Alex Padilla (D-CA) will hold a\u00a0<a href=\"https:\/\/www.judiciary.senate.gov\/meetings\/removing-barriers-to-legal-migration-to-strengthen-our-communities-and-economy\" target=\"_blank\" rel=\"noopener\">hearing<\/a> to \u201cexamine the challenges immigrants face in seeking lawful permanent resident status, and the need to overhaul and modernize the legal immigration system to preserve family unity and grow our economy.\u201d The\u00a0three scheduled witnesses\u00a0all favor migration: An Indian <a href=\"https:\/\/www.linkedin.com\/in\/athulya-rajakumar-30350b163\/\" target=\"_blank\" rel=\"noopener\">graduate<\/a> of the University of Texas at Austin,\u00a0Athulya Rajakumar, and two immigration lawyers \u2014 Stephen Legomsky and Lynden Melmed.<\/p>\n<p>\u201cTo the extent that this massive [sidelining of Americans] reflects social problems, then bringing in more immigrants lets us ignore the social problems \u2014 whether it\u2019s the obesity and disability crisis, the opioid epidemic, crime, all of those things that are contributing to this problem,\u201d Camarota told Breitbart News.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cWhat immigration does is let you just ignore it,\u201d he added.<\/p>\n<p>Padilla\u2019s witness panel does not include\u00a0D\u00e9j\u00e0 Thomas, the California-based author of a new survey of 2,000 blacks in immigrant-heavy southern California. The survey shows that California\u2019s high-migration\/low-wage economy has sidelined almost 70 percent of Californian black workers who lost their jobs in the pandemic.<\/p>\n<p>\u201cBlack workers in times of crisis, in times of economic recessions and downturns, are oftentimes the first to be let go from work, and then the last to be hired back,\u201d Thomas <a href=\"https:\/\/www.businessinsider.com\/black-workers-lost-jobs-pandemic-still-look-work-recovery-uneven-2022-3\" target=\"_blank\" rel=\"noopener\">told<\/a> Business Insider.<\/p>\n<p>\u201cWe see the symptoms of the Black jobs crisis every day: bad jobs, forced migration, unsafe and discriminatory workplace practices, occupational displacement, and more,\u201d\u00a0 said the <a href=\"https:\/\/www.labor.ucla.edu\/wp-content\/uploads\/2022\/02\/bwc_es_report_final.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> by the Center for the Advancement of Racial Equity at Work, at the University of California at Los Angeles. The report continues:<\/p>\n<blockquote>\n<p>As previously discussed, forced migration and displacement of Black communities in Southern California has been going on for decades. The \u201cBlack Flight\u201d terminology often used to describe it maliciously mis-characterizes the [black] reality of forced migration and displacement, due in part to job insecurity and the speculative housing market increasing costs. According to the findings above, places like the Inland Empire and San Diego have fewer social and community safety nets for Black workers, as well as limited employment opportunities.<\/p>\n<\/blockquote>\n<p>The report noted: \u201c60% of [survey] participants reported a 2020 personal income of under $50,000, which includes those who remained employed.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Camarota\u2019s <a href=\"https:\/\/cis.org\/Report\/Employment-Situation-Immigrants-and-USBorn-Fourth-Quarter-2021\" target=\"_blank\" rel=\"noopener\">federal data<\/a> show that roughly 6.3 million American black men and women aged 18 to 64 have been sidelined from participation in the labor force.<\/p>\n<p>Sidelined Americans are not counted as part of the labor force, which consists of employed people with jobs and unemployed people looking for jobs, said Camarota. But the numbers can be calculated from the official estimate of the \u201cLabor Participation Rate\u201d and those numbers are rising, he explained.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The numbers are getting worse as the federal government imports more foreign workers, he said.<\/p>\n<p>\u201cBack in 2000, looking at native-borns [men and women, aged] from 16 to 64, it used to be the case that there were 35 million not in the labor force \u2014 now there\u2019s 45.3 million \u2026 not in the labor force, and not [counted as] unemployed,\u201d Camarota illustrated.<\/p>\n<p>During the same period, the number of working-age immigrants rose by nine million, from 18.4 million to 27.6 million, even as many manufacturing jobs were exported to Mexico and China.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>Some employers favor legal immigrants and illegal migrants because they are often younger, healthier, hardworking \u2014 and very compliant.<\/p>\n<p>Forty-three percent of the 45 million sidelined Americans are men, revealing a sidelined population of 19.3 million men \u2014 not including jailed men, he said.<\/p>\n<p>\u201cThey sleep on their parents\u2019 couch or their mother\u2019s basement or mooch off of a girlfriend. A lot of them are on disability, some of them engage in illicit activity,\u201d he said.