Berkeley to freeze student enrollment at 2020 levels to reduce the effects a larger student body would have on the environment.<\/p>\n<p>Lawmakers sought to nullify part of the California Environmental Quality Act, or CEQA, with Senate Bill 118, which<span class=\"Apple-converted-space\">\u00a0<\/span>exempts all state colleges and universities from enrollment caps, including what the <i>San Francisco Chronicle <\/i>called the state\u2019s \u201cpremier public campus.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>The <em>Chronicle<\/em> reported that the state Assembly and Senate \u201cmoved at lightning speed\u201d to approve the bill and Democrat Gov. Gavin Newsom signed the bill \u201chours later.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The <em>Chronicle<\/em> <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/California-state-lawmakers-rush-to-fix-UC-17001916.php?sid=5d54065e91d15c7b08162233&#038;utm_source=newsletter&#038;utm_medium=email&#038;utm_content=headlines&#038;utm_campaign=sfc_morningfix\">reported<\/a> that lawmakers had to act quickly before Berkeley had to turn down thousands of new students:<\/p>\n<blockquote>\n<p>Instead, CEQA will cover each campus\u2019 long-range development plan \u2014 and within that a school\u2019s total population, students and employees alike. Key to the bill is that a school will have 18 months to rework its plan if a judge finds that its growing overall population created \u201csignificant environmental impacts.\u201d Only if the problem persisted could a judge order the school to shrink in size.<\/p>\n<p>The \u201ctrain wreck,\u201d as some lawmakers called the U.C. Berkeley situation, came about after a local group called Save Berkeley\u2019s Neighborhoods sued the university under CEQA to get the campus to stop adding new students without providing enough housing for them. A judge ordered a temporary enrollment cap for next fall while the case is being litigated, and the state Supreme Court upheld that cap on March 3.<\/p>\n<p>The state Supreme Court ruling drew national attention this month when the university announced it would have to withhold about 5,000 letters of admission in order to slash next fall\u2019s in-person enrollment by 2,629 students as required.<\/p>\n<\/blockquote>\n<p>\u201cOn behalf of the thousands of students who will benefit from today\u2019s vote, I want to thank California\u2019s legislators for their quick and effective response,\u201d U.C.
