But make no mistake. It\u2019s a bill that concedes to China. The American Concedes Act is Democrats desperate answer to their string of self-created crisis. While&nbsp;it contains some provisions supported by Republicans. Speaker Pelosi is holding these good ideas hostage by using this 3,000 page bill as a vehicle for the party\u2019s far left agenda.&nbsp; Almost every page of Democrats concede Act has a provision that helps China but hurts America.<\/p>\n<p>Now here are just a few excerpts. On page 1,689, it provides a new unlimited green card program for the Chinese Communist Party to exploit.<\/p>\n<\/blockquote>\n<p>The <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">green card language<\/a> was touted by Rep. Zoe Lofgren (D-Ca), whose district includes part of Silicon Vallery.<\/p>\n<p>Advocates say it allows the \u201cbest and brightest\u201d foreign graduates to get green cards, jobs, and then citizenship if they work to get a science, technology, engineering, or math (STEM) PhD. in American or foreign universities.&nbsp;But <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">the fine print<\/a> of the bill shows it would give green cards to a wide variety of ordinary foreign graduates, including chemists, doctors, engineers, statisticians, accountants, tax experts, software developers, and computer security experts.<\/p>\n<p>Lofgren said:<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote>\n<p>We must build our domestic STEM workforce and encourage startup companies to establish roots here. While increasing STEM scholarships for U.S. students, the act simultaneously draws the world\u2019s best and brightest STEM doctoral recipients and company founders to the U.S. It ensures that individuals who earn STEM doctoral degrees from top research universities will be eligible for permanent residence. Unlike Canada, the United Kingdom and Germany, our laws don\u2019t provide a visa option for company founders to start a new venture and create jobs in the United States. This Act would fix this.<\/p>\n<p>I want to thank <a href=\"https:\/\/www.legistorm.com\/person\/bio\/276321\/Priscilla_A_Kim.html\" target=\"_blank\" rel=\"noopener\">Priscilla Kim<\/a>&nbsp;[<a href=\"https:\/\/www.linkedin.com\/in\/priscillaakim\/\" target=\"_blank\" rel=\"noopener\">Harvard, 2015<\/a>] on my staff for the hard work she put into this.<\/p>\n<\/blockquote>\n<p>The <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">bill\u2019s language sets no limits<\/a> on the number of foreign migrants who can get green cards and then U.S. jobs and careers, nor does it set any minimum standards for the skills of those migrants.<\/p>\n<p>Roughly 1.5 million non-immigrant, foreign contract workers \u2014 such as H-1B workers \u2014 have been imported and hired by CEOs to fill white-collar careers that would otherwise be held by U.S. graduates. The mass inflow of cheap and compliant foreign workers distorts the nation\u2019s professional sector by <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/23\/lawsuit-spotlights-anti-american-corruption-in-h-1b-outsourcing-program\/\" target=\"_blank\" rel=\"noopener\">empowering CEOs<\/a>, suppressing <a href=\"https:\/\/codesubmit.io\/blog\/the-evolution-of-developer-salaries\/\" target=\"_blank\" rel=\"noopener\">U.S. salaries,<\/a> undermining professionalism, slowing innovation, and diverting investment towards the coasts, such as Silicon Valley and New York.<\/p>\n<p>The China bill is strongly backed by business groups, such as Mark Zuckerberg\u2019s FWD.us advocacy&nbsp;<a href=\"https:\/\/www.fwd.us\/news\/us-international-students\/\" target=\"_blank\" rel=\"noopener\">group for West Coast investors<\/a>: \u201cAccording to FWD.us estimates,&nbsp;100,000 international student graduates&nbsp;of U.S. colleges and universities each year would like to stay and work permanently in the U.S.,\u201d the group said in a <a href=\"https:\/\/www.fwd.us\/news\/us-international-students\/\" target=\"_blank\" rel=\"noopener\">new report<\/a>.<\/p>\n<p>That 100,000 number is roughly one-eighth of all Americans who graduate each year from four-year colleges with degrees in healthcare, business, science, biology, software, math, or engineering.<\/p>\n<p>Zuckerberg\u2019s investor allies at FWD.us are&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/05\/04\/zuckerbergs-fwd-us-pushes-partisan-amnesty-by-reconciliation\/\" target=\"_blank\" rel=\"noopener\">leading<\/a>&nbsp;the 2022&nbsp;<a href=\"https:\/\/www.breitbart.com\/tag\/fwd-us\/\" target=\"_blank\" rel=\"noopener\">push for more migration and amnesty<\/a>. The investor group is not just looking for&nbsp;<a href=\"https:\/\/www.breitbart.com\/tag\/fwd-us\/\" target=\"_blank\" rel=\"noopener\">extra workers<\/a>&nbsp;\u2014 it wants more migrants because they also serve as&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2020\/01\/20\/companies-say-public-charge-reform-will-cut-their-revenues-from-poor-migrants\/\" target=\"_blank\" rel=\"noopener\">consumers<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2019\/05\/15\/new-york-times-touts-investors-campaign-for-more-immigration\/\" target=\"_blank\" rel=\"noopener\">renters<\/a>.