His new idea was that he would continue to advance progressive goals by fiat: by executive order or just by doing things through the murky workings of the Administrative State.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>It was this unilateral pen-and-phone approach that launched, for example, <a href=\"https:\/\/www.breitbart.com\/tag\/daca\/\">Deferred Action for Childhood Arrivals<\/a>.<span class=\"Apple-converted-space\">&nbsp;<\/span>DACA might sound like a formal thing, like some sort of actual statutory program, and yet it was mere freelancing; it represented the policy preferences of the Obama administration and nothing more.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Indeed, at the same time, the 44th president proceeded with other pen-and-phone gambits. As <a href=\"https:\/\/www.cato.org\/commentary\/top-10-ways-obama-violated-constitution-during-presidency\">tabulated<\/a> by the Cato Institute\u2019s Ilya Shapiro, Obama charged ahead with more than ten of these, on topics ranging from education to the internet to the environment. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Pen-and-phone was a slippery and stealthy strategy, in which the president sought to hide the ball from Congress and the public.<span class=\"Apple-converted-space\">&nbsp; <\/span>The Constitution doesn\u2019t say a president can do it, but it also doesn\u2019t say a president <i>can\u2019t<\/i> do it.<span class=\"Apple-converted-space\">&nbsp;<\/span>So Obama went ahead with it. In the end, pen-and-phone was a matter for the voters to resolve, as, of course, they did in 2016, when Obama\u2019s chosen successor, Hillary Clinton, was defeated.<span class=\"Apple-converted-space\">&nbsp;<\/span>Indeed, after the loss in the \u201916 election, the phrase pen-and-phone fell out of the Democratic vocabulary.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<div id=\"attachment_19678450\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-19678450\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/01\/GettyImages-462639929.jpg\" alt=\"\" width=\"1920\" height=\"1280\" \/><\/p>\n<p class=\"wp-caption-text\">President Barack Obama convenes a meeting of his cabinet on January 14, 2014, after telling reporters, \u201cI\u2019ve got a pen and I\u2019ve got a phone\u201d and would use them if Congress did not act. (Chip Somodevilla\/Getty Images)<\/p>\n<\/div>\n<p>Yet now the concept\u2014if not the exact words\u2014is making a comeback under the 46th president.<span class=\"Apple-converted-space\">&nbsp;<\/span>Having lost his mojo in Congress on big legislation, President Joe Biden is increasingly looking to his appointees to carry on the work of progressivism behind the scenes.<\/p>\n<p>A good example is Biden\u2019s quiet reworking of the Federal Reserve System.<span class=\"Apple-converted-space\">&nbsp;<\/span>The Fed is an important body\u2014it\u2019s the central bank of the United States\u2014and yet its actual operations are obscure.<span class=\"Apple-converted-space\">&nbsp;<\/span>(How many American can name even one of the Fed\u2019s seven governors?)<span class=\"Apple-converted-space\">&nbsp; &nbsp;<\/span><\/p>\n<p>And so few beyond the DC Beltway noticed on January 24 when <i>Politico<\/i> <a href=\"https:\/\/www.politico.com\/news\/2022\/01\/24\/biden-climate-banks-2103097\">headlined<\/a>, \u201c\u2018Big shift\u2019: Biden moves to rewrite the rules on climate threat.\u201dAs the article detailed, Biden has nominated Sarah Bloom Raskin to be vice chair of the Fed.<span class=\"Apple-converted-space\">&nbsp;<\/span>(She\u2019s the&nbsp;spouse, by the way, of Rep. Jamie Raskin (D-MD), a leading figure on both the House Judiciary Committee and the January 6 investigating committee.)<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>As the <i>Politico<\/i> article details, the Biden plan is that the Raskin-ized Fed will join with other mostly obscure agencies, such as the Office of the Comptroller of the Currency, to steer (read: scare) investors away from fossil fuel companies.<span class=\"Apple-converted-space\">&nbsp;<\/span>Such scaring away would require a reworking of federal regulations, such that companies would have to take \u201cenvironmental and social goals\u201d (ESG), as defined bureaucrats and Democratic donors, into account.<span class=\"Apple-converted-space\">&nbsp; &nbsp;<\/span><\/p>\n<p>ESG is, in other words, a substantial retooling of the venerable concept of <i>fiduciary responsibility<\/i>\u2014the idea that the first loyalty of companies should be to manage their assets wisely and not put them at risk on government-mandated schemes.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><i>Politico<\/i> quoted David Arkush, managing director of the climate program at Public Citizen, a group founded by Ralph Nader, saying of the new ESG plan, \u201cI expect it to be a pretty big shift.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span>Yes, it is a big shift.&nbsp;<i>Politico<\/i> summed it up:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<blockquote>\n<p>The nation\u2019s top financial regulators will all soon be headed by progressive regulators who are preparing to push the Biden administration\u2019s climate agenda forward, even as the president has failed to get broader climate-related legislation through Congress.<\/p>\n<\/blockquote>\n<p>Sarah Bloom Raskin herself has been quite emphatic about her big-shifting green goals.