But overnight, EU leaders made it clear that would be off the table for now, if only since it might complicate diplomatic moves once all sides get around the negotiating table.<\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">EU ministers have said that even further sanctions were still possible, including booting Russia off SWIFT, the dominant system for global financial transactions. <\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">\u201cThe debate about SWIFT is not off the table, it will continue,\u201d Luxembourg Foreign Minister Jean Asselborn said.<\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">Admonishing Russia further, the Council of Europe suspended Russia from the continent\u2019s foremost human rights organization. The 47-nation council said Russia remained a member and continued to be bound by the relevant human rights conventions.<\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">Undeterred in the game of punitive sanctions, Russia started its own tit-for-tat measures, banning British flights to and over its territory in retaliation to a similar U.K. ban on Aeroflot flights.<\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">Russian authorities also announced the \u201cpartial restriction\u201d of access to Facebook after the social media network limited the accounts of several Kremlin-backed media. Formula One also dropped this season\u2019s Russian Grand Prix at Sochi in protest. <\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">And in popular culture, the wildly popular Eurovision song contest also banned Russia from the May finals in Turin, Italy. <\/p>\n<p class=\"Component-root-0-2-79 Component-p-0-2-70\">Action wasn\u2019t only limited to Western powers. Countries in Asia and the Pacific have <a class=\"\" href=\"https:\/\/apnews.com\/article\/biden-putin-russia-sanctions-e7cf432771171840f7ed70542b891a6e\"> joined the United States<\/a>, the EU and others in the West in piling on punitive measures against Russian banks and leading companies.
