Col. Daniel L. Davis, who warned that President Joe Biden had to be willing to \u201ctake the political heat\u201d of acceding to the reality that NATO will never allow Ukraine to join \u2014 thus allaying Russia\u2019s main concern \u2014 or he would be responsible for war without accomplishing any American national security objectives.<\/p>\n<p>In an exclusive interview with Breitbart News on Friday, Retired Army Lt. Col. Daniel Davis warned of a potential major conflict between the U.S. and Russia as President Joe Biden continues to spar with Russia over Ukraine, announcing plans to send U.S. troops to Eastern Europe \u201cin the near term\u201d amid increasing tensions between the two countries.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Davis, a Defense Priorities senior <a href=\"https:\/\/www.defensepriorities.org\/\">fellow <\/a>and military expert, spent over two decades in active service, which included combat deployments in Iraq and Afghanistan, and was awarded two Bronze Star medals.<\/p>\n<p><b>Russia\u2019s Red Lines \u201cIgnored\u201d<\/b><\/p>\n<p>Calling the current tensions a \u201ccrisis\u201d that \u201cshould never have arisen,\u201d Davis laid the blame on the continued ignoring of Russian warnings that Ukraine\u2019s joining the NATO alliance \u201cis a red line and a non-negotiable issue\u201d for them.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cAll the way back to 1994, when [then-President of the Russian Federation Boris] Yeltsin first took issue with it, and especially since 2008 when [Russian President Vladimir] Putin expressly said so, Ukraine membership in NATO is a red line,\u201d he said.<\/p>\n<p>\u201cNow they\u2019ve been consistent with that all the time, and we\u2019ve ignored them at every point up until now,\u201d he added.<\/p>\n<p>He attributed the \u201cfoolish\u201d move to poor foreign policy.<\/p>\n<p>\u201cBecause we\u2019ve had such a foolish, bad foreign policy for the last two decades, and probably going back three at least, we\u2019ve based our policies on what we want to be true, not what is true,\u201d he said, \u201cand so we\u2019ve ignored Russia.\u201d<\/p>\n<p>Asked why the president was continuing to ignore Russia\u2019s red lines, Davis called out the \u201cWashington foreign policy establishment that\u2019s been making so many bad choices for decades,\u201d adding that it is \u201ccontinuing to make a bad choice by suggesting that [Biden] stand firm [against Russia regardless of the rationale] and all that\u2019s gonna get people killed.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<div id=\"attachment_19668314\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/01\/Biden_Z.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-19668314\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/01\/Biden_Z.jpg\" alt=\"US President Joe Biden speaks on the phone to his Ukrainian counterpart Volodymyr Zelensky in the Oval Office at the White House in Washington, DC, on December 9, 2021.\" width=\"640\" height=\"480\" \/><\/a><\/p>\n<p class=\"wp-caption-text\">U.S. President Joe Biden speaks on the phone to his Ukrainian counterpart Volodymyr Zelensky in the Oval Office at the White House in Washington, DC, on December 9, 2021. (NICHOLAS KAMM\/AFP via Getty Images)<\/p>\n<\/div>\n<p>Davis suggested the president either take \u201cpolitical heat\u201d or face war.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cSo either Biden decides that he\u2019s going to take the political heat here and do what has a shot in succeeding [by tabling talk of Ukraine joining NATO], or there\u2019s almost certainly going to be war,\u201d he warned.<\/p>\n<p><b>\u201cStick it to Russia\u201d Mentality<\/b><\/p>\n<p>He also attributed recent escalations to a long-held \u201cmentality\u201d of fostering tension between the two nations.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cOur mentality since the end of the Cold War has been: let\u2019s just stick it to Russia,\u201d he said. \u201cLook how much trouble President [Donald] Trump got into during his term because he was not allegedly hard enough on Russia \u2014 trying to cooperate where he could, trying to improve relations \u2014 and he just got vilified for that ruthlessly because that\u2019s just the mentality of [the entrenched foreign policy establishment] these days and Biden\u2019s up against it now in a pretty similar fashion.