An excited Zelensky immediately announced Erdogan agreed to the request:<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I thank my friend Mr. President of \ud83c\uddf9\ud83c\uddf7 <a href=\"https:\/\/twitter.com\/RTErdogan?ref_src=twsrc%5Etfw\">@RTErdogan<\/a> and the people of \ud83c\uddf9\ud83c\uddf7 for their strong support. The ban on the passage of \ud83c\uddf7\ud83c\uddfa warships to the Black Sea and significant military and humanitarian support for \ud83c\uddfa are extremely important today. The people of \ud83c\uddfa will never forget that!<\/p>\n<p>\u2014 \u0412\u043e\u043b\u043e\u0434\u0438\u043c\u0438\u0440 \u0417\u0435\u043b\u0435\u043d\u0441\u044c\u043a\u0438\u0439 (@ZelenskyyUa) <a href=\"https:\/\/twitter.com\/ZelenskyyUa\/status\/1497564078897774598?ref_src=twsrc%5Etfw\">February 26, 2022<\/a><\/p>\n<\/blockquote>\n<p><span>Turkish officials had previously disagreed, saying Erdogan had not yet made any decision \u201cto close the straits to Russian ships yet.\u201d Observers theorized Zelensky had either misunderstood what Erdogan said, or was using his public statements to pressure Turkey into closing the straits.<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>Turkish Foreign Minister Mevlut Cavusoglu rejected the idea of closing the Bosporus and Dardanelles to Russia last week. \u201cUnder the Montreux Convention on straits, Russia has a right to return its ships to its ports in Black Sea. Even in wartime, Russia has a right to do it,\u201d he said.<\/span><\/p>\n<p><span>The Montreux Convention is a <\/span><a href=\"https:\/\/www.trtworld.com\/magazine\/what-does-the-montreux-accord-say-about-closing-black-sea-access-to-russia-55083\"><span>1936 agreement<\/span><\/a><span> that gave Turkey control of the two vital straits, plus the Sea of Marmara. The Soviet Union demanded unrestricted access to the Black Sea before signing the agreement, while the United Kingdom wanted restrictions on the Russian navy\u2019s ability to move between the Black Sea and the Mediterranean.<\/span><\/p>\n<p><span>A complex compromise was reached, and adjusted several times over the ensuing decades, that gave Russia and other Black Sea nations the right to bring their warships \u201chome\u201d through the Bosporus and Dardanelles. The idea was to give those military vessels an unimpeded ability to \u201creturn to base,\u201d unless Turkey itself was in a state of declared war with the Black Sea power in question.\u00a0<\/span><\/p>\n<p><span>In the current situation, Russia is using the Black Sea to attack Ukraine, so warships passing through the straits are not truly \u201creturning to base.\u201d Skeptics of the Russian war effort suspect Moscow would quickly file paperwork to reassign any and all vessels it wants to move through Turkey\u2019s straits to \u201chome bases\u201d in the Black Sea, further abusing the spirit of the Montreux Convention.<\/span><\/p>\n<p><span>It seemed unlikely that Turkey would invoke its discretionary powers under the Convention to block Russian warships, but Cavusoglu <\/span><a href=\"https:\/\/www.dw.com\/en\/what-is-the-montreux-convention-and-can-turkey-use-it-to-block-russian-warships\/a-60948124\"><span>changed his tune<\/span><\/a><span> on Sunday, using the magic word \u201cwar\u201d that unlocks the restrictive powers of the 1936 agreement.\u00a0<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>\u201cIn the beginning, it was a Russian attack. Now it has turned into a war. Turkey will implement all provisions of the Montreux Convention in a transparent manner,\u201d he explained, suggesting Turkey\u2019s view was different when the assault might have been limited to \u201ca couple of airstrikes.\u201d<\/span><\/p>\n<p><span>\u201cThere should not be any abuse of this exemption. Ships that declare returning to their bases and passing through the straits should not be involved in the war,\u201d he added.<\/span><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p><span>\u201cTurkey has good ties with Russia and Ukraine. Even as NATO members have hit Moscow with sanctions, any step too far by Ankara could harm its heavy Russian energy imports, trade and tourism sector at a time of domestic economic turmoil,\u201d Reuters <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/turkey-implement-international-pact-access-shipping-straits-due-ukraine-war-2022-02-27\/\"><span>noted<\/span><\/a><span> on Sunday, suggesting Turkey shifted its position under pressure from fellow NATO members.<\/span><\/p>\n<p><span>On Monday afternoon, Cavusoglu <a href=\"https:\/\/www.barrons.com\/news\/turkey-blocks-warships-from-bosphorus-dardanelles-01646076907\">announced<\/a> the Montreux restrictions were now in force, and \u201cboth countries of the region and elsewhere\u201d have been instructed \u201cnot to pass warships through the Black Sea.\u201d<\/span><\/p>\n<p><span>\u201cWe have decided to use the Montreux Convention to prevent the escalation of the crisis,\u201d Erdogan said after meeting with his cabinet.<\/span><\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p><span>Turkey\u2019s most feverish media supporter of President Erdogan, columnist Ibrahim Karagul of <\/span><i><span>Yeni Safak<\/span><\/i><span>, <a href=\"https:\/\/www.yenisafak.com\/en\/columns\/ibrahim-karagul\/putin-has-launched-an-age-of-madness-will-there-be-a-turkey-russia-war-3590151\">hammered<\/a> out a 23-point explanation for why Russian President Vladimir Putin left Turkey no choice but to side with NATO and Ukraine against the Russian \u201cAge of Madness.\u201d<\/span><\/p>\n<p><span>\u201cEmpires are making a comeback. Those with an imperial history are transferring their claims to the present and to the future,\u201d Karagul wrote in Point 5 of his diatribe \u2013 a bold choice of words for a devoted supporter of the Turkish leader who constantly <\/span><a href=\"https:\/\/www.breitbart.com\/africa\/2021\/10\/21\/turkeys-erdogan-trashes-europe-on-african-tour-touts-turkey-as-alternative-partner\/\"><span>waxes nostalgic<\/span><\/a><span> for the Ottoman Empire and sees himself as a potential new Sultan.<\/span><\/p>\n<p><span>Erdogan clearly does <\/span><span>not <\/span><span>daydream about becoming the Black Sea janitor for Vladimir Putin\u2019s new empire, as Karagul emphasized in his screed, cursing Putin for uniting Europe on a war footing and forcing Erdogan to choose between his European and Asian ambitions.<\/span><\/p>\n<p><span>As is his wont, Karagul hurled some invective at the U.S. and U.K. for supposedly \u201cprovoking\u201d Putin to attack Ukraine, but in the end he grudgingly conceded the war was Putin\u2019s choice, and it could become very unhealthy for Turkey by turning the Black Sea into a \u201cbattleground\u201d between Russia, NATO, and the United States.<\/span><\/p>\n<p><span>\u201cPutin\u2019s statements on Ukraine and Russia\u2019s invasion of the country revealed that he has similar intentions regarding Central Asian Turkic Republics.
