But the green-card giveaway likely faces opposition from some GOP Senators who have already approved a bill with massive spending on research centers.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Breitbart News <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/02\/01\/democrats-china-bill-to-lobotomize-u-s-college-graduates\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> February 1 on the Democrats\u2019 willingness to allow myriad Chinese, Indian, and other foreign graduates to get green cards \u2014 and then U.S. careers and citizenship \u2014 by paying tuition at U.S. and foreign universities:<\/p>\n<blockquote>\n<p>The draft \u201cAmerica COMPETES Act of 2022\u201d would allow foreigners to win an uncapped number of green cards by studying to become ordinary chemists, doctors, engineers, and statisticians \u2014 or accountants, tax experts, computer security experts, statisticians, ecologists, and many other types of professionals.<\/p>\n<p>\u201cIt\u2019s insanity \u2014 the idea that you would create a bill that supposedly improves America\u2019s competitiveness [against China] by outsourcing all of the [skilled] labor is just nuts,\u201d said Rosemary Jenks, government relations director for NumbersUSA. \u201cIt\u2019s dystopian.\u201d<\/p>\n<p>The bill emerged from the House shortly after the Senate blocked the Build Back Better bill, which tried to&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/19\/cbo-joe-bidens-bill-will-invite-millions-of-new-migrants\/\" target=\"_blank\" rel=\"noopener\">create new pipelines<\/a>&nbsp;for foreign graduates to get U.S white-collar jobs.<\/p>\n<\/blockquote>\n<p>Roughly <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/23\/lawsuit-spotlights-anti-american-corruption-in-h-1b-outsourcing-program\/\" target=\"_blank\" rel=\"noopener\">1.5 million<\/a> non-immigrant foreign graduates \u2014 most of whom are mid-skill graduates from lower-tier foreign universities \u2014 have been hired by U.S. executives for a wide variety of white-collar jobs. Before 2000, those jobs allowed many American graduates to begin building their professional careers.<\/p>\n<p>Breitbart News <a href=\"https:\/\/www.breitbart.com\/economy\/2022\/01\/27\/house-innovation-bill-encourages-hiring-of-chinese-scientists\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>&nbsp;on January 27 how the giveaway would shove many regular American graduates out of mainstream careers in universities and the Fortune 500:<\/p>\n<blockquote>\n<p>The Democrats\u2019 bill also allows some foreign universities to put their graduates on a fast track to U.S. citizenship and U.S. science careers. Forty-nine of the world\u2019s top 100 universities are located outside the United States, including three universities in China, according to one&nbsp;<a class=\"x5l\" href=\"https:\/\/cwur.org\/about.php\" target=\"_blank\" rel=\"noopener external\">rating system<\/a>.<\/p>\n<p>\u2026<\/p>\n<p>The U.S. already has an O-1 \u201cgenius visa\u201d for accomplished foreign professionals, [Kevin] Lynn [at US Tech Workers] said. But the large new programs in the House bill would gradually import an \u201coverclass\u201d of credentialled foreign scientists and managers, Lynn added:<\/p>\n<p>\u201cWe would be importing a class of people that will ultimately be the managerial class who will oversee Americans, because that\u2019s what higher education does in America, that\u2019s what skills do in America. This is dangerous \u2026 it will actually make America less competitive because it\u2019s hollowing out the citizens who are part of the social fabric of this country.\u201d<\/p>\n<p>Roughly&nbsp;<a class=\"x5l\" href=\"https:\/\/www.nature.com\/articles\/d41586-022-00168-6\" target=\"_blank\" rel=\"noopener external\">half of the skilled workers<\/a>&nbsp;in U.S. laboratories are foreign \u201cpostdocs,\u201d often on OPT or J-1 work permits. They are favored over many Americans because laboratory directors can work them harder than U.S. citizens and pay them with hopes of government-provided green cards. The huge number of foreign postdocs ensures that are many young Americans are denied places in university research.<\/p>\n<\/blockquote>\n<p>The legislation would also accelerate the diversion of investment, jobs, and <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">wealth<\/a> away from businesses and workers in the GOP states and districts. This diversion happens because the federal delivery of migrant workers allows coastal investors to open workplaces that are <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/13\/zuckerbergs-data-says-amnesty-gives-economic-windfall-coastal-democratic-states\/\" target=\"_blank\" rel=\"noopener\">conveniently close<\/a> to their homes, such as California and New York.<\/p>\n<p>McCarthy\u2019s emphasis on the green cards is significant \u2014 despite its narrow focus on China\u2019s communist party \u2014 because GOP leaders have long been afraid to challenge their business donors\u2019 relentless demands for additional cheap and compliant foreign workers.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>For example, other GOP legislators are avoiding the threat to ordinary American graduates in their tweeted criticism of the Democrats\u2019 China bill:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">ON THE HOUSE FLOOR TODAY: Consideration of the <a href=\"https:\/\/twitter.com\/hashtag\/AmericaConcedesAct?src=hash&amp;ref_src=twsrc%5Etfw\">#AmericaConcedesAct<\/a> begins today. <\/p>\n<p>It&#8217;s a massive package full of partisan poison pills\u2013contaminating years of work to craft bipartisan competitiveness legislation. rel=\"noopener\">gaps<\/a>&nbsp;between the Democrats\u2019 urban and coastal districts and the Republicans\u2019&nbsp;<a
