In addition to having ballistic missiles able to target aircraft carriers 1,500 kilometers from China\u2019s coast, \u201cChina also has the largest navy and shipbuilding capacity in the world,\u201d the report stated.<\/p>\n<p>Meanwhile, U.S. Navy ships were undercrewed by 15% on average in 2020, and the Navy will be \u201cchallenged to fully crew the fleet needed to counter advanced adversaries,\u201d the report said.<\/p>\n<p>Third, the report said China\u2019s cyber capabilities are being used to harm an adversary\u2019s ability to conduct military operations against China and to steal sensitive information from the U.S. defense industrial base.<\/p>\n<p>Meanwhile, the DOD has \u201cstruggled to ensure its weapon systems can withstand cyberattacks and should take steps to incorporate cybersecurity requirements into contracts,\u201d the report said.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>Fourth, the report cited China\u2019s space capabilities, which it said China considers \u201ccentral to modern warfare.\u201d \u201cChina is developing capabilities that threaten the DOD\u2019s satellite communications systems,\u201d it said.<\/p>\n<p>Meanwhile, the DOD has analyzed alternatives to replace existing systems and \u201cconcluded that it needs more information to select the next satellite communications architecture,\u201d\u00a0and its effort to replace infrared sensor satellites used for ballistic missile warning is \u201clikely to be delayed,\u201d the report said.<\/p>\n<p>Lastly, the report cited China\u2019s artificial intelligence capabilities. \u201cChina views artificial intelligence (AI) as critical to its future military and industrial power and is pursuing plans to be the global leader in AI by 2030,\u201d it said.<\/p>\n<p>The report said the DOD needs to \u201ceffectively identify and ensure the consistent protection of critical technologies such as elements of artificial intelligence from adversaries.\u201d<\/p>\n<p>The report concluded that the U.S. should continue efforts to increase U.S. combat credibility and enhance conventional deterrence.
