Iowa, New Hampshire, Nevada and South Carolina, which currently lead off the process, would not necessarily be given preferential consideration over other states that apply.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"><\/aside>\n<p class=\"gnt_ar_b_p\">The Democratic National Committee is holding its annual winter meetings in Washington, D.C., this week, and the panel that sets the nominating calendar, the Rules and Bylaws Committee, is scheduled to take up the issue Friday evening.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Friday update:<\/strong><a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2022\/03\/11\/dnc-democrats-resolve-diversify-presidential-nominating-calendar-iowa-first-caucus-2024\/6996178001\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">&#8216;Status quo is not an option&#8217;, Democrats discuss changes to calendar that could leave Iowa caucuses out<\/a><\/p>\n<p class=\"gnt_ar_b_p\">It will be \u201ca broad discussion not reaching, as far as I expect, any final conclusions,\u201d Committee Co-Chair James\u00a0Roosevelt Jr. told the Register.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"><\/aside>\n<p class=\"gnt_ar_b_p\">The conversation follows disastrous 2020 Iowa Democratic caucuses in which technological and logistical failures coalesced, <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/elections\/presidential\/caucus\/2020\/02\/04\/iowa-caucus-delayed-results-mean-no-winner-yet-iowa-caucuses\/4653022002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">preventing the party\u00a0from declaring a timely winner<\/a>. The caucuses\u2019 ugly conclusion undermined more than a year\u2019s worth of organizing and campaigning that preceded it, stoking renewed calls to move the nation toward primaries and replace Iowa as the first state to cast its presidential preferences.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Iowa and national Democrats remain at odds over which division of the party was\u00a0most at fault. An audit commissioned by the Iowa Democratic Party found the national Democratic Party <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2020\/12\/12\/national-democratic-party-complicated-iowas-caucus-efforts-dnc\/6509514002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">\u201caggressively interjected itself\u201d<\/a> into the 2020 caucuses, slowing and complicating the process on caucus night. DNC staff members declined to be interviewed for that audit.<\/p>\n<aside class=\"gnt_em gnt_em_anc\" id=\"gnt_atomsnc\" data-g-r=\"lazy\" data-gl-method=\"loadAnc\" aria-label=\"Newsletter signup form\"><\/aside>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">More:<\/strong><a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/elections\/presidential\/caucus\/2020\/02\/08\/iowa-caucus-2020-inside-democrats-chaotic-call-center-boiler-room\/4690263002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">Iowa caucus 2020: Inside the Iowa Democratic Party&#8217;s &#8216;boiler room,&#8217; where &#8216;hell&#8217; preceded the results catastrophe<\/a><\/p>\n<h2 class=\"gnt_ar_b_h2\">What would change under draft proposal?<\/h2>\n<p class=\"gnt_ar_b_p\">Currently, the DNC\u2019s rules say that no state can hold a presidential primary or caucus before the first Tuesday in March. Iowa has long been exempted from that practice, holding its contest up to 29 days before other states. Iowa is followed by New Hampshire, Nevada and South Carolina, which also are exempted as part of the early window of voting.<\/p>\n<p class=\"gnt_ar_b_p\">Under the draft proposal, all four states \u2014\u00a0and any others interested in jumping before the rest\u00a0\u2014\u00a0would need to seek new waivers to hold an early nominating contest. Up to five states would receive waivers, though the proposal does not say whether the states would all vote on the same day or whether their votes would be staggered as they are now.<\/p>\n<p class=\"gnt_ar_b_p\">If the resolution passes, it wouldn&#8217;t prevent Iowa from applying for a waiver;\u00a0nor would it directly eliminate caucuses. However, it would make the \u201cability to run (a)\u00a0fair, transparent and inclusive primary\u201d one of its core considerations in the waiver process. Iowa is <a href=\"https:\/\/www.legis.iowa.gov\/docs\/ico\/chapter\/43.pdf\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">required by state law<\/a> to hold presidential caucuses.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Other considerations would\u00a0be a state\u2019s diversity, \u201cincluding ethnic, geographic (and) union representation,\u201d as well as the state\u2019s general election competitiveness.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Ninety percent of Iowa\u2019s population is white, and a Republican, former\u00a0President Donald Trump,\u00a0<a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2020\/11\/02\/iowa-presidential-election-results-donald-trump-hopes-keep-iowa-red-joe-biden\/5997483002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">carried the state by 8 percentage points in 2020<\/a>. According to the <a href=\"https:\/\/www.bls.gov\/news.release\/union2.t05.htm\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">Bureau of Labor Statistics<\/a>, only 6.5% of Iowans are members of unions.