Mitt Romney was soundly beaten by President Barack Obama in 2012. The report was frequently described as the \u201cpostmortem\u201d or \u201cautopsy\u201d report, and it described the establishment\u2019s extensive and detailed plan for winning future presidential elections.<\/p>\n<p>But the establishment\u2019s plan did not include a single mention of wages or salaries \u2014 and the centerpiece was the implausible claim that Latinos would vote for Republicans if the GOP endorsed the <a href=\"https:\/\/www.npr.org\/sections\/itsallpolitics\/2014\/03\/17\/290892225\/one-year-after-party-autopsy-gop-touts-progress\" target=\"_blank\" rel=\"noopener\">amnesty and more migration<\/a> policies favored by <em>Wall Street<\/em>:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>We are not a policy committee, but among the steps Republicans take in the Hispanic community and beyond, we must embrace and champion comprehensive immigration reform. If we do not, our Party\u2019s appeal will continue to shrink to its core constituencies only. We also believe that comprehensive immigration reform is consistent with Republican economic policies that promote job growth and opportunity for all.<\/p>\n<\/blockquote>\n<p>The claim was implausible because migration boosts Wall Street by driving down wages, crowding K-12 schools, and spiking housing costs for Latino voters \u2014 and every other category of voter who might vote for Republicans.<\/p>\n<p>Of course, the report was praised to the skies by establishment champions in Washington, DC. \u201cThe report is controversial and bold, not the usual political pabulum \u2026 Most striking is its blunt endorsement of comprehensive immigration reform and its encouragement for a variety of views on social issues,\u201d <em>Washington Post<\/em> columnist Jennifer Rubin <a href=\"https:\/\/www.washingtonpost.com\/blogs\/right-turn\/wp\/2013\/03\/18\/gop-autopsy-report-goes-bold\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> in 2013.<\/p>\n<p>In 2016 and again in 2020, President Donald Trump and his pro-American, low-migration, higher-wage, populist policies destroyed the autopsy\u2019s plausibility.\u00a0 He won roughly 28 percent of the Latino vote in 2016, and roughly 38 percent in 2020, far higher than the 27 percent won by Mitt Romney in his failed 2016 race.<\/p>\n<p>And Trump\u2019s populist emphasis on American pocketbook issues is still winning Latino votes.\u00a0The NRCC February poll shows:<\/p>\n<blockquote>\n<p>Hispanic battleground voters think Republicans in Congress (42%) can do a better job of dealing with jobs and the economy than Democrats in Congress (35%).<\/p>\n<p>\u2026<\/p>\n<p>Hispanic battleground voters think Republicans in Congress (39%) can do a better job of dealing with rising prices and the higher cost of living than Democrats in Congress (32%).<\/p>\n<p>Hispanic battleground voters think Republicans in Congress (40%) can do a better job of dealing with crime and public safety than Democrats in Congress (32%).<\/p>\n<\/blockquote>\n<p>The survey of 1,000 Hispanic voters was taken by long-standing GOP pollsters, including Public Opinion Strategies and The Tarrance Group.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The summary of the NRCC polling buried the 2013 autopsy\u2019s amnesty-first policy:<\/p>\n<blockquote>\n<p>Republicans are winning on the issues that matter most to Hispanic voters and are well-positioned to capitalize on Democrats\u2019 extremely unpopular policies. But this isn\u2019t a done deal. Republican candidates need to continue fighting to win over Hispanic voters with a message focused on the economy and why Republicans are best positioned to protect the American Dream so many Hispanics came to this country to achieve.<\/p>\n<\/blockquote>\n<p>The GOP, however, has yet to prove itself as a wage-and-jobs populist party \u2014 despite <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/03\/kevin-mccarthy-democrats-visa-giveaway-china-bill-helps-china-hurts-america\/\" target=\"_blank\" rel=\"noopener\">major rhetorical steps<\/a> by Rep. Kevin McCarthy (R-CA), the GOP\u2019s leader in the House.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Few GOP legislators have spoken out in favor of <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/12\/10\/only-41-percent-voters-trust-republicans-immigration-policy\/\" target=\"_blank\" rel=\"noopener\">Americans\u2019 pocketbook interests<\/a> amid the damaged being caused by President Joe Biden\u2019s mass-migration agenda. The GOP leaders and\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/14\/republicans-join-democrats-import-h-2b-visas\/\" target=\"_blank\" rel=\"noopener\">legislators<\/a> still allow their donors to sideline many obvious immigration reforms,\u00a0 GOP legislators \u2014 such as <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/09\/01\/peter-meijer-afghan-migrants\/\" target=\"_blank\" rel=\"noopener\">Peter Meijer<\/a> (R-MI) \u2014 are <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/02\/13\/gop-rep-john-curtis-salazar-amnesty-bill-delivers-reliable-foreign-workers-to-business\/\" target=\"_blank\" rel=\"noopener\">still asking<\/a> for cheap imported workers, and the leaders still have not assembled a migration-reform <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/01\/15\/exclusive-kat-cammack-gop-immigration-policies-should-put-americans-first\/\" target=\"_blank\" rel=\"noopener\">2023 campaign platform<\/a> for passage in any GOP-majority Congress during 2023.