The investigation happens to coincide with Russia\u2019s continued invasion of Ukraine, which has upset <a href=\"https:\/\/www.bostonglobe.com\/2022\/03\/01\/opinion\/another-new-world-order-quickly-takes-shape-ukraine-war-rages\/\">geopolitical relations<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/europe\/eu-says-expects-more-than-7-million-displaced-ukrainians-2022-02-27\/\">could cause<\/a> the displacement of millions of Ukrainians.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>By sifting through various government websites and databases, <a href=\"https:\/\/www.breitbart.com\/entertainment\/2022\/02\/16\/report-beagles-killed-in-nih-funded-experiment-named-after-celebrities-tv-characters\/\">WCW found<\/a> that the NIH has been <a href=\"https:\/\/www.mdpi.com\/2076-3425\/11\/1\/69\/htm\">funding an experiment<\/a> called\u00a0\u201cRostrocaudal Distribution of the C-Fos-Immunopositive Spinal Network Defined by Muscle Activity during Locomotion.\u201d According to the group, 18 healthy cats had portions of their brains removed and electrodes implanted in their spines before being forced to walk on a treadmill for spinal cord experiments.<\/p>\n<p>\u201cTaxpayers shouldn\u2019t be forced to pay white coats in the Russian government to torture and kill cats in wasteful treadmill experiments,\u201d Vice President of WCW Mackie Burr said in an exclusive statement to Breitbart News. The group is also known for uncovering at least\u00a0<a class=\"x5l\" href=\"https:\/\/blog.whitecoatwaste.org\/2021\/10\/26\/beaglegate-a-timeline\/\" target=\"_blank\" rel=\"noopener external\">six separate incidents<\/a>\u00a0of labs experimenting on beagles using taxpayer dollars \u2014 the group refers to its collection of investigations as \u201c<a href=\"https:\/\/www.breitbart.com\/entertainment\/2022\/02\/16\/report-beagles-killed-in-nih-funded-experiment-named-after-celebrities-tv-characters\/\">BeagleGate<\/a>.\u201d<\/p>\n<p>The experiments were performed at the Pavlov Institute of Physiology, which is one of four\u00a0state-run labs in Russia that the NIH has <a href=\"https:\/\/olaw.nih.gov\/assured\/app\/index.html#ALL\">given approval<\/a> to receive taxpayer dollars, specifically for animal testing. The specific NIH grant,\u00a0<a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R01NS100928_7529\"><span>NS100928<\/span><\/a>, was awarded to the Georgia Institute of Technology, which then sub-awarded the funds to the Pavlov Institute, WCW reported.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Government <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R01NS100928_7529\">data<\/a> shows that the grant has received\u00a0$2,724,022 since 2017. In November 2021, $549,331 of the NIH grant was sent to the Pavlov Institute, and another $221,135 was sent in 2018. The grant is set to expire on May 31, 2022.<\/p>\n<p>In July 2021, WCW <a href=\"https:\/\/blog.whitecoatwaste.org\/2021\/07\/02\/worldwide-waste-wcw-exposes-nih-spent-an-estimated-140-million-on-foreign-animal-testing\/\">exposed<\/a> how labs in Russia, China, and over 50 other countries are eligible to receive US NIH funding specifically for animal testing. The group\u2019s analysis found that in 2020, the NIH spent an estimated $140 million on animal experiments in foreign countries \u201cwhere there\u2019s little transparency and accountability about how animals are treated and how the money is spent.\u201d<\/p>\n<p>\u201cAs White Coat Waste Project exposed, there are four Kremlin-run animal testing labs that NIH has authorized to receive our money and U.S. sanctions against Russia should include defunding them,\u201d Burr continued.<\/p>\n<p>Following WCW\u2019s revelation, Rep. Lisa McClain\u00a0(R-MI) <a href=\"https:\/\/blog.whitecoatwaste.org\/2021\/10\/08\/new-wcw-backed-bill-would-defund-animal-tests-by-foreign-adversaries\/\">introduced<\/a> the Accountability in Foreign Animal Research (AFAR Act) to defund animal research in countries deemed foreign adversaries, including China and Russia.<\/p>\n<p><span>\u201cOur tax dollars should never be sent to state-run labs in adversary nations like Russia and China that threaten our national security,\u201d McClain told Breitbart News. \u201cMy AFAR Act would prohibit tax dollars from being shipped to animal testing labs in any countries that are deemed foreign adversaries.\u201d<\/span><\/p>\n<p><span>Breitbart News reached out to the NIH and asked the agency if it would like to respond to accusations of funding \u201ccruel\u201d and \u201cdeadly\u201d experiments, and if the agency plans to continue funding research in Russia in light of the Ukraine invasion.
