Security Council (UNSC) voted on Thursday to establish a formal presence in Afghanistan to perform \u201ccrucial\u201d humanitarian work, effectively establishing a working relationship with the barbaric Taliban regime, although the resolution was careful not to name the Taliban or expressly recognize it as the legitimate ruling power of Afghanistan.<\/span><\/p>\n<p><span>\u201cThis new mandate for UNAMA (the UN mission to Afghanistan) is crucial not only to respond to the immediate humanitarian and economic crisis, but also to reach our overarching goal of peace and stability in Afghanistan,\u201d Norwegian U.N. Ambassador Mona Juul told <\/span><a href=\"https:\/\/www.france24.com\/en\/asia-pacific\/20220317-un-establishes-formal-ties-with-taliban-run-afghan-government\"><span>AFP<\/span><\/a><span> on Thursday.<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p><span>\u201cThe Council gives a clear message with this new mandate: UNAMA has a crucial role to play in promoting peace and stability in Afghanistan and to support the Afghan people as they face unprecedented challenges and uncertainty,\u201d Juul said. Norway drafted the Security Council resolution.<\/span><\/p>\n<p><span>The resolution <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-afghanistan-business-norway-taliban-6e760c7ab971fe3cbba8db7e0f9cd23f\">called<\/a> for \u201cclose consultation with all relevant Afghan political actors and stakeholders, including relevant authorities as needed,\u201d but did not acknowledge those relevant authorities would largely consist of Taliban officials.<\/span><\/p>\n<p><span>The UNSC vote passed unanimously, although Russia \u2014 absurdly sitting as rotating president of the Security Council, even as it wages war against Ukraine \u2014 abstained. Russian Ambassador to the U.N. Vassily Nebenzia <\/span><span>complained<\/span><span> Russia was not consulted enough on the resolution or shown sufficient deference as UNSC president.<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>Nebenzia also said the resolution did not go far enough to establish \u201csubstantive cooperation\u201d with the Taliban regime.<\/span><\/p>\n<p><span>\u201cWe wish the mission every success, but we don\u2019t want to bear any responsibility if it ends up that it is not able to fulfill all of the tasks that it faces,\u201d he said.<\/span><\/p>\n<p><span>On the other hand, British U.N. Ambassador Barbara Woodward urged UNSC to look \u201cbeyond the humanitarian crisis\u201d and consider Taliban atrocities, such as \u201creports of reprisals against former government officials, as well as attacks and intimidation against minority groups and civil society.\u201d<\/span><\/p>\n<p><span>\u201cThe Taliban need to demonstrate that extremist groups are no longer able to flourish in the country,\u201d Woodward said.<\/span><\/p>\n<p><span>U.S. deputy ambassador Jeffrey DeLaurentis said the UNSC vote was an \u201cimportant step\u201d toward getting aid to the Afghan people, but insisted the U.S. would be \u201cclosely watching the Taliban\u2019s actions.\u201d<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>\u201cAfghanistan cannot prosper if half the population is denied access to education or is not permitted to work,\u201d he maintained, referring to the Taliban\u2019s mistreatment of women.<\/span><\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2022\/3\/17\/un-votes-to-secure-formal-presence-in-taliban-ruled-afghanistan\"><span>Al Jazeera News<\/span><\/a><span> described the resolution as a grudging recognition by UNSC that Afghanistan \u201cneeds the U.N.\u2019s help to avoid an economic collapse and a humanitarian catastrophe.\u201d<\/span><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>\u201cThe issue was how to deal with the Taliban, an entity that is sanctioned under international law for its role in the September 11 attacks. What they say in this resolution is that they will deal with all actors in Afghanistan,\u201d Al Jazeera reporter Kristen Saloomey said from U.N. headquarters in New York on Thursday.<\/span><\/p>\n<p><span>The U.N. is struggling mightily to give the Taliban credit for complying with its demands for civilized behavior and equal rights, even though the Taliban has not actually shown much enthusiasm for doing so. For example, the Taliban\u2019s <\/span><a href=\"https:\/\/www.voanews.com\/a\/un-hails-taliban-plan-to-reopen-afghan-girls-schools\/6491114.html\"><span>promise<\/span><\/a><span> to reopen secondary schools for girls next week, after more than seven months of boys-only education, is touted as a sign of progress.<\/span><\/p>\n<p><span>U.N. High Commissioner for Refugees Filippo Grandi <a href=\"https:\/\/tolonews.com\/afghanistan-177133\">told<\/a> Afghanistan\u2019s <\/span><span>TOLOnews<\/span><span> on Wednesday that the international community still has certain \u201cexpectations\u201d of the Taliban government.<\/span><\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p><span>\u201cThe international community has an expectation that security is maintained \u2014 that minority rights are respected \u2014 that girls can go to school and that women can work. These are important elements,\u201d Grandi said.<\/span><\/p>\n<p><span>\u201cAt the moment only humanitarian assistance is coming. It cannot be forever. The country needs to move to recovery and development,\u201d he said.<\/span><\/p>\n<p><span>Humanitarian agencies pointed out this week that Afghanistan remains a crisis zone, with a collapsing economy and widespread hunger. They feared the international community has forgotten about Afghanistan during the Russian invasion of Ukraine.\u00a0<\/span><\/p>\n<p><span>No one seems inclined to hold the irresponsible and inept \u201cIslamic Emirate of Afghanistan\u201d imposed by the Taliban responsible for the safety and health of its own people. The Taliban\u2019s only idea for dealing with Afghanistan\u2019s problems is to repeatedly demand the U.S. <\/span><a href=\"https:\/\/www.dw.com\/en\/us-to-split-7-billion-in-afghan-assets-between-relief-9-11-victims\/a-60748785\"><span>unfreeze<\/span><\/a><span> billions of dollars in assets from the elected government they overthrew.<\/span><\/p>\n<p><span>\u201dUnfortunately, Afghanistan has taken a backseat. This will push Afghanistan further into turmoil and will provide an opportunity for transnational criminal networks to recover,\u201d Kabul Institute of War and Peace Studies Executive Chairman Tamim Asey <a href=\"https:\/\/www.dw.com\/en\/ukraine-war-why-the-west-cannot-afford-to-ignore-afghanistan\/a-61121939\">told <\/a><\/span><i><span>Deutsche Welle<\/span><\/i><span>\u00a0(<em>DW<\/em>) on Monday.<\/span><\/p>\n<p><span>\u201cHistory tells us that humanitarian crises could lead to violent conflicts. It is easier for terrorist groups to operate in a country that is facing economic turmoil. Afghanistan is no exception,\u201d Afghan political analyst Shamroz Khan Masjidi warned\u00a0<em>DW<\/em>.\u00a0 <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.N.
