Instead, the bill would decrease CBP funding.<\/li>\n<li>The bill would spend over $100 billion on Green New Deal initiatives, and advance \u201cracial justice\u201d through Department of Agriculture programs.\n<ul>\n<li>The bill also contains $100 million for environmental justice activities at the Environmental Protection Agency (EPA), and $75 million for low or zero-emission vehicles<\/li>\n<\/ul>\n<\/li>\n<li>$26 billion in food stamp funding<\/li>\n<li>This is the first spending bill to include earmarks.<\/li>\n<li>No protections from Chinese espionage in grants to the National Science Foundation<\/li>\n<li>Increases National Institutes of Health (NIH) funding by 10 percent<\/li>\n<li>Provides $66 million for the \u201cRacial and Ethnic Approaches to Community Health (REACH), an increase of $8 million from last year<\/li>\n<\/ul>\n<p>The Heritage Foundation\u2019s Matt Dickerson, director of the Center for the Federal Budget, mentioned in a press release eight different ways the omnibus would prove to be a \u201cbig mistake\u201d:<\/p>\n<ul>\n<li><strong>Continues COVID-19<\/strong> <strong>Emergency. <\/strong>The omnibus spending bill would perpetuate and accelerate harmful government policies related to COVID-19, even though the <a href=\"https:\/\/www.dailysignal.com\/2022\/02\/28\/covid-19-data-shows-its-time-for-america-to-return-to-normal\">data shows<\/a> it\u2019s time for America to return to normal. A <a href=\"https:\/\/www.heritage.org\/press\/heritage-conservative-partners-call-mcconnell-mccarthy-use-omnibus-cut-spending-hold-biden\">letter from conservative leaders<\/a> Heritage President Kevin Roberts, Heritage Action Executive Director Jessica Anderson, Club for Growth President David MacIntosh, and ACU Chairman Matt Schlapp called on conservatives in the House and Senate to insist that any spending deal end the national emergency declaration and rescind the vaccine mandates.<\/li>\n<li><strong>Ukraine As a Political Pawn. <\/strong>Russia\u2019s re-invasion of Ukraine <a href=\"https:\/\/www.heritage.org\/defense\/report\/the-situation-ukraine-desperate-what-the-us-should-do-immediately\">has led<\/a> to calls from lawmakers to <a href=\"https:\/\/www.state.gov\/u-s-security-cooperation-with-ukraine\/\">provide<\/a> additional assistance to the people of Ukraine and our allies in Europe, on top of the \u201cmore than $5.6 billion in total assistance\u201d provided to Ukraine since 2014.\u00a0On March 2, 2022, President Biden <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/03\/COVID-and-Ukraine-Supplemental-Funding-Request-Pelosi.pdf\">requested<\/a> another \u201c$10.0 billion in additional humanitarian, security, and economic assistance for Ukraine and Central European partners.\u201d Unfortunately, this crisis is being <a href=\"https:\/\/www.politico.com\/news\/2022\/03\/08\/defense-spending-russia-ukraine-pentagon-00014888\">used<\/a> as leverage to pass the omnibus spending bill, by tacking $13.6 billion in Ukraine aid to the rest of the unrelated non-defense spending increases and other controversial provisions.<\/li>\n<li><strong>Airdropped Earmarks. <\/strong>The massive omnibus spending bill includes thousands of <a href=\"https:\/\/www.dailysignal.com\/2021\/03\/18\/earmarks-represent-corruption-waste-and-the-swamp-the-ban-on-them-should-stay-in-place\/\">earmarks<\/a>, funneling billions of taxpayer dollars to special interest pork projects. These <a href=\"https:\/\/www.heritage.org\/budget-and-spending\/report\/return-the-swamp-earmarks-would-be-costly-mistake\">earmarks<\/a>, airdropped into the final omnibus with little transparency, have not been thoroughly vetted. Earmarks have a history of culture of wasteful spending and corruption, with several former members of Congress have been\u00a0convicted of crimes\u00a0related to earmarking. Despite the attempted spin from some proponents of earmarking, spending carveouts for local parochial projects that have nothing to do with carrying out the federal government\u2019s limited enumerated powers are most decidedly\u00a0not a valid <a href=\"https:\/\/www.heritage.org\/budget-and-spending\/commentary\/nothing-more-emblematic-the-swamp-earmarks\">tool<\/a> for Congress\u2019s Article I \u201cpower of the purse.\u201d<\/li>\n<li><strong>Abortion Funding. <\/strong>Even if the Hyde Amendment is ultimately protected in a spending bill, an omnibus would still send taxpayer funds to Planned Parenthood. Because the Biden administration has\u00a0<a href=\"https:\/\/opa.hhs.gov\/2021TitleXRule\">overturned<\/a> former President Donald Trump\u2019s Protect Life Rule, the Title X program will once again direct taxpayer subsidies to abortion providers. Title X would receive $286 million in the omnibus.<\/li>\n<li><strong>IRS Spending. <\/strong>One of the most controversial aspects of Biden\u2019s agenda has been his effort to\u00a0<a href=\"https:\/\/www.dailysignal.com\/2021\/11\/10\/build-back-better-bill-would-build-a-bigger-but-not-better-irs-bureaucracy\">add<\/a> 87,000 Internal Revenue Service\u00a0agents and requiring financial institutions to report on the accounts of ordinary Americans to the\u00a0scandal-ridden <a href=\"https:\/\/www.dailysignal.com\/2021\/09\/30\/bidens-proposal-that-allows-the-irs-to-track-your-bank-transactions-is-dangerous-for-all-americans\/\">agency<\/a>. The omnibus spending bill would provide $12.59 billion for the IRS, a $675 million increase in annual funding.<\/li>\n<li><strong>Doubles Down on Green Energy Subsidies. <\/strong>Despite skyrocketing <a href=\"https:\/\/www.dailysignal.com\/2022\/03\/07\/us-is-worlds-largest-oil-and-natural-gas-producer-despite-bidens-energy-constraining-policies\/\">gas prices<\/a> around the country, the omnibus spending bill doubles down on a radical green energy agenda. Funding for Energy Efficiency and Renewable Energy (EERE) subsidies are <a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/Omni%20Dem%20Highlight.pdf\">described<\/a> by Senator Leahy, D-VT, as \u201ca historic level of funding\u201d at $3.2 billion, a 12% increase.\u00a0 Also provided are $1.9 billion for Department of Transportation climate change programs, $1.2 billion for a new Carbon Reduction Program, $2.9 billion for Department of Energy other green energy research as well as a 700% increase for \u201cenvironmental justice\u201d programs.<\/li>\n<\/ul>\n<p>Heritage Action, the grassroots activist wing of Heritage, <a href=\"https:\/\/heritageaction.com\/key-vote\/key-vote-no-on-1-5-trillion-omnibus-supplemental-package\">released<\/a> a notice urging lawmakers to vote aginst the bill.<\/p>\n<p>\u201cInstead of ramming this massive omnibus spending bill into law and finding out everything else that is in it later, lawmakers <a href=\"https:\/\/www.heritage.org\/budget-and-spending\/report\/road-map-fiscal-year-2022-appropriations\">should<\/a>\u00a0reject higher nondefense spending, support our national defense, protect life, end harmful COVID-19 policies, and reject earmarks,\u201d Dickerson wrote.<\/p>\n<p><i>Sean Moran is a congressional reporter for Breitbart News.