\u201d<\/p>\n<p>\u201cIt\u2019s gonna take an awfully strong leader to stand up to that and say, \u2018We\u2019re going to do what makes sense and what\u2019s right and we\u2019re not going to do what\u2019s dumb and has no chance of success,\u2019\u201d he added.<\/p>\n<p>Calling the approach, \u201csomething that both parties have been equally egregious violators of all the way through,\u201d Davis explained how its long history had now come to bite the country back.<\/p>\n<p>\u201c[Former President Bill] Clinton started it off, and then [former presidents George W.] Bush and [Barack] Obama were, in my view, over and above, far and away, the worst offenders,\u201d he said. \u201cThey\u2019re the ones that did the most and ignored the most, but it just became institutionalized as an anti-Russian kind of thing and we\u2019re always moving the borders [by further expanding NATO\u2019s eastward march] and ignoring everything Russia says and it just became part of the mentality of bipartisanship.\u201d<\/p>\n<p>\u201cAnd now it\u2019s bearing its bitter fruit, frankly,\u201d he added.<\/p>\n<p><b>Russia No Longer \u201cPowerless\u201d<\/b><\/p>\n<p>He also noted how current circumstances have rendered Ukraine \u201cindefensible.\u201d<\/p>\n<p>\u201cReally, [Russia was] too powerless to do anything about it [but] now they\u2019re not powerless,\u201d he explained. \u201cIn fact, because a lot of their [past] inability to do anything, especially when Lithuania, Latvia and Estonia were brought into NATO in 2004, they simply didn\u2019t have the military power to even contest it.\u201d<\/p>\n<p>\u201cNow they do and they tested it first in 2008 in a limited incursion in Georgia, and then they went on a major military reform process after that,\u201d he added.<\/p>\n<p>Arguing that it was \u201cfoolish\u201d to have pursued NATO membership for Kyiv, Davis declared the embattled country virtually \u201cindefensible\u201d against a Russian attack.<\/p>\n<p>\u201cNow that they have the tactical capacity to absolutely obliterate Ukraine if they want, it underscores why it has been foolish for us to ever have been pursuing Ukraine all the way back to the 2008 Bucharest Summit,\u201d he said.<\/p>\n<p><b>European Dependency on Russian Gas Supply<\/b><\/p>\n<p>Davis also noted the futility of sanctioning the Nord Stream 2, Europe\u2019s $11 billion energy project intended to double the amount of Russian gas delivered to Germany by bypassing the traditional transit route through Ukraine via a pipeline along the Baltic Sea.<\/p>\n<p>\u201cRussia already provides fifty percent of Germany\u2019s gas needs without Nord Stream 2 and all it is gonna do is take Ukraine out of the play,\u201d he said. \u201cKilling the pipeline project really has no practical impact because the gas is already going through.\u201d<\/p>\n<p>As a result, according to Davis, Russia could leverage its energy dominance over Europe.<\/p>\n<p>\u201cIf you do this and Russia says, \u2018How about we just cut all the gas off?\u2019 then what is Germany gonna do when, overnight, fifty percent of their daily gas requirements no longer exist?\u201d he asked, adding that Europe lacks viable means of supplying that amount.<\/p>\n<p>\u201cEurope doesn\u2019t even have the capacity to accept LNG from the United States or elsewhere to come and make up that gas,\u201d he explained. \u201cEven if the physical amount was available, they don\u2019t have the capacity to process it [or] to bring it into the country anywhere near enough to meet their demands.\u201d<\/p>\n<p>Accordingly, Davis claimed, resulting economic issues would have a \u201ctremendous negative\u201d impact.<\/p>\n<p>\u201cThat means economic problems if you don\u2019t have the gas to keep the furnaces working or the factories operating and certainly just the normal households etc.,\u201d he said. \u201cSo this is going to have tremendous negative ramifications.\u201d<\/p>\n<p>\u201cThat\u2019s another major reason why we just need to accede to reality [and] take Ukraine out of play and remove the chance of war,\u201d he added, \u201cand all the things that would have to follow for Europe and everybody else.\u201d<\/p>\n<p><b>Ukraine in NATO \u201cNot in Our Interest\u201d<\/b><\/p>\n<p>He then explained how Ukraine joining the defensive alliance was neither plausible nor in America\u2019s interest, with \u201cabsolutely no chance\u201d at accomplishing American national security objectives.