As defined by the executive order, a PLA is a \u201cpre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project.\u201d<\/p>\n<p><span id=\"page3R_mcid21\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Executive Order 14063 \u201cwill undermine taxpayer <\/span><span dir=\"ltr\" role=\"presentation\">investment in public works projects financed by the American Rescue Plan Act, the Infrastructure Investments <\/span><span dir=\"ltr\" role=\"presentation\">and Jobs Act<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">and<\/span> <span dir=\"ltr\" role=\"presentation\">other recent infrastructure<\/span> <span dir=\"ltr\" role=\"presentation\">legislation passed by Congress,\u201d 59 Republicans wrote to Biden in a letter obtained exclusively by the Daily Caller. \u201cMandating PLAs will prevent qualified contractors from fairly competing for contracts on taxpayer-funded projects.<br \/><\/span><\/span><\/p>\n<p><strong>Read the letter here:<\/strong><\/p>\n<p><a title=\"View Budd Letter Biden on Scribd\" href=\"https:\/\/www.scribd.com\/document\/563436122\/Budd-Letter-Biden#from_embed\">Budd Letter Biden<\/a> by <a title=\"View Michael Ginsberg&#039;s profile on Scribd\" href=\"https:\/\/www.scribd.com\/user\/548087574\/Michael-Ginsberg#from_embed\">Michael Ginsberg<\/a><\/p>\n<p>The Republicans argue that project labor agreements distort labor markets and note that <a href=\"https:\/\/www.abc.org\/News-Media\/Newsline\/entryid\/18539\/state-by-state-construction-union-and-nonunion-data-now-available\">87%<\/a> of American construction workers do not belong to unions. They also advocate for the Fair and Open Competition Act, a bill introduced by Republican North Carolina Rep. Ted Budd that would prohibit federal construction projects from requiring or prohibiting a project labor agreement.<\/p>\n<p>\u201cGovernment mandates favoring Big Labor are both unfair and extremely costly to taxpayers. More than 87% of the private construction workforce does not belong to a union, and these workers should not be blocked from doing work on government projects through PLAs. These mandates also needlessly increase the cost of government construction projects. Bottom line: federal contracts should be open to the company that makes the best bid,\u201d Budd, who spearheaded the letter, told the Caller.<\/p>\n<p>Most major unions, including the <a href=\"https:\/\/www.seiu.org\/blog\/2020\/7\/seiu-endorses-joe-biden-for-president\" target=\"_blank\" rel=\"noopener noreferrer\">Service Employees International Union<\/a>, the <a href=\"https:\/\/teamster.org\/2020\/08\/teamsters-endorse-biden-harris\/\" target=\"_blank\" rel=\"noopener noreferrer\">International Brotherhood of Teamsters<\/a>\u00a0and the <a href=\"https:\/\/www.iupat.org\/news\/the-iupat-proudly-endorses-joe-biden-for-president\/\">International Union of Painters and Allied Trades<\/a>, endorsed Biden during the 2020 presidential election cycle.
