Yet joining the Union can take years or decades and, while Ukraine has <a href=\"https:\/\/www.ukrinform.net\/rubric-ato\/3415735-zelensky-calls-on-eu-for-ukraines-immediate-accession-under-special-procedure.html\">optimistically suggested<\/a> \u201cimmediate accession under a new special procedure,\u201d any of the EU\u2019s 27 members\u00a0can veto an application. However, it has only at press time agreed to help Ukraine become a\u00a0candidate, not a member. Indeed, the <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/B-9-2022-0123_EN.html\">actual text of the voted resolution<\/a> is nothing more than the Parliament calling \u201cfor the EU institutions to work towards granting EU candidate status to Ukraine \u2026 on the basis of merit.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Joining the European Union is typically an extended process under which applicant nations undergo considerable transformations of their political and economic systems so better to \u201ccombine homogeneously\u201d with its new brother-nations when accession takes place. Applicant nations are expected to adopt EU law\u00a0before joining \u2013 what the bloc calls \u2018transposing\u2019 their law into national statutes \u2013 and this process is so complex and time-consuming the EU lends bureaucrats to applicants to smooth the process.<\/p>\n<p>There are various EU treaties and agreements which govern these expectations of would-be members, one of the most important being the so-called Copenhagen Criteria laid out in 1993 and created in response to the anticipated sudden expansion of the EU with the end of communism. Among these is that the country possess an established, stable democracy, a functioning free-market economy, and applies the rule of law and human rights for all, including minorities.<\/p>\n<p>These requirements present difficulties for Ukraine. The country experienced the Euromaidan Revolution of Dignity in the last decade, with sometimes violent protests leading to the ouster of a sitting president. Although the revolution was explicitly pro-Europe, it \u2014 <a href=\"https:\/\/www.wilsoncenter.org\/blog-post\/the-significance-euromaidan-for-ukraine-and-europe\">as was noted at the time<\/a> \u2014 ironically sets back Ukraine\u2019s acceptance by Europe as an established and stable democracy.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">EU President on Ukraine: &#8216;They Belong to Us\u2026 We Want Them In&#8217; <a href=\"https:\/\/t.co\/mrOjRtBEQZ\">https:\/\/t.co\/mrOjRtBEQZ<\/a><\/p>\n<p>\u2014 Breitbart London (@BreitbartLondon) <a href=\"https:\/\/twitter.com\/BreitbartLondon\/status\/1498227109029982212?ref_src=twsrc%5Etfw\">February 28, 2022<\/a><\/p>\n<\/blockquote>\n<p>The present war is obviously an impediment to Ukraine joining the EU under normal rules: a state of martial law has been declared and the government has been <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/25\/ukraine-says-it-has-handed-out-18000-weapons-to-citizens\/\">handing out free assault rifles<\/a> to all who promise to use them to kill Russians. Further, there has <a href=\"https:\/\/www.breitbart.com\/national-security\/2016\/08\/12\/russia-moves-state-art-air-defense-missiles-crimea\/\">been a steady<\/a>, if <a href=\"https:\/\/www.breitbart.com\/national-security\/2019\/10\/04\/ukraine-reports-41-attacks-russian-proxies-24-hours-during-ceasefire\/\">little observed<\/a>, war <a href=\"https:\/\/www.breitbart.com\/national-security\/2015\/09\/01\/world-view-kiev-violence-triggered-by-proposal-to-give-east-ukraine-more-autonomy\/\">fought<\/a> between <a href=\"https:\/\/www.breitbart.com\/national-security\/2015\/11\/24\/world-view-ukraine-suspends-all-commercial-trade-with-occupied-crimea\/\">Kyiv and the areas inhabited by its Russian-speaking minority in the east of the country since 2014<\/a>.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>All of these things are particular to the state of war Ukraine has long been in, and can be reasonably explained away as necessities for a time of war. In terms of realpolitik, Ukraine\u2019s struggles with Russian proxies in its eastern territories these past eight years are widely accepted, but they\u00a0still rub hard against the European Union\u2019s own rules, which never considered the possibility of admitting a nation fighting a war on its own territory when they were drafted.<\/p>\n<p>But there is, for Ukraine, hope nevertheless. The country knows it has no reasonable hope of joining the European Union in short order, and even European Commission Ursula von der Leyen<a href=\"https:\/\/www.breitbart.com\/europe\/2022\/02\/28\/eu-president-ukraine-they-belong-to-us-we-want-them-in\/\"> tempers her remarks<\/a> that she\u2019d like to see the country with an indicative \u201cover time.\u201d<\/p>\n<p>Ukraine asks, therefore, for\u00a0\u201cimmediate accession under a new special procedure,\u201d and while this is wildly optimistic and <a href=\"https:\/\/www.kyivpost.com\/article\/content\/ukraine-politics\/at-key-time-french-resist-nato-membership-for-ukra-91750.html\">relies on every EU member state agreeing<\/a>, the European Union is free to make its own rules up and frequently does. Indeed, member states have joined in the past that shouldn\u2019t have technically qualified but were admitted for reasons of prestige or political advantage.<\/p>\n<p>Greece is by far the most discussed example of this: not fit to join when it applied in 1975, and s<a href=\"https:\/\/www.prospectmagazine.co.uk\/politics\/greece-should-never-have-joined-the-euro\">till disastrously struggling both for its own people and the bloc as a whole<\/a>, to fit in today.<\/p>\n<p>Despite its economy being incompatible, its government being immature \u2014 the military Junta having only collapsed in 1974 \u2014 and its tax base incomplete, <a href=\"https:\/\/www.politico.eu\/article\/why-is-greece-in-the-eu-grexit\/\">Greece was still admitted, and basically on emotional grounds<\/a>. Greece is the birthplace of democracy, Europe is a Greek-origin word, any grand European project was incomplete without Greece, so the persuasive argument went.<\/p>\n<p>Admitting Ukraine means open borders to a warzone, admitting a shattered and notoriously corrupt economy to the Euro currency, and the bloc defacto declaring war on Russia. The Treaty of Lisbon imposes a binding <a href=\"https:\/\/eur-lex.europa.eu\/summary\/glossary\/mutual_defence.html\">Mutual Defence Clause<\/a>, after all, with its \u201cobligation to aid and assist\u201d a fellow EU member state if it is the victim of armed aggression.<\/p>\n<p>Nevertheless, emotions run high and the countries most likely to take a negative posture towards a European Ukraine, like Germany, have been embarrassed by their previous positions in the past week and <a href=\"https:\/\/www.breitbart.com\/europe\/2022\/02\/28\/trump-vindicated-germany-to-finally-pay-its-nato-spending-requirements\/\">bounced into previously unthinkable policies<\/a>.<\/p>\n<p>Back to the real world, while Wikipedia was almost instantaneous in u<a href=\"https:\/\/en.wikipedia.org\/wiki\/Potential_enlargement_of_the_European_Union\">pdating its pages on aspirant EU member states<\/a> to include Ukraine this week, the EU itself <a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/joining-eu_en\">has not yet updated its own official website<\/a> on applicant members. The European Council, <a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/eu-eyes-ukrainian-membership-could-be-bargaining-chip-russia-talks-2022-02-28\">Reuters reports<\/a>, is to have \u201can informal meeting\u201d on March 10th and this matter is likely to be discussed.
