Rick Scott (R-FL) released an 11-point plan with 128 policy promises on Tuesday for Republicans if they retake control of Washington in 2022, including ending \u201csoft-on-crime\u201d policies and the \u201ccoddling of criminal behavior.\u201d<\/span><\/p>\n<p><span>Scott and his team previewed\u00a0\u201c<a href=\"https:\/\/rescueamerica.com\/11-point-plan\/\">An 11-point Plan to Rescue America<\/a>\u201d for Breitbart News ahead of its public release, the plan representing possibly the clearest overarching view any Republican has offered ahead of the midterm elections on the party\u2019s vision for the future.\u00a0<\/span><span>Point three in the 11-point plan specifically addresses rising crime and anti-police policies in the hopes of remedying what the GOP views as disastrous fallout from months of anti-police Black Lives Matter riots in 2020 following the death of George Floyd.\u00a0<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p><span>Scott told Breitbart News before the plan\u2019s release that ending the crime wave is very simple: \u201cEnforce the law.\u201d<\/span><\/p>\n<p><span>\u201cFirst off, the police are the good guys and the criminals are the bad guys,\u201d Scott said.<\/span><\/p>\n<p><span>\u201cYou need to teach our kids how to respect the police,\u201d he continued. \u201cWe\u2019ve got to fund law enforcement and then we need to prosecute people for their crimes, and if you have a prosecutor who\u2019s unwilling to prosecute or enforce the law, you fire them. I did this when I was governor. I had state attorneys that got elected with a plan to not enforce the law and so I took away their cases. That\u2019s what we\u2019ve got to do. We\u2019ve got to start standing up for what we believe in.\u201d<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<h2><strong>\u2018Re-funding the Police\u2019<\/strong><\/h2>\n<p><span>First on Scott\u2019s list: funding the police, \u201cstopping all efforts to defund or \u2018re-imagine\u2019 policing,\u201d and bringing back respect for \u201cpeople who put their lives on the line to keep us safe.\u201d\u00a0 <\/span><\/p>\n<p><span>During the 2020 anti-police riots, which were the the most costly <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/09\/16\/nolte-blm-riots-are-officially-the-most-costly-manmade-damage-to-american-property-in-history\/\">riots<\/a><\/span>\u00a0in U.S. history,\u00a0many leaders in blue cities <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/01\/defunding-police-movement-dwindling-crime-surges-u-s-cities\/\">caved<\/a> to the leftist mob\u2019s call to \u201cdefund the police.\u201d The slogan, along with less potent but\u00a0synonymous calls to \u201creallocate\u201d funding, <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/29\/heres-list-many-times-democrats-not-republicans-supported-defunding-police\/\">became<\/a> popular with Democrats during and after the 2020 presidential election season. But following the defunding of police in many Democrat cities, murder rates <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/30\/report-murders-rise-16-across-major-u-s-cities-in-2021\/\">rose<\/a> 16 percent in 2021 across major U.S. cities, a trend which is already <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/26\/jim-kenneys-philadelphia-saw-38-murders-in-first-3-weeks-of-2022\/\">bleeding<\/a> into 2022. Big cities are also continuing to see an upward trend of violent crime in places like <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/11\/los-angeles-school-police-violent-crimes-against-children-are-increasing\/\">Los Angeles<\/a> and <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/09\/report-crime-up-in-almost-every-nyc-precinct-rate-doubles-in-five\/\">New York City<\/a> \u2014 both of which defunded their departments and employed soft-on-crime so-called \u201cbail reform\u201d which allows career criminals back on the streets.<\/p>\n<p><span>As crime began to rise, so did voters\u2019 discontent with the outcome of \u201cprogressive police reform.\u201d <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/09\/poll-seventy-five-percent-of-americans-believe-defunding-police-has-contributed-to-rising-violent-crime\/\">Poll<\/a> after <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/29\/poll-defund-police-majority-voters\/\">poll<\/a> after <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/17\/yale-university-study-americans-overwhelmingly-reject-defund-the-police-support-reform\/\">poll<\/a> has shown that a majority of voters <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/03\/defund-the-police-movement-collapses-across-americas-most-liberal-cities\/\">do not support<\/a> defunding police, and believe the policy has <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/09\/poll-seventy-five-percent-of-americans-believe-defunding-police-has-contributed-to-rising-violent-crime\/\">contributed<\/a> to rising crime.