Otto Wachsmann Jr., who introduced the measure in the House, told The Federalist he was \u201cpleased\u201d the legislation has successfully passed both chambers of the General Assembly, while emphasizing how \u201coutside entities\u201d will no longer be able \u201cto influence how elections are run by the state.\u201d<\/p>\n<p>\u201cWhile nongovernmental groups are allowed to conduct events like voter registration drives outside of our governmental agencies, this bill clarifies that they have no business directly influencing the way that our registrars and electoral boards conduct their business,\u201d Wachsmann said. \u201cThat is the sole role of our governmental agencies. I am pleased that the General Assembly has agreed with this concept.\u201d<\/p>\n<p>In explaining the need for the legislation, Wachsmann cited a <a href=\"https:\/\/tenney.house.gov\/media\/press-releases\/new-information-confirms-zuckerberg-connected-group-funneled-majority-election\">press release<\/a> from U.S. Rep. Claudia Tenney, R-N.Y., which details how Meta CEO Mark Zuckerberg gave $350 million to the Center for Tech and Civic Life (CTCL), a left-wing advocacy group. CTCL <a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\">spent millions<\/a> on \u201cfinancing the infiltration of election offices at the city and county level by left-wing activists, and using those offices as a platform to implement preferred administrative practices, voting methods, and data-sharing agreements, as well as to launch intensive outreach campaigns in areas heavy with Democratic voters\u201d leading up to the 2020 election.<\/p>\n<p>Wachsmann also noted figures from the <a href=\"https:\/\/capitalresearch.org\/article\/shining-a-light-on-zuck-bucks-in-key-states\/\">Capital Research Center<\/a>, which show CTCL spending nearly $4 million \u201cZuckbucks\u201d in Virginia during the 2020 election cycle. While the report notes that CTCL distributed funds to more counties won by Trump (22 of 87) than Biden (14 of 46), over 90 percent ($3.4 million) of the organization\u2019s funding was given to the 14 Biden-won counties, with less than 10 percent ($358,910) going towards the 22 Trump-won counties.<\/p>\n<p>\u201cThis is the second-most lopsided bias in favor of Democratic-leaning counties we\u2019ve identified (after Texas),\u201d the report concludes.<\/p>\n<p>Having officially cleared the General Assembly, the bills now head to the desk of Gov. Glenn Youngkin, who previously <a href=\"https:\/\/www.foxnews.com\/politics\/virginia-gop-gubernatorial-candidate-glenn-youngkin-launches-election-integrity-task-force\">said<\/a> during Virginia\u2019s Republican gubernatorial primary last year that he would make election integrity a \u201ctop priority.\u201d According to Youngkin press secretary Macaulay Porter, the governor \u201cwill\u00a0review the legislation when it comes to his desk.\u201d<\/p>\n<p>In addition to Virginia, numerous battleground states across the country saw Zuckbucks infiltrate their election systems during the 2020 election cycle. As detailed by Federalist Editor in Chief Mollie Hemingway in her New York Times bestselling book, \u201c<a href=\"https:\/\/www.barnesandnoble.com\/w\/rigged-mollie-hemingway\/1139396959\">Rigged: How the Media, Big Tech, and the Democrats Seized Our Elections<\/a>,\u201d Zuckerberg \u201cdidn\u2019t just help Democrats by censoring their political opponents,\u201d his financing of \u201cliberal groups running partisan get-out-the-vote operations\u201d was ultimately \u201cthe means by which [Democrat] activists achieved their \u2018revolution\u2019 and changed the course of the 2020 election.\u201d<\/p>\n<p>\u201cIt was a genius plan,\u201d writes Hemingway. \u201cAnd because no one ever imagined that a coordinated operation could pull off the privatization of the election system, laws were not built to combat it.\u201d<\/p>\n<p>As of March 2022, <a href=\"https:\/\/capitalresearch.org\/article\/states-banning-zuck-bucks\/\">16 states<\/a> have either banned or severely restricted the use and acceptance of private funds for state and local elections.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Shawn Fleetwood is an intern at The Federalist and a student at the University of Mary Washington, where he plans to major in Political Science and minor in Journalism.