<\/p>\n<p>\u201cIt is not in our interest in any way because the chances of a clash are too high,\u201d he said. \u201cBut forgetting the politics of it, just militarily it\u2019s almost impossible to defend Ukraine from NATO against a Russian incursion because it\u2019s on their border.\u201d<\/p>\n<div id=\"attachment_19661690\" class=\"wp-caption alignnone\"><a (AP Photo\/Alexei Alexandrov)<\/p>\n<\/div>\n<p>\u201cUkraine is essentially indefensible for NATO as a result,\u201d he added. \u201cThere\u2019s just nothing we could do; we don\u2019t have any space to do it.\u201d<\/p>\n<p>Therefore, Davis asserted, \u201cwe should never have even talked about Ukraine going into NATO,\u201d he said. \u201cWe should have stopped at the end of the 2004 expansion; that should have been it and we wouldn\u2019t be in this place right now if we had done that.\u201d<\/p>\n<p>Arguing that \u201cwe should never want Ukraine to be part of NATO\u201d and that Russia won\u2019t permit it anyhow, Davis explained that \u201cthreats of sanctions and the like are less critical to Russia than the existential threat of having NATO on its border, so all those processes are not going to deter them.\u201d<\/p>\n<p>\u201cThe only thing I think can deter them at this point is for us to say, \u2018We\u2019re just gonna put a moratorium on even the consideration of Ukraine indefinitely,&#8217;\u201d he added. \u201cWe\u2019re not even going to be talking about it.\u201d<\/p>\n<p>Not only do we have no interest in Ukraine joining NATO, Davis argued, but \u201cit isn\u2019t even good for NATO to have them,\u201d while noting it would be \u201cinsane\u201d to ever allow it.<\/p>\n<p>\u201cEven if it turned out Putin was bluffing today, it would be insane to say we\u2019re gonna accede Ukraine into NATO [and] give them Article 5 [mutual defense] guarantees so that if there\u2019s any future clash on the border between them all of Europe is now in a war,\u201d he said. \u201cWe should never ever ever [entertain] that.\u201d<\/p>\n<p><b>Taking NATO Membership \u201cOff the Table\u201d<\/b><\/p>\n<p>Though understandable that Ukraine \u201cwould want NATO membership more than anything,\u201d Davis admitted, by us \u201ccontinually saying the door is open\u201d Ukraine has had little incentive to compromise with Moscow.<\/p>\n<p>\u201cBecause consistent American foreign policy across every administration has continued to tell Ukraine \u2014 and this also goes for NATO itself, not just the United States \u2014 that NATO membership is on the table, then we have given them incentive not to follow through on anything that\u2019s going to make any kind of negotiated settlement with Russia,\u201d he said.<\/p>\n<p>\u201cAll these Minsk agreements and the Normandy meetings etc. \u2014 they don\u2019t have any motivation to give in or negotiate anything away because they think they\u2019re going to get the maximalist outcome of NATO,\u201d he continued. \u201cBut you take NATO off the table and now that they have incentive to make reasonable negotiations with Russia that maybe give something here and take something there so that they don\u2019t get involved.\u201d<\/p>\n<p>\u201cBut we\u2019ve taken that off the table so now they have no interest in negotiating anything with Russia,\u201d he added.<\/p>\n<p>Davis then highlighted the irrationality of unrealistic demands which can ignite global conflict.<\/p>\n<p>\u201cIf Ukraine is not gonna be in NATO, then why should we continue to press for something that\u2019s not going to happen?\u201d he asked.<\/p>\n<p>\u201cThat will almost certainly spawn war instead of the one thing that might take more war off the table,\u201d he added, noting that \u201cif you recognize that\u2019s the risk [enough to evacuate the embassy and urge citizens to leave], then you need to take the next logical step and do what is necessary to take Ukraine out of play so that those people don\u2019t suffer the attack.\u201d<\/p>\n<p><b>War \u201cAny Day Now\u201d<\/b><\/p>\n<p>Davis warned the opportunity to table talk of Ukraine joining NATO may have already been lost.<\/p>\n<p>\u201cAt this point, it may be too late,\u201d he said. \u201cPutin may have already made the decision; all the pieces are now in place.\u201d<\/p>\n<p>\u201cEven some of the final smaller combat multiplier or force combat support units and the medical units, have now been reported mobilized in the vicinity,\u201d he added, \u201cso [Putin] may just be waiting for whatever spark he\u2019s gonna choose to ignite this.\u201d<\/p>\n<p>Noting that Ukrainians would suffer most from war, Davis asserted that any attempts at avoiding conflict should still be made.