\u00a0 Democrats have begun to back away from the mess they created, at one point attempting to <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/07\/01\/psaki-cannot-name-one-gop-member-in-favor-of-defunding-police\/\">blame<\/a> Republicans for defunding police. More recently, both House Speaker Nancy<a href=\"https:\/\/www.breitbart.com\/clips\/2022\/02\/13\/pelosi-defund-the-police-is-dead-it-is-not-the-policy-of-the-democratic-party\/\"> Pelosi<\/a> (D-CA) and President Joe <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/03\/joe-biden-blames-guns-for-crime-wave-in-democrat-run-cities-the-answer-is-not-to-defund-the-police\/\">Biden<\/a> have denounced the movement, Pelosi proclaiming that defunding police is not a policy of the Democrat Party.\u00a0<\/span><\/p>\n<p><span>Here\u2019s a list of the many times Democrats \u2014not Republicans \u2014 <\/span><a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/29\/heres-list-many-times-democrats-not-republicans-supported-defunding-police\/\"><span>supported<\/span><\/a><span> defunding police.\u00a0<\/span><\/p>\n<p>Notably, the movement had already begun to\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/03\/defund-the-police-movement-collapses-across-americas-most-liberal-cities\/\">collapse<\/a> in America\u2019s most liberal cities.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<h2><strong>Boosting Police Protections<\/strong><\/h2>\n<p>Scott\u2019s plan also promises to \u201csupport mandatory strict minimum sentences for all assaults involving serious injury to law enforcement officers,\u201d and \u201cstrengthen qualified immunity and legal protections\u201d for officers to \u201cprotect them from frivolous lawsuits.\u201d<\/p>\n<p>Early February reports from the Federal Bureau of Investigation (FBI) database show that more police officers were\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/06\/report-police-killed-during-joe-bidens-tenure-most-since-1995\/\">killed<\/a> in the line of duty in 2021\u00a0than in any year since 1995. In 2020, more than 60,000 law enforcement officers were <a href=\"https:\/\/www.breitbart.com\/news\/fbi-60000-law-enforcement-officers-assaulted-in-2020\/\">assaulted<\/a> in the line of duty. The FBI released the data, which showed\u00a0 4,071 more officers assaulted compared to the 56,034 reported in 2019 \u2014 the second-highest number of assaults in the last decade.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cWe believe it\u2019s a combination \u2026 of the George Floyd protests \u2014 riots, if you will; a general feeling of a preference for less law enforcement; and less prosecution and less policing,\u201d Jason Johnson, president of the Law Enforcement Legal Defense Fund (LELDF) and a 20-year police veteran, <a href=\"https:\/\/www.foxnews.com\/us\/more-cops-killed-under-biden\">said<\/a> in a Fox News report.<\/p>\n<p>\u201cLaw enforcement officers have essentially been marginalized and demoralized and cast aside and encouraged now to enforce the law,\u201d Johnson continued. \u201cAnd so we\u2019ve seen massive jumps in the homicide rate in cities across America.\u201d<\/p>\n<p>Cities like New York City also <a href=\"https:\/\/thehill.com\/homenews\/state-watch\/545087-new-york-city-council-ends-qualified-immunity-for-nypd-officers?rl=1\">limited<\/a> qualified immunity, which \u201cshields state and local police from liability unless they violated a clearly established constitutional right,\u201d the <em>Hill<\/em> <a href=\"https:\/\/thehill.com\/homenews\/state-watch\/545087-new-york-city-council-ends-qualified-immunity-for-nypd-officers?rl=1\">reported<\/a>. Far-left Democrats have pushed for the end of qualified immunity on a larger scale but have ultimately met with <a href=\"https:\/\/www.breitbart.com\/clips\/2021\/06\/28\/tim-scott-making-it-easier-to-criminalize-sue-cops-off-the-table-in-police-reform-deal\/\">resistance<\/a>.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<h2><strong>Violent Crime Crackdown<\/strong><\/h2>\n<p>Senate Republicans say they plan on \u201ccracking down\u201d on theft and violent crime by \u201cimposing stiffer penalties,\u201d and by forcing \u201cprosecutors to prosecute.\u201d<\/p>\n<p>\u201cAt present, many prosecutors in big cities are allowing criminals to go free with no justice, and they are doing it on purpose,\u201d the plan reads, adding that the GOP would try to make prosecution based on political ideology a federal crime.<\/p>\n<p>The measures seem to be a stab at so-called \u201cbail reform.