Pass universal background checks. Why should anyone on a terrorist list be able to purchase a weapon? Why?\u201d Biden continued.<\/p>\n<p>\u201cBan assault weapons and high-capacity magazines that hold up to 100 rounds. You think the deer are wearing Kevlar vests?\u201d he said.<\/p>\n<p>\u201cRepeal the liability shield\u00a0that makes gun manufacturers\u00a0the only industry in America\u00a0that can\u2019t be sued. \u2026 These laws don\u2019t infringe\u00a0on the Second Amendment.\u00a0They save lives,\u201d he concluded.<\/p>\n<p>While background checks are already required for gun sales by Federal Firearms Licensed retailers, they are not required for private party-to-party sales. Universal background checks would force private parties to complete a background check before legally transferring a firearm to one another \u2013 and incur the cost of such.<\/p>\n<p>Additionally, federal law already prevents those convicted of domestic violence from purchasing a gun. but does not prohibit those from appearing on the FBI\u2019s Terrorist Screening Database from purchasing a gun. Individuals who appear on such a database are mostly uncharged, not proven guilty of a crime, and the <a href=\"https:\/\/www.gao.gov\/assets\/a251884.html\">U.S. government admits<\/a> \u201csome names may be mistakenly included on the watch list\u201d for various reasons, including having a similar name as a legitimate suspect.
