But Maryland may soon ban police from removing homeless people from public property.<\/p>\n<p>A Democratic-backed <a href=\"https:\/\/mgaleg.maryland.gov\/2022RS\/bills\/hb\/hb0304f.pdf\" target=\"_blank\" rel=\"noopener\">bill<\/a> in the Maryland statehouse would prevent police from enforcing Failure to Obey Lawful Orders laws, which critics say would permit homeless camps, known as &#8220;tent cities,&#8221; on public property. The sponsor of the bill, Democratic delegate Sheila Ruth, said in a committee hearing that these tent cities are not harmful or dangerous to communities.<\/p>\n<p>&#8220;We shouldn&#8217;t be destroying homeless encampments,&#8221; Ruth said.<\/p>\n<p>Ruth did not respond to a request for comment.<\/p>\n<p>Ruth is pushing to permit homeless encampments in Maryland as Democratic politicians roll back on similar policies across the country. The Los Angeles City Council in October banned\u00a0<a href=\"https:\/\/www.usnews.com\/news\/best-states\/california\/articles\/2021-10-22\/using-new-law-la-bans-homeless-encampments-at-54-locations\" target=\"_blank\" rel=\"noopener\">homeless camps in 54 locations<\/a>. Austin, Texas, in May overwhelmingly <a href=\"https:\/\/www.kvue.com\/article\/news\/politics\/vote-texas\/austin-election-results-prop-b-homeless-camping-ban\/269-ed64c10f-3604-49a1-a5f5-04f621ee3f75\" target=\"_blank\" rel=\"noopener\">voted<\/a> to ban public camping across the city. <a href=\"https:\/\/www.kiro7.com\/news\/local\/homeless-camps-crime-hot-spots-getting-cleared-out-seattle\/BUBL3CK44RFMDJRMDJEMWPUCHE\/\" target=\"_blank\" rel=\"noopener\">Seattle<\/a>\u00a0and <a href=\"https:\/\/www.axios.com\/local\/washington-dc\/2021\/10\/18\/dc-national-parks-service-clears-homeless-encampment\">Washington, D.C.<\/a>, have cleared out homeless camps in recent months, and New York City mayor Eric Adams (D.) on Friday\u00a0<a href=\"https:\/\/citylimits.org\/2022\/02\/18\/mayors-budget-plan-cuts-615m-from-homeless-services-as-subway-crackdown-intensifies\/\" target=\"_blank\" rel=\"noopener\">released<\/a> a plan to remove homeless people from public areas such as subway trains.<\/p>\n<p>Baltimore City <a href=\"https:\/\/homeless.baltimorecity.gov\/hmis\/read-2020-point-time-count\" target=\"_blank\" rel=\"noopener\">estimates<\/a> that there are more than 2,000 homeless people in the city on any given night. Statewide <a href=\"https:\/\/www.usich.gov\/homelessness-statistics\/md\/\" target=\"_blank\" rel=\"noopener\">estimates<\/a> put Maryland&#8217;s homeless population at more than 6,000.<\/p>\n<p>Maryland Republicans say Ruth&#8217;s bill is the latest example of state Democrats&#8217; misplaced priorities on criminal justice.<\/p>\n<p>&#8220;The last couple of years the focus of Maryland legislators has unfortunately been to treat criminals as victims and encourage breaking the law,&#8221; state senator Michael Hough told the <em>Washington Free Beacon<\/em>.<\/p>\n<p>Republican state senator Justin Ready said Ruth&#8217;s bill would &#8220;encourage vagrancy like they have in places like San Francisco,&#8221; worsening crime in Baltimore and other poverty-stricken areas in the state.<\/p>\n<p>Maryland&#8217;s term-limited Republican governor, Larry Hogan, is using his final months in office to press for a $500 million &#8220;Refund the Police&#8221; package and bills for tougher sentences for violent criminals.