<\/p>\n<p>The government could pressure companies to hire some of the sidelined men, although many will never work again, he said, adding:<\/p>\n<blockquote>\n<p dir=\"ltr\">We are not going to get everybody out of the labor force back in, but there are clearly millions who have worked and could work again. You have to think of this as a continuum. My [relative] has a boyfriend, his son is an alcoholic, and he\u2019s 59. He hasn\u2019t worked in years \u2014 he\u2019s dependent on his in-laws and his wife. That guy is never going to work again. However, [I know] a 22-year-old, just out of community college, just hanging out at his home and doing nothing. But he actually used to work pretty well over at the local Shoppers Food Warehouse. Could he be drawn back into the labor force? Absolutely. That\u2019s the continuum.<\/p>\n<\/blockquote>\n<p>\u201cIf we just got it back to what it was in 2000, we\u2019d have 4 million more [male] workers,\u201d plus 6 million more women in jobs, he said. \u201cIf we got it back to what it was in 1980, you\u2019d have 10 million [men and women] more.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Updated decompositions of the 1.5 percentage point decline in the labor force participation rate since February 2020 (nearly half due to &#8220;other,&#8221; I suspect the fallout from COVID). <a href=\"https:\/\/t.co\/8HmraiJLO5\">pic.twitter.com\/8HmraiJLO5<\/a><\/p>\n<p>\u2014 Jason Furman (@jasonfurman) <a href=\"https:\/\/twitter.com\/jasonfurman\/status\/1488239384117669889?ref_src=twsrc%5Etfw\">January 31, 2022<\/a><\/p>\n<\/blockquote>\n<p>In 2000, the Labor Participation Rate for native-born Americans was 77.3 percent. By 2010, it had dropped to 73.1 percent, although almost 10 percent of the unemployed had lost work because the federally-aided housing bubble had burst in 2008.<\/p>\n<p>The labor rate slid down to 72.8 percent in 2016, a loss of almost 1 percentage point over President Barack Obama\u2019s eight years.<\/p>\n<p>Yet the native-born labor rate climbed by 1.3 percentage points to 74.1 percent after three years of President Donald Trump\u2019s lower-immigration policies. That gain brought two million Americans off the sidelines and back into mainstream American life.<\/p>\n<p>Amid the 2020 coronavirus crash, the rate dropped 1.5 percentage points, back down to 72.6 percent.<\/p>\n<p>Under President Joe Biden, the rate climbed by a 0.6 percentage point in 2021, fueled by heavy spending and the arrival of the coronavirus vaccine days after the 2020 election.<\/p>\n<p><a href=\"https:\/\/media.breitbart.com\/media\/2022\/03\/img-0-2.png\"><\/a><\/p>\n<p>Most progressives do not care about the sidelined native-born Americans, Camarota explained: \u201cIt reflects progressive ideology about very generous welfare and a completely permissive immigration system.\u201d<\/p>\n<p>The uncaring perspective is \u201ccoupled with the business community\u2019s desire for more and more cheap labor, and indifference to the crowding-out of American workers,\u201d he added.<\/p>\n<p>But if the government tried, \u201cwithin a decade, we could get it back to what it was in 2007,\u201d at 75 percentage points, putting more than 2 million Americans back to work, Camarota predicted.<\/p>\n<p>The federal government does little about the problem, even though taxpayers must pay the welfare, crime, and civic costs of the \u201cdislocated American workers,\u201d he said.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I interviewed hundreds of &#8220;homeless&#8221; people for San Fransicko using the same methods I used during 33 years of interviewing people in war zones. The advocates also argue that migrants are needed because Americans are too lazy to do the needed work, because cheap migrant labor cuts inflation, because migrants create jobs for Americans, and even because Americans deported the migrants.<\/p>\n<p>The self-serving\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/12\/20\/washington-post-low-wage-employers-struggle-after-cheap-labor-bubble\/\" target=\"_blank\" rel=\"noopener\">economic<\/a>\u00a0strategy of extraction migration has\u00a0no\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">stopping<\/a>\u00a0point, and it is harmful to ordinary Americans because it cuts their\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/03\/12\/bloomberg-opts-h1bs-take-two-three-new-tech-jobs-each-year\/\" target=\"_blank\" rel=\"noopener\">career<\/a>\u00a0opportunities and their\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/04\/08\/elite-academics-hide-amnesty-wage-pain-americans\/\" target=\"_blank\" rel=\"noopener\">wages<\/a>\u00a0while also raising their\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/16\/new-yorks-mayoral-rivals-vow-cheap-housing-plus-more-migrants\/\" target=\"_blank\" rel=\"noopener\">housing<\/a>\u00a0costs.