<\/p>\n<p>For example, the NRCC chairman Rep. Tom Emmer (R-MN)\u00a0told Breitbart News in November that immigration is a\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/09\/gop-poll-tracks-public-opposition-corporate-labor-migration\/\" target=\"_blank\" rel=\"noopener\">pocketbook issue<\/a>\u00a0for voters.<\/p>\n<blockquote>\n<p>\u201cWell, the immigration issue is a pocketbook issue \u2026 You\u2019re talking about immigration being a kitchen table issue and how it impacts [voters]. The bottom line is that polling showed us this is still a very potent issue for Americans. This is something that, while some people would want to write it off, this is something that Americans care about, and this administration has completely punted on the immigration issue and talk about incompetence.<\/p>\n<\/blockquote>\n<p>But in December, Emmer signed on to a letter asking Biden\u2019s agencies to <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/12\/31\/republicans-democrats-ask-dhs-mayorkas-to-import-more-cheap-labor\/\" target=\"_blank\" rel=\"noopener\">help import H-2A visa workers<\/a> for his district\u2019s farm sector.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>In 2013, when the autopsy report was released, GOP leaders hoped to get some good press for their party from the national media.\u00a0That part of the plan was a complete success \u2014 myriad D.C. reporters and columnists eagerly parroted the establishment\u2019s ethnic-politics claim that Latinos\u2019 ethnic solidarity with future migrants would overcome their ordinary desires for decent wages and good homes for their families.<\/p>\n<p>\u201cThe report\u2019s authors had been assigned to diagnose mechanical problems in the party, not policy problems, but they recognized, correctly, that \u2026 the hard line on immigration repels Latinos,\u201d\u2018 the <em>Washington Post\u2019<\/em>s Dana Milbank <a href=\"https:\/\/www.washingtonpost.com\/opinions\/dana-milbank-big-tent-with-an-asterisk\/2013\/03\/18\/9690b77e-9006-11e2-9cfd-36d6c9b5d7ad_story.html?itid=lk_inline_manual_17\" target=\"_blank\" rel=\"noopener\">claimed<\/a>\u00a0in March 2013 when the report was released.<\/p>\n<p>\u201cIt\u2019s Not Too Late for Republicans to Win Latino Votes,\u201d <em>New York Times<\/em> columnist Lynn Vavreck <a href=\"https:\/\/www.nytimes.com\/2014\/08\/12\/upshot\/its-not-too-late-for-republicans-to-win-latino-votes.html?searchResultPosition=4\" target=\"_blank\" rel=\"noopener\">wrote<\/a>. \u201cThe data also make clear that to win support from Latinos, the Republican party must do what the Growth and Opportunity Project prescribed: champion immigration reform. This pattern is clearly seen in an experiment on messaging that Latino Decisions ran in its June poll.\u201d<\/p>\n<p>\u201cThe RNC\u2019s report openly begs Republicans to change their [amnesty] position in defiance of the party\u2019s own 2012 platform\u2026\u00a0 It\u2019s worth stopping a moment to recognize what a huge leap this simple statement represents,\u201d Benjy Sarlin at TalkingPointsMemo.com\u00a0<a href=\"https:\/\/talkingpointsmemo.com\/dc\/6-big-takeaways-from-the-rnc-s-incredible-2012-autopsy\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>\u201cIt\u2019s an astonishingly frank document that calls for major changes in how the party addresses minorities, women, and its own campaign processes\u201d <a class=\"author-link\" href=\"https:\/\/www.theatlantic.com\/author\/garance-franke-ruta\/\">Garance Franke-Ruta<\/a>\u00a0at\u00a0the<i> Atlantic\u00a0<\/i>claimed.<\/p>\n<p>Some progressives accepted the amnesty pitch, but still recognized the pre-Trump GOP\u2019s economic-policy problem: \u201cThe Republican National Committee released a report this week by its Growth and Opportunity Project that makes it abundantly clear that: (1) the only thing the Republicans are trying to grow is their vote, and (2) the only real opportunity they are providing is for GOP apparatchiks,\u201d Democrat activist Steve Rosenthal <a href=\"https:\/\/www.politico.com\/story\/2013\/03\/gop-growth-and-opportunity-not-089184\" target=\"_blank\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p>Migration moves money, and since at least 1990, the federal government has tried to\u00a0<a href=\"https:\/\/www.breitbart.com\/tag\/extraction-migration\/\" target=\"_blank\" rel=\"noopener\">extract<\/a>\u00a0people from poor countries so they can serve U.S. investors as cheap workers, government-aided consumers, and high-density renters in the U.S. economy.