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The&nbsp; American Action Forum, which is <a href=\"https:\/\/www.americanactionforum.org\/insight\/immigration-reform-in-the-america-competes-act-of-2022\/\" target=\"_blank\" rel=\"noopener\">tied to investors and GOP donors<\/a>, also endorsed the China bill\u2019s green card giveaway: \u201cThese are desirable changes. Greater immigration raises the growth rate of the employed population, leading to more [-economic] output and income.\u201d<\/p>\n<p>Most of the Democrats who spoke during the Wednesday floor debate downplayed the distinction between the Americans and the imported workers in the nation\u2019s workforce.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cIt is an investment in our people,\u201d said Rep. Haley Stevens (D-Mich). \u201cI will always bet on the American workforce. My job in Congress is to connect people to the tools that unlock our future. And those tools are in this bill.<\/p>\n<p>\u201cChina now surpasses the United States in the global share of research papers and consistently files more [artificial intelligence] patents than any other country,\u201d&nbsp;said Rep. Jackie Speier (D-Ca).&nbsp;\u201cWe need to invest in talent,\u201d she added, without citing Americans.<\/p>\n<p>\u201cOur future prosperity depends on what we do now to nurture STEM talent in our country,\u201d said Rep. Deborah Ross D-NC), who also filed an amendment that would allow the <a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-4521\" target=\"_blank\" rel=\"noopener\">children of Indian contract workers<\/a> to get green cards.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cWe need to be making goods in America with American workers,\u201d said Majority Leader Rep. Nancy Pelosi (D-CA), before adding that the bill:<\/p>\n<blockquote>\n<p>\u2026maximizes the American talent pool fruit by strengthening and diversifying our nation\u2019s STEM workforce. This is very important because we want many more people, women, people of color, other previously underrepresented communities, to be part of this.\u201d<\/p>\n<\/blockquote>\n<p>The bill \u201calso invests in a STEM workforce for the future to ensure we have the talents to bring all these semiconductor climate manufacturing jobs back home where they belong,\u201d said Rep. Sean Kasten (D-Il). He continued:<\/p>\n<blockquote>\n<p>If I could share a personal story. About 13 years ago, I was building a tree house in my backyard. And as I was starting, the six-year-old neighborhood kid shows up behind me with a cute little hardhat and a tool belt and said \u201cI\u2019m here to help.\u201d And my 2009 summer intern, as it were, is now a sophomore at the University of Illinois studying nuclear engineering.<\/p>\n<\/blockquote>\n<p>The visa provisions in the bill allow an unlimited inflow of Chinese, Indian and other foreigners into <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">U.S. nuclear engineering careers<\/a>.<\/p>\n<p>A few GOP legislators spoke against or filed amendments to block, the visa giveaways.<\/p>\n<p><span class=\"transcript-snippet__content__body__word ng-star-inserted\">\u201cWe\u2019ve<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">got<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">this<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">new<\/span> <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/27\/house-innovation-bill-encourages-hiring-of-chinese-scientists\/\" target=\"_blank\" rel=\"noopener\"><span class=\"transcript-snippet__content__body__word ng-star-inserted\">W<\/span>&nbsp;v<span class=\"transcript-snippet__content__body__word ng-star-inserted\">isa<\/span><\/a> [program]&nbsp;<span class=\"transcript-snippet__content__body__word ng-star-inserted\">that is<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">language<\/span>&nbsp;i<span class=\"transcript-snippet__content__body__word ng-star-inserted\">n<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">the<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">bill, said Michael Burgess, R-Texas. \u201c<\/span><span class=\"transcript-snippet__content__body__word ng-star-inserted\">No<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">language<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">about<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">protecting<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">American<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">jobs,<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">but<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">we\u2019re<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">going<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">to<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">give<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">jobs<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">to<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">other<\/span> <span class=\"transcript-snippet__content__body__word ng-star-inserted\">people.\u201d <\/span><\/p>\n<p><span class=\"transcript-snippet__content__body__word ng-star-inserted\">His amendment<a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-4521\" target=\"_blank\" rel=\"noopener\"> says<\/a>: \u201c<\/span><span class=\"transcript-snippet__content__body__word ng-star-inserted\">Strikes Sections 80301 and 80302 that create a new classification of \u2018W\u2019 visas for start-ups.