<\/p>\n<p>Extraction migration also curbs Americans\u2019\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/11\/president-trump-wins-big-on-secret-meatpacking-robots\/\" target=\"_blank\" rel=\"noopener\">productivity<\/a>, shrinks their political\u00a0<a class=\"x5l\" href=\"https:\/\/www.google.com\/search?q=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&#038;rlz=1C5CHFA_enUS946US946&#038;oq=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&#038;aqs=chrome..69i57j69i58.10228j0j4&#038;sourceid=chrome&#038;ie=UTF-8\" target=\"_blank\" rel=\"noopener external\">clout<\/a>, and widens the regional wealth\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">gaps<\/a>\u00a0between the Democrats\u2019 coastal states and the Republicans\u2019\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/10\/former-steeltown-seeks-afghans-to-replace-americans\/\" target=\"_blank\" rel=\"noopener\">Heartland<\/a>\u00a0states. The economic strategy also\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/dhs-mayorkas-welcomes-illegal-migrant-survivor-boat-disaster\/\" target=\"_blank\" rel=\"noopener\">kills<\/a>\u00a0many migrants, violates <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/03\/04\/joe-biden-delivers-flood-of-cheap-migrant-labor-to-new-york\/\" target=\"_blank\" rel=\"noopener\">workplace<\/a> standards,\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/04\/13\/joe-bidens-half-open-border-splits-tens-of-thousands-of-families\/\" target=\"_blank\" rel=\"noopener\">separates<\/a>\u00a0families, and\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/01\/10\/critics-joe-biden-is-restarting-hunger-games-migration-policy\/\" target=\"_blank\" rel=\"noopener\">extracts<\/a>\u00a0wealth from\u00a0the home countries.<\/p>\n<p>An economy built on extraction migration also\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/01\/survey-elite-imposed-migration-is-transforming-national-politics\/\" target=\"_blank\" rel=\"noopener\">radicalizes<\/a>\u00a0Americans\u2019 democratic, compromise-promoting civic\u00a0<a href=\"https:\/\/www.breitbart.com\/search\/?s=%22white+supremacy%22#gsc.tab=0&#038;gsc.q=%22white%20supremacy%22&#038;gsc.page=1\" target=\"_blank\" rel=\"noopener\">culture<\/a>\u00a0and allows wealthy elites to ignore\u00a0<a class=\"x5l\" href=\"https:\/\/en.wikipedia.org\/wiki\/Diseases_of_despair\" target=\"_blank\" rel=\"noopener external\">despairing<\/a>\u00a0Americans\u00a0at the\u00a0<a class=\"x5l\" href=\"https:\/\/twitter.com\/JorgeAl49986803\/status\/1439791277571145737?s=20\" target=\"_blank\" rel=\"noopener external\">bottom<\/a>\u00a0of society. Migration is also backed by university progressives who desire to manage the chaos of a\u00a0<a class=\"x5l\" href=\"https:\/\/twitter.com\/volterinator\/status\/1499315886884327425?s=20&#038;t=V22RTngE48Pq_r8W9oxq1Q\" target=\"_blank\" rel=\"noopener external\">diverse<\/a>\u00a0society\u00a0rather than be sidelined forever by cooperating citizens in a stable republic.<\/p>\n<p>Not surprisingly, the wealth-shifting extraction migration policy is very unpopular, according to\u00a0a\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/03\/30\/harvard-harris-poll-5-in-6-americans-want-to-end-immigration-from-mexico\/\" target=\"_blank\" rel=\"noopener\">wide<\/a>\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/01\/14\/poll-americans-want-companies-hire-americans-before-migrants\/\" target=\"_blank\" rel=\"noopener\">variety<\/a>\u00a0of\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/04\/13\/ipsos-poll-nearly-8-in-10-americans-want-immigration-moratorium-for-u-s\/\" target=\"_blank\" rel=\"noopener\">polls<\/a>.<\/p>\n<p>The polls\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/08\/05\/poll-swing-voters-hugely-oppose-2020-democrats-promising-more-immigration\/\" target=\"_blank\" rel=\"noopener\">show<\/a>\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2020\/04\/24\/poll-trumps-opponents-applaud-his-jobs-for-americans-immigration-policy\/\" target=\"_blank\" rel=\"noopener\">opposition<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/11\/16\/exit-polls-3-in-4-voters-want-less-immigration-during-and-after-pandemic\/\" target=\"_blank\" rel=\"noopener\">labor migration<\/a>\u00a0and the inflow of\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/08\/06\/ipsos-poll-public-opposes-migrant-workers-by-21\/\" target=\"_blank\" rel=\"noopener\">temporary<\/a>\u00a0contract workers\u00a0into jobs sought by young U.S. graduates.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/03\/05\/survey-americans-underestimate-quiet-public-opposition-to-legal-migration\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener\">cross-sex<\/a>,\u00a0<a rel=\"noopener\">non-racist<\/a>,\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2018\/04\/27\/study-black-working-class-opposes-mass-migration\/\" target=\"_blank\" rel=\"noopener\">class-based<\/a>,\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/02\/22\/poll-democrat-sex-split-visa-workers\/\" target=\"_blank\" rel=\"noopener\">bipartisan<\/a>,\u00a0<a class=\"x5l\" href=\"https:\/\/twitter.com\/USTechWorkers\/status\/1377363222005575680?s=20\" target=\"_blank\" rel=\"noopener\">rational<\/a>,\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/05\/11\/harvard-poll-swing-voters-want-biden-to-embrace-trumps-border-goals\/\" target=\"_blank\" rel=\"noopener\">persistent<\/a>, and <a
