Texas Lt. Governor Dan Patrick said the situation \u201cis proving to be a disaster.\u201d<\/p>\n<p>\u201cThe Democrats in Harris County made up their own rules last election. This election is proving to be a disaster,\u201d Governor Patrick said in a statement <a href=\"https:\/\/www.fox26houston.com\/election\/texas-secretary-of-state-to-offer-harris-co-assistance-in-counting-votes-after-officials-request-extension\">reported<\/a> by Fox 26\u2019s Greg Groogan. \u201cThe issues at the polls today strike at the heart of exactly why we passed Senate Bill 1, the Election Integrity Bill, and why the Texas Senate will continue to pass even stronger election security reforms that improve the integrity of our elections.\u201d<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Harris County election officials sent a request to the Texas Secretary of State before the polls closed for an extension of the statutory requirement that all early and Election Day votes be counted and reported by 7 p.m. that day. Harris County Election Administrator Isabel Longoria is reportedly exploring a court-ordered extension.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Harris County Republican Party Chair Cindy Siegel told Fox 26 the issues revolve around malfunctioning machines, supply issues, staffing problems, and paper ballots sticking together in the scanning process.<\/p>\n<p>\u201cWhen people tried to put them in the scanners, the second page jammed up,\u201d Texas State Senator Paul Bettencourt (R-Houston) told Groogan. \u201cIf it gets crumpled, they can\u2019t put it in.\u00a0They literally have to hand key the results in.\u201d Sen. Bettencourt previously served as the Harris County Voter Registrar from 1998 to 2008.<br \/>Seigel told Groogan this is the worst election she has seen in 40 years. She reported the election office was late in making machines available to be delivered to voting locations around the state\u2019s largest county.<\/p>\n<p>Texas Secretary of State John Scott issued the following statement:<\/p>\n<blockquote>\n<p>We are closely monitoring the progress of ballot tabulation in Harris County to ensure all relevant election laws are followed and that legitimately cast ballots by Harris County voters in both the Democratic and Republican Primary Elections are counted accurately and timely. Harris County election officials have indicated to our office that the delay in ballot tabulation is due only to damaged ballot sheets that must be duplicated before they can be scanned by ballot tabulators at the central count location. Our office stands ready to assist Harris County election officials, and all county election officials throughout the state, in complying with Texas Election Code requirements for accurately tabulating and reporting Primary Election results. We want to ensure that all Texans who have cast a ballot in this year\u2019s Primary Elections can have confidence in the accuracy of results.<\/p>\n<\/blockquote>\n<p>Election Administrator Longoria responded:<\/p>\n<blockquote>\n<p>Today, on Election Day, after speaking with the Central Count Committee for both Republican and Democratic parties and discussing changes to election law as a result of SB1, Harris County Central Count Committee and representatives from both political parties and their attorneys, the Elections Administrator and the County Attorney\u2019s Office had a phone call with the Secretary of State\u2019s Office to discuss the 30-year-old provision requiring precinct election records to be delivered within 24 hours after the polls close.<\/p>\n<p>After discussing the potential criminal and new civil penalties associated with delayed reporting and the outdated nature of such a law, and at the recommendation of the Secretary of State\u2019s Office, the political parties decided to seek a court order regarding the time associated with counting the ballots.<\/p>\n<p>The Early Voting results were reported shortly after the polls closed, Election Day results will be reported, and the remainder of the reconciliation process will continue over the next few days, as we prioritize accuracy over speed.<\/p>\n<\/blockquote>\n<p>Lt.