\u201d Deep blue cities have paired down penalties and removed bail for certain non-violent crimes, often not considering a criminal\u2019s violent past. The policies, which \u201cprogressives\u201d mistake for grace and compassion, have led to recidivism and chaos in some of America\u2019s big cities. For example, 4 out of 10 criminal suspects freed by bail reform are <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/26\/new-york-4-in-10-criminal-suspects-freed-by-bail-reform-are-rearrested\/\">rearrested<\/a>.<\/p>\n<p>Several heinous violent crime cases have also drawn attention to the consequences of letting criminals back out on the streets. Just recently, a homeless career criminal out on bail for robbery was <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/15\/report-nyc-homeless-man-accused-stabbing-woman-40-times-had-sexual-motive\/\">accused<\/a> of killing a woman by stabbing her 40 times in her Chinatown apartment. Roughly a week ago, another man who has tallied 44 arrests in his life was <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/02\/13\/report-nyc-man-44-arrests-charged-brutal-subway-mugging\/\">charged<\/a> for a brutal mugging that took place on a Manhattan subway platform.<\/p>\n<p>In Los Angeles, a man <a href=\"https:\/\/www.breitbart.com\/crime\/2022\/01\/18\/suspect-identified-in-the-stabbing-of-brianna-kupfer\/\">accused<\/a> of stabbing 24-year-old Brianna Kupfer to death as she worked alone in an upscale furniture store was out at the time on\u00a0$1,000 bail from an October 2020 misdemeanor arrest. He was also\u00a0free on a $50,000 bond in Charleston, South Carolina in relation to a November 2019 arrest on suspicion of firing a weapon into an occupied vehicle.<\/p>\n<p>Infamously, the man accused of\u00a0plowing his SUV through the Waukesha Christmas parade last year \u2014 <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/22\/report-waukesha-parade-massacre-suspect-darrell-brooks-jr-ran-over-woman-weeks-ago\/\">killing<\/a> five people and injuring over 40 others \u2014 was out on $1,000 bond for a domestic abuse incident. In that case, a woman told police he purposefully ran her \u201cover with his vehicle\u201d while she was walking through a gas station parking lot.<\/p>\n<p>Paring down penalties for shoplifting and other petty offenses has further plunged places like San Francisco and Los Angeles into panic. Shoplifting has become so rampant that Walgreens had closed 17 stores in\u00a0Democrat-run San Francisco by the summer of 2021.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">This just happened at the <a href=\"https:\/\/twitter.com\/Walgreens?ref_src=twsrc%5Etfw\">@Walgreens<\/a> on Gough &#038; Fell Streets in San Francisco. <a href=\"https:\/\/twitter.com\/hashtag\/NoConsequences?src=hash&#038;ref_src=twsrc%5Etfw\">#NoConsequences<\/a> <a href=\"https:\/\/twitter.com\/chesaboudin?ref_src=twsrc%5Etfw\">@chesaboudin<\/a> <a href=\"https:\/\/t.co\/uSbnTQQk4J\">pic.twitter.com\/uSbnTQQk4J<\/a><\/p>\n<p>\u2014 Lyanne Melendez (@LyanneMelendez) <a href=\"https:\/\/twitter.com\/LyanneMelendez\/status\/1404574079156318210?ref_src=twsrc%5Etfw\">June 14, 2021<\/a><\/p>\n<\/blockquote>\n<p>Any effort to bring looters to justice in California is made null not only by removing cash bail, but also by a law which makes\u00a0retail thefts of up to $950 misdemeanors instead of felonies, meaning that fewer are ever fully prosecuted.<\/p>\n<p>For example, Los Angeles officials in December of 2021 said that they had made 14 arrests in connection with \u201cmass looting\u201d events in the city \u2014 however, all fourteen were quickly released from jail with or without posting bail.<\/p>\n<h2><strong>That\u2019s Not All<\/strong><\/h2>\n<p>The GOP has several other crime-related priorities, including eliminating no-knock warrants for cases that do not involve violent crime, increasing penalties for spousal abuse and failure to pay child support, and enacting Marsy\u2019s law, \u201cwhich ensures victims of crimes have rights and constitutional protections equal to those who commit crimes.\u201d<\/p>\n<p>Lastly, the GOP will reportedly \u201coppose every attempt to deny our 2nd Amendment freedoms and will defend our gun rights always, at all costs.\u201d Protecting Americans\u2019 right to bear arms has always been one of the GOP\u2019s strongest points, with Democrat opposition often <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/23\/new-york-governor-blames-illegal-gun-fatal-shooting-nypd-officer\/\">blaming<\/a> disembodied guns for violent crime and campaigning on ways to <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/04\/judge-rules-californias-assault-weapons-ban-unconstitutional\/\">limit<\/a> legal gun ownership.<\/p>\n<p><em>Katherine Hamilton is a political reporter for Breitbart News.
