Facebook<\/span><\/a><a class=\"mashicon-twitter mash-medium mash-nomargin mashsb-noshadow\" href=\"https:\/\/twitter.com\/intent\/tweet?text=&amp;url=https:\/\/www.conservativenewsdaily.net\/breaking-news\/?p=1388950&amp;via=ConservNewsDly\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Twitter<\/span><\/a><a class=\"mashicon-subscribe mash-medium mash-nomargin mashsb-noshadow\" href=\"#\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Subscribe<\/span><\/a><div class=\"onoffswitch2 mash-medium mashsb-noshadow\" style=\"display:none\"><\/div><\/div>\n            <\/div>\n                <div style=\"clear:both\"><\/div><\/aside>\n            <!-- Share buttons by mashshare.net - Version: 4.0.47--><div><\/div>\n<p class=\"subheading\">House Minority Leader Kevin McCarthy (R-CA) called out the flaws in the 2020 rule change back by Speaker Nancy Pelosi (D-CA) that allowed proxy voting and remote proceedings.<\/p>\n<p>McCarthy <a href=\"https:\/\/republicanleader.house.gov\/mccarthy-proxy-voting-is-wrong-for-the-house\/\">submitted<\/a> his\u00a0testimony to the House Rules Committee on Thursday, arguing that there needs to be an end to Pelosi\u2019s two-year-old rule that allows members to vote by\u00a0proxy and have remote proceedings so the body can fully return to conducting business in person.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>McCarthy explained that the \u201cDemocrats fundamentally changed the rules of the House of Representatives to no longer require members to meet in person for committee business or votes on the Floor\u201d in 2020 when the coronavirus started to prevent the members from traveling to Washington, DC.<\/p>\n<p>\u201cPredictably, this has led to a series of blunders where Members of Congress put their own personal convenience ahead of the job of representing their constituents.\u201d As the Republican leader explained in his prepared remarks, some members have taken the opportunity to have a long weekend while a colleague would stay in D.C. to vote for them.<\/p>\n<p>\u201cFrom the onset of COVID-19, we all recognized that Congress\u2019s typical ways of doing business would need to adjust,\u201d McCarthy acknowledged. \u201cTogether, we briefly served on a bipartisan working group to explore how the House could continue safely operating without sacrificing the very qualities that make this institution unique.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>However, he explained that \u201cIt didn\u2019t need to be this way\u201d because the upper chamber was able to pull it off and do in-person legislative work during the coronavirus pandemic. \u201cThe Senate has managed to maintain in-person floor voting for the entirety of the past two years\u2014with a much older population and a 50-50 makeup, no less.\u201d But as the coronavirus gave the ability for members to have an electronic bill submission, amendments, and co-sponsorship, there are still too many flaws for the\u00a0Republican leader to look past.<\/p>\n<p>McCarthy outlined two of the major flawed points: proxy voting and remote committee proceedings. On the first issue, he said, the term \u201cproxy voting\u201d would better be used as \u201cconvenience\u201d as members of both parties have used it like that, other than a\u00a0precaution for the health crisis \u2014 which is what they claim.<\/p>\n<p>\u201cWe all know friends and colleagues who have done so while misrepresenting their inability \u201cto physically attend proceedings due to the ongoing public health emergency,\u201d McCarthy said.\u00a0\u201cAnecdotally, Members have used proxy voting as a means to attend fundraisers, conventions, ribbon cuttings, bill signings, personal events, and more\u2014both inside and outside D.C.\u201d<\/p>\n<p>Breitbart News has also <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/05\/23\/report-republican-ken-calvert-forgot-to-cast-proxy-vote-to-kill-capitol-security-funding-bill\/\">chronicled<\/a> over the last year members <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/05\/20\/hypocrisy-dem-jared-golden-saves-pelosis-capitol-security-funding-bill-with-proxy-vote-after-pledging-never-to-vote-by-proxy\/\">proxy<\/a> <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/05\/21\/michigan-democrats-abuse-proxy-voting-lied-about-reason\/\">voting<\/a> <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/07\/republican-tyler-kistner-slams-democrat-rep-angie-craig-abusing-proxy-vote-rule\/\">citing<\/a> a \u201cpublic health emergency,\u201d but then <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/vulnerable-pennsylvania-democrat-susan-wild-abuses-proxy-vote-campaigns-in-florida\/\">attending<\/a> <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/06\/vulnerable-democrat-rep-andy-kim-uses-proxy-vote-on-ndaa-same-day-as-childs-birthday\/\">birthdays<\/a>, being with Biden, or even attending an <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/12\/06\/vulnerable-democrat-angie-craig-abuses-proxy-vote-to-attend-biden-event-nba-game-maskless\/\">NBA game<\/a> the very next day in D.C.<\/p>\n<p>For\u00a0remote committee proceedings, he said, compared to having hearing and markups in-person, remote\u00a0proceedings are \u201cno good way for the House to operate.\u201d McCarthy argued that they are riddled with \u201ctechnology issues [that] have repeatedly marred committee activity.\u201d<\/p>\n<p>\u201cMembers have been caught on camera in less than decorous condition, including rolling out of bed, making inappropriate and interruptive comments believing they were \u2018on mute,\u2019 and voting while on a boat (yes, seriously),\u201d he explained in his prepared remarks. And he\u00a0 a time he\u00a0witnessed a member in the minority was being denied the right to vote because of the technology platform he was using to\u00a0participate.<\/p>\n<p><i>Jacob Bliss is a reporter for Breitbart News.
