The <a href=\"https:\/\/www.byrdcenter.org\/blog\/the-uniform-time-act-of-1966\">Uniform Time Act<\/a> made DST permanent in 1966, with all states except Arizona and Hawaii adopting the twice-yearly change. Those two maintain standard time throughout the year. Under the Uniform Time Act, states are not permitted to permanently observe Daylight Savings Time.<\/p>\n<p>However, several bills in Congress would amend the Uniform Time Act and allow states to make DST permanent. The Sunshine Protection Act, introduced by Republican Florida Sen. Marco <a href=\"https:\/\/dailycaller.com\/2018\/03\/15\/marco-rubio-daylight-savings-time\/\">Rubio<\/a> and Democratic Rhode Island Sen. Sheldon Whitehouse in 2021, passed the Senate by unanimous consent Tuesday. That <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/623\">bill<\/a>, a version of which Rubio has proposed in <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/670\">three<\/a> consecutive <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/senate-bill\/2537\">congresses<\/a>, would make the clock change associated with DST permanent. <a href=\"https:\/\/dailycaller.com\/2019\/03\/09\/daylight-saving-time-2019\/\"><strong>(RELATED: Since The US Is Springing Forward, Here\u2019s The History Behind Daylight Savings Time)<\/strong><\/a><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Passed by Unanimous Consent, S.623: Sunshine Protection Act, as amended (to make Daylight Saving Time permanent) <a href=\"https:\/\/twitter.com\/SenRubioPress?ref_src=twsrc%5Etfw\">@SenRubioPress<\/a> \/ <a href=\"https:\/\/twitter.com\/SenWhitehouse?ref_src=twsrc%5Etfw\">@SenWhitehouse<\/a> \/ others<\/p>\n<p>\u2014 Senate Cloakroom (@SenateCloakroom) <a href=\"https:\/\/twitter.com\/SenateCloakroom\/status\/1503797632745025542?ref_src=twsrc%5Etfw\">March 15, 2022<\/a><\/p>\n<\/blockquote>\n<p>The move to make Daylight Savings Time permanent has also been endorsed by former President Donald <a href=\"https:\/\/dailycaller.com\/2019\/03\/11\/trump-ok-daylight-savings-time\/\">Trump<\/a> and Washington Sen. Patty <a href=\"https:\/\/www.murray.senate.gov\/senator-murray-calls-for-permanent-daylight-saving-time-ahead-of-clocks-falling-backward-this-weekend\/\">Murray<\/a>, the number three Democrat in the upper chamber. A <a href=\"https:\/\/today.yougov.com\/topics\/politics\/articles-reports\/2021\/11\/04\/daylight-saving-time-americans-want-stay-permanent\">poll<\/a> conducted in November 2021 by YouGov found that 63% of Americans want to make the time change permanent, with no split in partisan support.<\/p>\n<p>Republican South Carolina Rep. Ralph Norman, a co-sponsor of a <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/214\">bill<\/a> that would allow states to make the time change permanent but not force them to, told the Daily Caller that DST not being a \u201cworld problem\u201d actually opens lawmakers up for greater discussion and compromise.<\/p>\n<p>\u201cThe dialogue is something that I like. We ought to have dialogue. We\u2019re so divided on the major issues, but I don\u2019t know how this is partisan,\u201d he said in an interview. \u201cI\u2019ve been in the legislature for five years now, this should not be that controversial at all.\u201d<\/p>\n<p>\u201cEverybody knows the legislation is out there, and I think what\u2019s overshadowing it is what\u2019s going on across the world. The concerns are higher for other things, as they should be.\u201d<\/p>\n<p>The shift between Daylight Savings and Standard times is associated with increased car <a href=\"https:\/\/www.healthline.com\/health-news\/daylight-saving-can-make-driving-less-safe\">crashes,<\/a> heart <a href=\"https:\/\/healthblog.uofmhealth.org\/heart-health\/why-daylight-saving-time-could-increase-your-heart-attack-risk\">attacks<\/a>\u00a0and Seasonal Affective <a href=\"https:\/\/newsroom.clevelandclinic.org\/2021\/11\/04\/how-daylight-saving-time-is-linked-to-seasonal-affective-disorder\/\">Disorder<\/a>. Norman\u2019s bill, the DAYLIGHT Act, orders a Governmental Accountability Office (GAO) study to assess those impacts, as well as potential economic benefits and drawbacks.<\/p>\n<p>\u201cFarmers use it, it gives them longer days and work time, and I think it benefits everybody. Now obviously if a retailer has an issue with it, then they\u2019ll raise that concern,\u201d he said of the time change, adding that permanent DST \u201cmakes sense.\u201d<\/p>\n<p>\u201cDoes it affect consumer sales? Does it affect any type of health issue that people may have?\u201d Norman continued, naming potential impacts that the GAO could study. (Photo by Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<p>When Congress and President Richard Nixon experimented with a permanent extra hour of sunlight in the 1970s, the most prominent <a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/03\/15\/no-more-changing-clocks-history-says-be-careful-what-you-wish-daylight-saving-time\/\">critics<\/a> were parents whose children were forced to leave for school in the dark during most of the winter. In Washington, D.C., for instance, the sun <a href=\"https:\/\/www.timeanddate.com\/sun\/usa\/washington-dc?month=12\">rose<\/a> at 7:26am on Dec. 31, 2021. With permanent Daylight Savings Time, that would move to 8:26am.<\/p>\n<p>Norman argues that giving states options is the best way to resolve issues like that, as well as for travel and shipping.<\/p>\n<p>\u201cI\u2019m a big Tenth Amendment supporter. States ought to be able to decide\u201d how to set their clocks, noting that 19 <a href=\"https:\/\/www.jacksonville.com\/story\/lifestyle\/2021\/11\/01\/fall-back-clocks-change-europe-england-which-countries-states-want-it-gone\/6195708001\/\">states<\/a> have laws that would permanently moved their clocks forward if approved by the federal government.<\/p>\n<p>\u201cIf a state has a particular problem with that, they would know the downsides as to how it affects their particular state. Now they would weigh the factors too.