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"><\/aside>\n<p class=\"gnt_ar_b_p\">Mo Elleithee, a member of the DNC\u2019s Rules and Bylaws Committee, outlined those same priorities <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2022\/01\/29\/democrats-take-aim-iowas-first-nation-2024-presidential-caucuses-primary\/9255571002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">during the group\u2019s January meeting<\/a>. &#8220;Three of the four current early window states satisfy at least two of those criteria,&#8221; he said then. &#8220;One does not satisfy any of them, at least in recent years.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">Though Elleithee did not directly name Iowa, the subtext of his comments was clear.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">More:<\/strong><a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/elections\/presidential\/caucus\/2019\/08\/30\/iowa-caucus-a-brief-history-of-why-iowa-caucuses-are-first-election-2020-dnc-virtual-caucus\/2163813001\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">Why is Iowa first? A brief history of the state&#8217;s caucuses<\/a><\/p>\n<p class=\"gnt_ar_b_p\">According to the draft proposal, the DNC&#8217;s rules committee would outline the application rules and procedures for state parties by April 15, 2022, and it would give them at least 28 days to complete and submit applications to win a place at the start of the calendar. A subset of state parties would be invited to make public presentations to the committee.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">The proposal also calls for the committee to hold at least three virtual public hearings so party members could share their views on the primary process. The committee would \u201cannounce the results of its evaluation\u201d within six weeks of the application deadline.<\/p>\n<p class=\"gnt_ar_b_p\">The draft resolution states that the committee \u201cwill execute this process in the most transparent, open and fair manner feasible and commits to providing adequate, clear and timely notice on major milestones and requirements.\u201d<\/p>\n<h2 class=\"gnt_ar_b_h2\">Caucuses have been core to Iowa&#8217;s political identity<\/h2>\n<p class=\"gnt_ar_b_p\">Iowa has\u00a0been the first state to weigh in on presidential contenders ever since it convened a series of living room meetings across the state in January 1972.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"><\/aside>\n<p class=\"gnt_ar_b_p\">The status is more than symbolic. Standing alone as the first arbiter of presidential aspirants ensures presidential candidates of every persuasion travel to the state in droves, trying to woo supporters. For a solid year, Iowa becomes the center of the political universe, and Iowans \u2014\u00a0who often withhold their coveted support until the final hours of the contest \u2014\u00a0become the most influential people in politics.<\/p>\n<p class=\"gnt_ar_b_p\">Only after Iowans have winnowed the field do candidates move on to New Hampshire, Nevada, South Carolina and beyond.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">More:<\/strong><a href=\"https:\/\/www.desmoinesregister.com\/in-depth\/news\/elections\/presidential\/caucus\/2022\/01\/24\/iowa-caucus-results-democratic-republican-history-candidates-who-won\/8824276002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">Who won previous Democratic, Republican Iowa caucuses? See 2020, 2016 and earlier caucus results<\/a><\/p>\n<p class=\"gnt_ar_b_p\">It\u2019s unclear how Iowa Democrats will respond if the resolution advances. Some state party members <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2021\/03\/08\/johnson-county-democrats-call-presidential-primary-election-over-iowa-caucus-first-in-nation-status\/4594542001\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">have said it\u2019s time for the state to let go of its hold on the process<\/a>, while others say they can fight to hold first-in-the-nation caucuses even without the DNC\u2019s blessing.<\/p>\n<p class=\"gnt_ar_b_p\">The Iowa Republican and Democratic parties have long worked in tandem to hold their separate\u00a0nominating contests on the same night.\u00a0Iowa Republicans have been vocal supporters of their Democratic counterparts when it comes to the caucuses. But they&#8217;ve also\u00a0made clear they intend to hold their first-in-the-nation caucuses in 2024, even if Iowa Democrats do not.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Republican Party of Iowa Chairman Jeff Kaufmann was appointed to lead the\u00a0Republican National Committee panel overseeing the GOP&#8217;s calendar review. <a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2022\/02\/07\/republican-panel-no-changes-iowa-caucuses-2024-election-president\/6695300001\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\">He told the Des Moines Register in February<\/a>\u00a0that the committee considered possible modifications to the party&#8217;s presidential nominating process but it will not recommend changes to Iowa&#8217;s caucuses or to the early nominating calendar.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"><\/aside>\n<p class=\"gnt_ar_b_p\">&#8220;I strongly believe that the continued health of Iowa&#8217;s first-in-the-nation status is linked to both of our parties being able to start our presidential nominating process right here in Iowa,&#8221; Kaufmann said in February.<\/p>\n<p class=\"gnt_ar_b_p\"><em>Brianne Pfannenstiel is the chief politics reporter for the Register.
