Maduro lost the presidency in 2019 when the National Assembly exercised its power to replace him to swear in current legitimate president Juan Guaid\u00f3. Washington continues to recognize Guaid\u00f3 as the true president even as he has failed to obtain any real-world power over Venezuela \u2013 and even as it negotiates with Maduro.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>The reports, scattered throughout American corporate media outlets, suggested that Biden had sent the delegation to discuss the possibility of lifting sanctions and importing oil from the country. Former President Donald Trump sanctioned Petr\u00f3leos de Venezuela (PDVSA), the government oil company, in response to years of human rights abuses against civilians. Biden, the reports said, had planned to ban importing oil from Russia in the wake of leader Vladimir Putin\u2019s full-scale invasion of Ukraine last month.<\/p>\n<p>Biden announced this week that he would indeed ban importing Russian oil, and Maduro confirmed on Monday that he had met an American delegation. Maduro mentioned nothing about selling American oil, however, <a href=\"https:\/\/www.breitbart.com\/latin-america\/2022\/03\/08\/venezuelas-nicolas-maduro-confirms-biden-delegation-visit-but-omits-potential-oil-deal\/\">claiming<\/a> the group had only come to Caracas for a \u201crespectful, cordial, diplomatic meeting.\u201d Oil Minister El Aissami appeared to indicate that the country is preparing to export significantly more than it currently is this week,\u00a0<a href=\"https:\/\/actualidad.rt.com\/actualidad\/423264-venezuela-elevar-millones-barriles-petroleo-2022\">announcing<\/a> on Wednesday that he hoped to expand the country\u2019s output to 2 million barrels a day by the end of 2022. Venezuelan <a href=\"https:\/\/tradingeconomics.com\/venezuela\/crude-oil-production\">produced<\/a> 755,000 barrels a day in January 2022.<\/p>\n<p>Some on the left have begun pressuring Biden to buy Venezuelan oil to offset the small percentage of oil used in America that prior to this week came from Russia, according to the <a href=\"https:\/\/apnews.com\/article\/venezuela-us-goodwill-repayment-fa4945453e304769b70ae906e0d82400\">Associated Press<\/a>. Others have noted that human rights-abusing states like Saudi Arabia and Iran, a key Venezuelan ally, may also <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-biden-business-europe-saudi-arabia-f30cd495adf6a7c58b269d508f3007b2\">fill<\/a> the gap. A deal with Venezuela would raise several other concerns, <a href=\"https:\/\/www.breitbart.com\/latin-america\/2022\/03\/07\/reports-joe-biden-seeking-oil-deal-with-socialist-venezuela-russias-best-friend\/\">including<\/a> the potential lack of efficacy in preventing Russia from profiting given Venezuela\u2019s billion-dollar debt to Russia and Maduro\u2019s close personal ties to Putin.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>El Aissami himself presents significant challenges for an American deal, challenges gone mostly unmentioned in establishment American media. Extensive evidence has linked the oil minister, appointed in 2020 after <a href=\"https:\/\/english.alarabiya.net\/News\/world\/2020\/04\/28\/Hezbollah-supporter-US-fugitive-Tareck-El-Aissami-appointed-Venezuelan-oil-minister\">holding<\/a> a variety of high-ranking titles, including top <a href=\"https:\/\/www.breitbart.com\/national-security\/2018\/07\/17\/islamist-venezuelan-vp-shifted-head-russia-relations\/\">liaison<\/a> to Russia, to the Shiite jihadist organization Hezbollah for years. Immigration and Customs Enforcement (ICE) issued a wanted notice for El Aissami in 2019 on the grounds of the Department of Justice accusing him of engaging in intercontinental drug trafficking while holding top positions in the Venezuelan government. The U.S. government\u00a0<a href=\"https:\/\/www.treasury.gov\/press-center\/press-releases\/pages\/as0005.aspx\">branded<\/a> him a\u00a0Specially Designated Narcotics Trafficker in 2017.<\/p>\n<p>\u201cTareck El Aissami is one of Hezbollah\u2019s great bagmen, a sort of huge funder, and the money goes through the networks, and then, as you say, that money comes back through investments,\u201d Venezuelan journalist and drug cartel expert Vanessa Neumann <a href=\"https:\/\/www.breitbart.com\/national-security\/2018\/03\/26\/expert-venezuelan-vp-one-hezbollahs-great-bagmen\/\">told<\/a> Breitbart News in 2018. \u201c[Ground sources] have told me that, based on their perspective, he is a big player on the funding side, rather than the operations side.\u201d<\/p>\n<p class=\"Component-root-0-2-71 Component-p-0-2-62\">\u201cTareck El Aissami is protected to some degree by Hezbollah, and through that protection, they\u2019re not going to show up at his office because then, they would be easily detected. His financial systems do benefit Hezbollah,\u201d Joseph Humire, the executive director of the D.C.-based Center for a Secure Free Society, said at the time.<\/p>\n<p class=\"Component-root-0-2-71 Component-p-0-2-62\">In a report published in 2020 by the Atlantic Council, Humire <a href=\"https:\/\/www.atlanticcouncil.org\/wp-content\/uploads\/2020\/10\/The-Maduro-Hezbollah-Nexus-How-Iran-backed-Networks-Prop-up-the-Venezuelan-Regime.pdf\">detailed<\/a> an extensive network of Hezbollah operatives and fundraisers present in Latin America that benefit directly from ties to the Maduro regime. El Aissami is a protagonist in the story:<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote>\n<p>While stationed at the Bolivarian Republic\u2019s embassy in Damascus, Syria, [Latin America Hezbollah operative and Venezuelan diplomat] Ghazi Nassereddine helped arrange meetings between senior Venezuelan officials and high-ranking Hezbollah operatives.<\/p>\n<p>According to DEA informants, in or about 2009, Ghazi fixed a meeting in Syria between Hezbollah and Venezuela\u2019s then-Interior Minister Tareck El Aissami, and the Venezuelan military counterintelligence chief, Hugo Carvajal Barrios.25 The meeting allegedly prompted a cocaine-for-weapons scheme between the FARC and Hezbollah that materialized in 2014 when a Lebanese cargo plane full of small arms (AK-103s, rocket-propelled grenade launchers, etc.) arrived at the presidential hangar (rampa 4) of the Maiquetia International Airport in Caracas<\/p>\n<\/blockquote>\n<p>ICE claimed El Aissami personally <a href=\"https:\/\/www.breitbart.com\/national-security\/2019\/08\/01\/ice-puts-out-fugitive-alert-hezbollah-bag-man-running-venezuelas-oil-industry\/\">directed<\/a> drug trafficking operations when branding him a \u201cmost wanted fugitive\u201d in 2019.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/MostWantedWednesday?src=hash&#038;ref_src=twsrc%5Etfw\">#MostWantedWednesday<\/a> Have you seen this <a href=\"https:\/\/twitter.com\/hashtag\/mostwanted?src=hash&#038;ref_src=twsrc%5Etfw\">#mostwanted<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/fugitive?src=hash&#038;ref_src=twsrc%5Etfw\">#fugitive<\/a>?
