This gives grounds for cautious optimism. But so far we have not seen any sign of de-escalation on the ground from the Russian side,\u201d Stoltenberg <a href=\"https:\/\/www.bbc.com\/news\/live\/world-60372815\" target=\"_blank\" rel=\"noopener\">said<\/a> Tuesday morning.<\/p>\n<p>Dmytro Kuleba, Ukraine\u2019s defense minister, <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-10513527\/Putin-step-Russian-tanks-artillery-seen-moving-Ukraine-attack-positions.html\" target=\"_blank\" rel=\"noopener\">said<\/a> regarding the news of Russian withdrawal, \u201cWe have a rule: don\u2019t believe what you hear, believe what you see. When we see a withdrawal, we will believe in a de-escalation.\u201d<\/p>\n<p>The Wall Street Journal <a href=\"https:\/\/www.wsj.com\/articles\/russia-says-some-troops-pulling-back-from-ukraine-border-but-exercises-continue-11644920006\" target=\"_blank\" rel=\"noopener\">announced<\/a> that the pullback of troops still leaves over 120,000 Russian troops in the region.<\/p>\n<p>\u201cRussia\u2019s Defense Ministry said it had pulled back some troops from near Ukraine while noting that large-scale military maneuvers were continuing and Western officials warned that combat units were moving into forward positions,\u201d it reported.<\/p>\n<p>\u201cThe announced pullback scales down a total force that is still estimated to number more than 120,000, and came amid a new round of shuttle diplomacy aimed at defusing the crisis. Moscow has warned of unspecified consequences if the U.S. and its allies reject its security demands,\u201d the report added.<\/p>\n<p>A BBC report also warned that there may not be anything new regarding the troop movements.<\/p>\n<p>\u201cWe have always said that after the exercises are over\u2026 troops would return to their permanent bases. There\u2019s nothing new here. This is a usual process,\u201d Kremlin spokesman Dmitry Peskov told reporters, <a href=\"https:\/\/www.bbc.com\/news\/live\/world-60372815?ns_mchannel=social&amp;ns_source=twitter&amp;ns_campaign=bbc_live&amp;ns_linkname=620b8046571bfc64f8e64230%26Nothing%20new%2C%20Russia%20says%20about%20pull%20back%20of%20troops%262022-02-15T11%3A35%3A47.624Z&amp;ns_fee=0&amp;pinned_post_locator=urn:asset:e73bff2d-022e-4e15-8fbb-490bac7576be&amp;pinned_post_asset_id=620b8046571bfc64f8e64230&amp;pinned_post_type=share\" target=\"_blank\" rel=\"noopener\">according to<\/a> the BBC.<\/p>\n<p>The new reports also follow discussions between Putin and German Chancellor Olaf Scholz, who traveled to Russia for negotiations.