<\/p>\n<p>That\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/12\/20\/washington-post-low-wage-employers-struggle-after-cheap-labor-bubble\/\" target=\"_blank\" rel=\"noopener\">economic<\/a>\u00a0strategy\u00a0has\u00a0no\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">stopping point<\/a>, and it is harmful to ordinary Americans because it cuts their\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/03\/12\/bloomberg-opts-h1bs-take-two-three-new-tech-jobs-each-year\/\" target=\"_blank\" rel=\"noopener\">career<\/a>\u00a0opportunities and their\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/04\/08\/elite-academics-hide-amnesty-wage-pain-americans\/\" target=\"_blank\" rel=\"noopener\">wages<\/a>\u00a0while it also raises their\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/16\/new-yorks-mayoral-rivals-vow-cheap-housing-plus-more-migrants\/\" target=\"_blank\" rel=\"noopener\">housing costs<\/a>.<\/p>\n<p>Extraction migration also curbs Americans\u2019\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/11\/president-trump-wins-big-on-secret-meatpacking-robots\/\" target=\"_blank\" rel=\"noopener\">productivity<\/a>, shrinks their political\u00a0<a class=\"x5l\" href=\"https:\/\/www.google.com\/search?q=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&#038;rlz=1C5CHFA_enUS946US946&#038;oq=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&#038;aqs=chrome..69i57j69i58.10228j0j4&#038;sourceid=chrome&#038;ie=UTF-8\" target=\"_blank\" rel=\"noopener external\">clout<\/a>, and widens the regional wealth\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">gaps<\/a>\u00a0between the Democrats\u2019 coastal states and the Republicans\u2019\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/10\/former-steeltown-seeks-afghans-to-replace-americans\/\" target=\"_blank\" rel=\"noopener\">Heartland<\/a>\u00a0states.<\/p>\n<p>The economic strategy also\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/dhs-mayorkas-welcomes-illegal-migrant-survivor-boat-disaster\/\" target=\"_blank\" rel=\"noopener\">kills many migrants<\/a>,\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/04\/13\/joe-bidens-half-open-border-splits-tens-of-thousands-of-families\/\" target=\"_blank\" rel=\"noopener\">separates families<\/a>, and\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/01\/10\/critics-joe-biden-is-restarting-hunger-games-migration-policy\/\" target=\"_blank\" rel=\"noopener\">damages the economies<\/a>\u00a0of the home countries.<\/p>\n<p>An economy built on extraction migration also\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/01\/survey-elite-imposed-migration-is-transforming-national-politics\/\" target=\"_blank\" rel=\"noopener\">radicalizes<\/a>\u00a0Americans\u2019 democratic, compromise-promoting civic\u00a0<a href=\"https:\/\/www.breitbart.com\/search\/?s=%22white+supremacy%22#gsc.tab=0&#038;gsc.q=%22white%20supremacy%22&#038;gsc.page=1\" target=\"_blank\" rel=\"noopener\">culture<\/a>\u00a0and allows wealthy elites to ignore\u00a0<a class=\"x5l\" href=\"https:\/\/en.wikipedia.org\/wiki\/Diseases_of_despair\" target=\"_blank\" rel=\"noopener external\">despairing Americans<\/a>\u00a0at the\u00a0<a class=\"x5l\" href=\"https:\/\/twitter.com\/JorgeAl49986803\/status\/1439791277571145737?s=20\" target=\"_blank\" rel=\"noopener external\">bottom of society<\/a>.<\/p>\n<p>Unsurprisingly, a\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/03\/30\/harvard-harris-poll-5-in-6-americans-want-to-end-immigration-from-mexico\/\" target=\"_blank\" rel=\"noopener\">wide<\/a>\u00a0<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/01\/14\/poll-americans-want-companies-hire-americans-before-migrants\/\" target=\"_blank\" rel=\"noopener\">variety<\/a>\u00a0of media-ignored <a href=\"https:\/\/www.breitbart.com\/politics\/2020\/04\/13\/ipsos-poll-nearly-8-in-10-americans-want-immigration-moratorium-for-u-s\/\" target=\"_blank\" rel=\"noopener\">polls<\/a>\u00a0do\u00a0<a href=\"https:\/\/www.breitbart.com\/politics\/2019\/08\/05\/poll-swing-voters-hugely-oppose-2020-democrats-promising-more-immigration\/\" target=\"_blank\" rel=\"noopener\">show\u00a0<\/a><a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/03\/05\/survey-americans-underestimate-quiet-public-opposition-to-legal-migration\/\" target=\"_blank\" rel=\"noopener\">class-based<\/a>,\u00a0<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/02\/22\/poll-democrat-sex-split-visa-workers\/\" target=\"_blank\" rel=\"noopener\">bipartisan<\/a>,\u00a0<a class=\"x5l\" href=\"https:\/\/twitter.com\/USTechWorkers\/status\/1377363222005575680?s=20\" target=\"_blank\" rel=\"noopener\">rational<\/a>,\u00a0<a
