Perhaps the most notable of the <a href=\"https:\/\/www.19fortyfive.com\/2022\/02\/russias-economy-is-closed-off-from-the-world-how-bad-will-sanctions-sting\/\">economic sanctions<\/a> implemented last week was a decision to cut off several major Russian banks from the SWIFT international payment system.\n<\/p>\n<p>President Joe Biden had floated the possibility of cutting Russian banks off from SWIFT before the invasion, but it did not serve as the kind of effective deterrent he had hoped. As <a href=\"https:\/\/news.yahoo.com\/russia-ukraine-invasion-officials-meet-184145962.html\">peace talks<\/a> begin between Russia and Ukraine, the SWIFT sanctions could have a continued and substantial impact on the <a href=\"https:\/\/www.19fortyfive.com\/2022\/02\/how-to-make-russia-pay-over-ukraine-deploy-every-financial-weapon-possible\/\">Russian economy<\/a>.<\/p>\n<p><strong>SWIFT Sanctions Explained<\/strong>\n<\/p>\n<p>SWIFT stands for the <a href=\"https:\/\/www.swift.com\/\">Society of Worldwide Interbank Financial Telecommunication<\/a>. It is an international secure platform used by financial institutions to exchange information about global transactions, including the transfer of money.<\/p>\n<p>SWIFT doesn\u2019t technically move money between banks, but it does serve as a medium for banks to verify information about transactions that are made. It is a secure financial messaging system that is used by over 11,000 banks across 200 different countries.\n<\/p>\n<p>The system is based in Belgium and is overseen by the central banks of eleven major economies. These are Germany, France, Canada, the United States, the United Kingdom, Switzerland, Sweden, the Netherlands, Japan, Belgium, and Italy.<\/p>\n<p>Without SWIFT, Russia\u2019s ability to make international transactions won\u2019t be blocked entirely. The process will, however, become more complicated.\n<\/p>\n<p><strong>How They Could Hurt Russia<\/strong>\n<\/p>\n<p>The decision to cut Russia off from SWIFT was designed not just to deter Russia from invading Ukraine in the first place \u2013 which apparently did not work \u2013 but also to make it harder for Russia to use its financial resources to facilitate its invasion.\n<\/p>\n<p>The European Union\u2019s President of the European Commission, Ursula von der Leyen, said on Monday that the sanctions will stop Russia from using its \u201cwar chest.\u201d\n<\/p>\n<p>\u201cThis will ensure that these banks are disconnected from the international financial system and harm their ability to operate globally,\u201d <a href=\"https:\/\/asia.nikkei.com\/Politics\/Ukraine-conflict\/New-Russian-sanctions-will-exclude-certain-banks-from-SWIFT\">von der Leyen said<\/a> in a statement on Monday.\n<\/p>\n<p>The \u201cwar chest\u201d comments from Europe were directed towards Russia\u2019s large reserves of international currency.\n<\/p>\n<p>Since the annexation of Crimea in 2014, which prompted new sanctions from major Western economies, the Kremlin worked to create a \u201cfortress economy\u201d that can better withstand economic sanctions.\n<\/p>\n<p>With an economy worth $1.5 trillion \u2013 the 11<sup>th<\/sup> biggest in the world \u2013 Russia is likely to be hit hard by these new sanctions. On Thursday, the Russian central bank said that it would intervene in currency markets to prop up the ruble.\n<\/p>\n<p>Russia has $630 billion in Russian reserves \u2013 a substantially larger sum of foreign currency than most other major economies. That money, however, is only useful to the Kremlin if it is accessible. Sanctions have so far made it difficult for Russia to access those funds, but not impossible.\n<\/p>\n<p>Kim Manchester, the owner of a company that provides financial intelligence programs to major global institutions, said that the move is a \u201cdagger in the heart of Russian banks.\u201d\n<\/p>\n<p>She added that the Biden administration has remained selective in its economic sanctions so far, leaving room to tighten the sanctions further if need be.\n<\/p>\n<p>\u201cIt is a creeping barrage,\u201d<a href=\"https:\/\/kfgo.com\/2022\/02\/26\/analysis-swift-block-deals-crippling-blow-to-russia-leaves-room-to-tighten\/\"> she said.<\/a>\n<\/p>\n<p><strong>Not Every Bank Will Be Affected<\/strong>\n<\/p>\n<p>In a statement, SWIFT confirmed that they would comply with the new sanctions.\n<\/p>\n<p>\u201cWe are engaging with European authorities to understand the details of the entities that will be subject to the new measures and we are preparing to comply upon legal instruction,\u201d <a href=\"https:\/\/tass.com\/economy\/1412249\">the statement reads.<\/a>\n<\/p>\n<p>Not every bank, however, will be removed from SWIFT.\n<\/p>\n<p>While the sanctions are likely to cause problems for the Russians, the fact that not all banks will be affected by the decision \u2013 in an effort to preserve some relationships between European and Russian banks and to minimize a negative impact on Western economies \u2013 could result in <a href=\"https:\/\/www.reuters.com\/markets\/europe\/swift-block-deals-crippling-blow-russia-leaves-room-tighten-2022-02-27\/\">\u201cnesting.\u201d<\/a>\n<\/p>\n<p>This is a process whereby Russian entities begin working with non-sanctioned banks to maintain access to the global financial system.\n<\/p>\n<p>The Russian \u201cfortress economy\u201d is about to be put to the test.\n<\/p>\n<p><em>Jack Buckby is a British author, counter-extremism researcher, and journalist based in New York.