\u201d<\/span><\/p>\n<p>\u201cAmazingly, the Democrats blocked consideration of all my common sense amendments which would have prevented known Chinese spies from entering our nation,\u201d said Rep. Vicky Hartzler (R-Il). \u201cStop [Chinese Communist Party] officials from taking advantage of our higher education system!\u201d<\/p>\n<p>Rep. Lance Gooden (R-Tx)&nbsp;<a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-4521\" target=\"_blank\" rel=\"noopener\">filed an <\/a>amendment&nbsp;that \u201cProhibits a new visa class from being created to maintain the numerical limitations on immigrant visas.\u201d<\/p>\n<p>GOP Rep. Troy Balderson (R-)h) <a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-4521\" target=\"_blank\" rel=\"noopener\">filed<\/a> an amendment that \u201cstipulates that doctoral STEM graduates from institutions in the People\u2019s Republic of China (PRC), Russia, or any designated State Sponsor of Terror are not eligible for cap-exempt STEM doctoral visas.\u201d<\/p>\n<p>But Democrats <a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-4521\" target=\"_blank\" rel=\"noopener\">filed amendments<\/a> to further expand labor migration into U.S. graduates middle-class jobs.<\/p>\n<p>Democrats Rep. Kathy Manning (D-NC), Scott Peters (D-CA), Raja Krishnamoorthi (D-IL), and Ross added an amendment to expose American graduates to unending competion from the world\u2019s graduates: \u201cAdds graduates with advanced degrees in STEM who work in a critical industry to the exemption from numerical visa limitations for doctoral STEM graduates.\u201d<\/p>\n<p>Rep. Gerry Connolly (D-Va) opened a door for Korean graduates: \u201cCreates an E-4 treaty trader visa category for up to 15,000 nationals of South Korea each fiscal year who are coming to the United States solely to perform specialty occupation services, subject to various requirements.\u201d<\/p>\n<p>Reps Ayana Pressley (D-Mass) and Rep. Jamaal Bowman (D-NY) posted an amendment to expand white-collar migration, which \u201callows dual intent for STEM doctoral students, allowing them to transition to a green card as provided under this bill without first needing to leave the country.\u201d<\/p>\n<p>Eleven legislators filed an amendment to further expand the inflow of H-2B seasonal laborers for the landscaping, restaurant, and resort businesses in their districts.<\/p>\n<p>McCarthy was unsparing in his extensive criticism of the Democrats\u2019 bill, which excluded GOP negotiators but added many unrelated provisions backed by Democrats. He said:<\/p>\n<blockquote>\n<p>These policies would make our nation more vulnerable to Chinese espionage \u2026 there\u2019s nothing in there that actually makes us stronger against China, only weaker. The actions of the [Democratic] majority tell you all you need to know about who they truly want to help: Themselves, their corporate allies [and] tee Chinese Communist Party.<\/p>\n<\/blockquote>\n<p>Migration moves money, and since at least 1990, the federal government has tried <a href=\"https:\/\/www.breitbart.com\/tag\/extraction-migration\/\" target=\"_blank\" rel=\"noopener\">to extract people<\/a> from poor countries so they can serve U.S. investors as cheap workers, government-aided consumers, and high-density renters in the U.S. economy.<\/p>\n<p>That&nbsp;<a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/12\/20\/washington-post-low-wage-employers-struggle-after-cheap-labor-bubble\/\" target=\"_blank\" rel=\"noopener\">economic strategy<\/a>&nbsp;has&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/11\/20\/gop-donors-economist-immigration-can-offset-foreign-trade-risks\/\" target=\"_blank\" rel=\"noopener\">no stopping point<\/a>, and it is harmful to ordinary Americans because it cuts their <a href=\"https:\/\/www.breitbart.com\/immigration\/2021\/03\/12\/bloomberg-opts-h1bs-take-two-three-new-tech-jobs-each-year\/\" target=\"_blank\" rel=\"noopener\">career<\/a> opportunities and their&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2021\/04\/08\/elite-academics-hide-amnesty-wage-pain-americans\/\" target=\"_blank\" rel=\"noopener\">wages<\/a>&nbsp;while it also raises their&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/06\/16\/new-yorks-mayoral-rivals-vow-cheap-housing-plus-more-migrants\/\" target=\"_blank\" rel=\"noopener\">housing costs<\/a>.<\/p>\n<p>The strategy also curbs Americans\u2019&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2020\/07\/11\/president-trump-wins-big-on-secret-meatpacking-robots\/\" target=\"_blank\" rel=\"noopener\">productivity<\/a>, shrinks their political&nbsp;<a class=\"x5l\" href=\"https:\/\/www.google.com\/search?q=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&amp;rlz=1C5CHFA_enUS946US946&amp;oq=https%3A%2F%2Fwww.breitbart.com+%22john+binder%22+%22demographic+change%22&amp;aqs=chrome..69i57j69i58.10228j0j4&amp;sourceid=chrome&amp;ie=UTF-8\" target=\"_blank\" rel=\"noopener external\">clout<\/a>, and widens the regional wealth <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">gaps<\/a> between the Democrats\u2019 coastal states and the Republicans\u2019&nbsp;<a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/10\/former-steeltown-seeks-afghans-to-replace-americans\/\" target=\"_blank\" rel=\"noopener\">Heartland states<\/a>.