<\/p>\n<p>\u201cAt least we gotta try because by continuing to still say, \u2018Nobody is going to give a veto over NATO expansion,\u2019 all we\u2019re doing is putting the people of Ukraine at risk because they\u2019re the ones that are going to pay for this, not the arrogant people in Washington saying, \u2018We\u2019re gonna do what we want; we\u2019re not gonna listen to Putin.\u2019<\/p>\n<p>\u201cThey don\u2019t pay anything for it,\u201d he added. \u201cUkraine pays a great deal for it.\u201d<\/p>\n<p>He also explained why Russia\u2019s current beefed-up military presence on its border is more than mere \u201cpolitical posturing.\u201d<\/p>\n<p>\u201cRussia has mobilized so much combat power \u2014 this isn\u2019t just stationing of a large number of troops near the border which could, and often has been, political posturing, signaling, etc.,\u201d he said. \u201cThis is all of the pieces necessary to actually make a military incursion.\u201d<\/p>\n<p>Highlighting the extent of \u201cmissile forces, armory, artillery, infantry, anti-aircraft capability, [and] the Navy \u2014 140 warships have left port in Russian naval yards on various so-called exercises in both the Atlantic, Pacific and the waters around the area,\u201d Davis suggested Russia was \u201cdispersing their combat power from which they can launch missiles anywhere \u2014 including the United States \u2014 and so they are, I think, setting the stage for this.\u201d<\/p>\n<p>According to Davis, Russia appears serious in its threats and all that remains is a \u201cspark\u201d to set off conflict.<\/p>\n<p>\u201cIn my view, there\u2019s no way that they are doing this unless they\u2019re ready to use it, and I think we\u2019re probably just waiting to have a spark of some kind, whether it\u2019s one that they launch with a false flag operation, which is my leading guess, or somebody does something dumb and accidental,\u201d he said.<\/p>\n<p>\u201cBut I think [it could occur] at the latest, maybe three weeks from now after the Olympics are over,\u201d he added, though noting that \u201cit might not be [that late]; (AP Photo\/Olivier Matthys, File)<\/p>\n<\/div>\n<p><b>Post-Olympics China \u2014 \u201cAll Bets Are Off\u201d<\/b><\/p>\n<p>He also explained that Russia-Ukraine tensions resemble those between China and Taiwan, how \u201cwe\u2019ve ignored China and anything they may say on their borders,\u201d and how tensions between each could impact the other.<\/p>\n<p>\u201cI think there\u2019s also a probability that China moves on Taiwan, and for many of the same reasons,\u201d he said. \u201cWe keep giving Taiwan every reason to think that we\u2019re going to come to their defense and we\u2019re going to increase their support.\u201d<\/p>\n<p>\u201cThere\u2019s a lot of people wanting to talk about giving express defense guarantees to Taiwan, and Beijing is never going to allow that,\u201d he added.<\/p>\n<p>He then claimed China would have to be \u201ccrazy\u201d to not take advantage of U.S. involvement in a Russia-Ukraine confrontation.<\/p>\n<p>\u201cI think that if Russia moves here, even if they didn\u2019t actually specifically collude on this, which is entirely possible, I think that Beijing would be crazy not to actually take advantage of, or at least to give consideration of taking advantage of the fact that we\u2019re maximally engaged [with Russia] and there\u2019s no way we can do anything over there simultaneously,\u201d he said.<\/p>\n<p>\u201cSo their opportunity will be great if that happens because we can\u2019t sanction both Russia and China to death because that would kill all of our economies and we\u2019d put ourselves in a barrel here on both cases and there\u2019s a high risk in either case,\u201d he added.<\/p>\n<p>However, noting the upcoming Winter Games in Beijing, Davis posited that China would delay making any moves on Taiwan until they are completed.<\/p>\n<p>\u201cChina won\u2019t do anything until after the Olympics because that\u2019s their baby,\u201d he said, \u201cbut once that\u2019s over, all bets are off for both Ukraine and Taiwan.\u201d<\/p>\n<p><i><em>Follow Joshua Klein on Twitter&nbsp;<a class=\"x5l\" href=\"https:\/\/twitter.com\/joshuaklein_\" target=\"_blank\" rel=\"noopener\">@JoshuaKlein<\/a>.<\/em><\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ukrainian participation in NATO should be \u201coff the table,\u201d according to retired Army Lt.
