To activate a recall process against Maduro would have meant that the opposition had to recognize Maduro\u2019s presidency as a legitimate one. Venezuela does not have any precedent that would apply to the current scenario of recalling someone from a public office to which they are not legally entitled.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>On January 10, three different groups each made a request to the Maduro-controlled Venezuelan Electoral Council (CNE) for the activation of a recall vote process against Maduro. All three requests were <a href=\"https:\/\/efectococuyo.com\/politica\/cne-aprueba-tres-solicitudes-de-revocatorio-para-maduro\/\">approved<\/a> a week later. To doom the process to failure, the CNE designated January 26 as the date that Venezuelans could sign the corresponding petition to express their desire to activate the process, giving the opposition less than a day to gather approximately 4.2 million signatures.<\/p>\n<p>To further complicate the process, the CNE authorized a very limited number of centers to gather signatures and gave the team only 12 hours to collect the signatures of at least 20 percent of the country\u2019s electorate in each of the country\u2019s states \u2014 roughly 4.2 million signatures across 1,200 centers. Organizers condemned the conditions as <a href=\"https:\/\/www.breitbart.com\/news\/venezuela-recall-faces-impossible-conditions-turnout-low\/\">impossible<\/a> to comply with, and promoters of the recall efforts <a href=\"https:\/\/www.infobae.com\/america\/venezuela\/2022\/01\/26\/los-promotores-del-revocatorio-contra-nicolas-maduro-denunciaron-amedrentamientos-del-regimen-chavista\/\">called<\/a> for people not to participate in their own plan.<\/p>\n<p>If the impossible conditions were not enough, alleged drug lord and United Socialist Party of Venezuela (PSUV) strongman Diosdado Cabello <a href=\"https:\/\/efectococuyo.com\/politica\/cabello-solicitaran-cne-lista-quienes-firmen-revocatorio\/\">stated<\/a> that the PSUV would demand access to the lists of signatories, exposing the supporters of the recall to government retribution. This was a huge deterrent against citizen participation, because the events of the failed recall vote against Hugo Ch\u00e1vez in 2004 are still fresh in the collective memory of the country\u2019s citizens.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>At that time, pro-Chavista politician Luis Tascon made a similar request. The data he obtained was compiled into what Venezuelans infamously refer to as the \u201cTascon List\u201d and then distributed through \u201cMaisanta,\u201d a rudimentary piece of software, via CD-ROMs. This was at a time before social media, smartphones, and extensive internet use.<\/p>\n<p>The Tascon List is still used to discriminate against those who <a href=\"https:\/\/www.hrw.org\/news\/2016\/07\/20\/venezuela-recall-supporters-fired\">signed up<\/a> to recall Ch\u00e1vez, barring them from obtaining jobs and denying them government benefits.<\/p>\n<p>The regime made its characteristic intimidation even more blatant at signature collection sites. It located one center, for example, next to a mural of Ch\u00e1vez, surrounded by the National Guard, representatives of the Socialist Party, and members of the extralegal pro-<em>chavista<\/em> paramilitary forces known as the <em>colectivos<\/em>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"es\" dir=\"ltr\">Este centro de recolecci\u00f3n de firmas que tiene la imagen de Ch\u00e1vez al fondo, se ubica en la UE Mariano Pic\u00f3n Salas en Petare. On January 28, the entire process was deemed <a href=\"https:\/\/apnews.com\/article\/elections-venezuela-referendums-recall-elections-28233d5d264c1d1c55625311135c734e\">inadmissible<\/a>, as only 42,421 signatures were allegedly collected.<\/p>\n<p>The Venezuelan Movement for the Recall will soon <a href=\"https:\/\/www.efe.com\/efe\/america\/politica\/los-promotores-del-revocatorio-a-maduro-pediran-la-nulidad-de-recoleccion-firmas\/20000035-4727298\">request<\/a> that the Venezuelan Supreme Court \u2013 also controlled by Maduro\u2019s henchmen \u2013 annul the process through a legal formality. Venezuela\u2019s judicial system is under the complete control of the Socialist Party. C\u00e9sar P\u00e9rez Vivas, spokesman of the movement, <a href=\"https:\/\/www.elnacional.com\/venezuela\/mover-acudira-a-la-onu-a-denunciar-condiciones-que-hicieron-inviable-el-revocatorio-contra-maduro\/\">announced<\/a> that the organization would denounce the CNE\u2019s actions to the United Nations.<\/p>\n<p>Jorge Rodriguez, PSUV congressman and brother of the current vice-president, has <a href=\"https:\/\/puntodecorte.net\/jorge-rodriguez-amenaza-con-acciones-legales\/\">threatened<\/a> he will take legal actions against the promoters of the \u201creckless\u201d recall vote attempt, without further details or explanations of what legal violation he would be charging.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>The option of a recall vote did not exist in Venezuela until it was introduced by the Bolivarian revolution in its 1999 constitution rewrite. It allows Venezuelan voters to remove a specific elected official after half of their current term has elapsed.<\/p>\n<p>All attempts to use it against both Hugo Ch\u00e1vez and Nicol\u00e1s Maduro have been tampered with in a multitude of ways. This marks the second time that the Venezuelan opposition has unsuccessfully attempted to remove Maduro via this route. In 2016 a similar attempt was made that was completely <a href=\"https:\/\/edition.cnn.com\/2016\/10\/21\/americas\/venezuela-recall-halted\/index.html\">halted<\/a> by the socialist regime.<\/p>\n<p>Maduro celebrated the results of the failed recall vote efforts. \u201cThey failed again, the putschist, extremist right,\u201d he <a href=\"https:\/\/www.elnacional.com\/venezuela\/maduro-la-oposicion-fracaso-nuevamente-al-tratar-de-activar-un-revocatorio\/\">stated<\/a>, while blaming Juan Guaid\u00f3, Venezuela\u2019s legitimate yet useless president, for that failure.<\/p>\n<p>Guaid\u00f3 <a href=\"https:\/\/www.infobae.com\/america\/venezuela\/2022\/01\/26\/juan-guaido-acuso-a-maduro-de-fraude-por-robar-la-posibilidad-de-revocatorio\/\">accused<\/a> Maduro of \u201cstealing\u201d the possibility of a recall vote. Because of constitutional stipulations, and despite the fact that Maduro\u2019s current presidency is an illegitimate one, another attempt at recalling Maduro cannot take place for the remainder of the current term, effectively shielding him from another recall vote. If Maduro, who <a href=\"https:\/\/www.latercera.com\/mundo\/noticia\/maduro-asegura-que-permanecera-en-el-poder-hasta-2030-para-lograr-una-revolucion-bolivariana-irreversible\/FE4OEEEEH5HV5KETB2Q2EFRT24\/\">intends<\/a> to remain in power until 2030, runs for president in a most certainly rigged process in 2025, Venezuelans would have to wait until 2028 to attempt to recall him again.<\/p>\n<p><em>Christian K.
