Minneapolis Mayor Jacob Frey and St. Paul Mayor Melvin Carter both cited decreasing COVID-19 case numbers for doing away with the mandate. <\/p>\n<p>While masks will still be required in buildings owned and operated by the cities, businesses are free to implement their own rules. <\/p>\n<p>\u201cEncouraging downward trends have improved our outlook significantly since January,\u201d Carter said in a statement, via the <a href=\"https:\/\/www.startribune.com\/minneapolis-st-paul-lift-indoor-mask-mandates-except-in-city-run-buildings\/600150070\/?refresh=true\" target=\"_blank\" rel=\"noreferrer noopener\">Star Tribune<\/a>. \u201cI urge our community to continue following public health guidance and keep our momentum going.\u201d<\/p>\n<p>New York has also started to ease off of COVID-19 restrictions. Gov.