<span class=\"Apple-converted-space\">&nbsp;<\/span>As she <a href=\"https:\/\/www.nytimes.com\/2020\/05\/28\/opinion\/fed-fossil-fuels.html\">wrote<\/a>&nbsp;two years ago in the left\u2019s go-to bulletin board, the<i>&nbsp;New York Times<\/i>, \u201cClimate change poses the next big threat.<span class=\"Apple-converted-space\">&nbsp;<\/span>Ignoring it, particularly to the benefit of fossil fuel interests, is a risk we can\u2019t afford.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span>Looking forward to her next job, she added, \u201cThe Fed\u2019s unique independence affords it a powerful role\u201d\u2014that is, the power to crush Exxon and all the other oil, gas, and coal companies. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<div id=\"attachment_19678466\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-19678466\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/01\/AP412819091024.jpg\" alt=\"\" width=\"1920\" height=\"1423\" \/><\/p>\n<p class=\"wp-caption-text\">Then-U.S. Deputy Treasury Secretary Sarah Bloom Raskin, center, chats with her delegation at the opening ceremony of the Asia-Pacific Economic Cooperation (APEC) finance ministers meeting in Beijing, China, on October 22, 2014. (AP Photo\/Andy Wong)<\/p>\n<\/div>\n<p>Amusingly, Raskin tried to disguise her green ideology as just hard-nosed thinking about the future.<span class=\"Apple-converted-space\">&nbsp;<\/span>Her carbon-fuel disinvestment plan, she wrote, \u201cforestalls the inevitable decline of an industry that can no longer sustain itself.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span>To which we can rejoin: Yes, it\u2019s possible that the greens will kill the carbon-energy industry\u2014they\u2019re trying hard\u2014and yet in the meantime, fossil or carbon-based fuel accounts for <a href=\"https:\/\/www.eia.gov\/energyexplained\/us-energy-facts\/\">79 percent<\/a> of America\u2019s energy.<span class=\"Apple-converted-space\">&nbsp;<\/span>Indeed, carbon-fuels are such a good energy source that people keep relying on them even as supplies tighten. For example, oil prices are currently near <a href=\"https:\/\/tradingeconomics.com\/commodity\/crude-oil\">$90<\/a> a barrel, up from barely more than $50 a year ago.<span class=\"Apple-converted-space\">&nbsp;<\/span>And some projections suggest that oil could hit <a href=\"https:\/\/www.axios.com\/crude-oil-prices-could-hit-100-a-barrel-b61728e0-6126-43d2-a2a1-98dc274c637c.html\">$100<\/a> a barrel.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Yet with Raskin on the Fed, such energy-necessity won\u2019t matter. She and her allies, pursuing their green vision, will seek to starve exploration, production, and distribution.<span class=\"Apple-converted-space\">&nbsp;<\/span>And if the economy suffers?<span class=\"Apple-converted-space\">&nbsp;<\/span>To Raskin and her allies, slower growth is a <i>feature<\/i>, not a bug, because less economic activity means fewer carbon dioxide emissions.<span class=\"Apple-converted-space\">&nbsp;<\/span>(Yes, Raskin might not be confirmed by the Senate, but Biden has a strong track record on confirmations; even Democrats such as Sens. Joe Manchin and Kyrsten Sinema have mostly stayed on board with Biden nominations.<span class=\"Apple-converted-space\">&nbsp;<\/span>And if Democrats all stay together, <a href=\"https:\/\/www.politico.com\/newsletters\/politico-influence\/2022\/01\/28\/heitkamp-leaving-actum-00003382\">Republican opposition<\/a> to Raskin won\u2019t matter.)<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>In the meantime, of course, the Biden administration\u2019s efforts to make <a href=\"https:\/\/www.wicker.senate.gov\/2021\/8\/wicker-biden-undermines-u-s-energy-independence\">energy scarcer<\/a> and drive <a href=\"https:\/\/www.cnbc.com\/2021\/11\/08\/rick-perry-biden-policies-could-lead-to-disaster.html\">prices higher<\/a> have hit home.<span class=\"Apple-converted-space\">&nbsp;<\/span>In the <a href=\"https:\/\/www.realclearenergy.org\/articles\/2022\/01\/25\/woke_capital_wont_save_the_planet__but_it_will_crash_the_economy_813687.html\">words<\/a> of Rupert Darwall of the RealClearFoundation:<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<blockquote>\n<p>High inflation is now the biggest threat to the economy.<span class=\"Apple-converted-space\">&nbsp;<\/span>Woke central bankers and multi-trillion-dollar institutional investors are peas in a pod when it comes to their culpability for rising prices.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<\/blockquote>\n<p>After a bruising 2021, the Biden people have realized that contractionary and inflationary policies are not popular.<span class=\"Apple-converted-space\">&nbsp;<\/span>And yet as the Raskin pick indicates, they\u2019re still hoping that they can achieve their ideological aims behind the scenes without kicking up a storm in Congress, let alone with the public. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>We can step back and see that this has <i>always<\/i> been the method of the Administrative State: To operate through a hidden hand, high above the to-and-fro of politics\u2014so that the voters never know what hit them. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p><b>Big Shift, Meet Great Reset<span class=\"Apple-converted-space\">&nbsp;<\/span><\/b><\/p>\n<p>In fact, the doings of Raskin and her allies aren\u2019t just an updating of the old Obama pen-and-phone strategy, they are also in keeping with the <a href=\"https:\/\/www.breitbart.com\/tag\/the-great-reset\/\">Great Reset<\/a>.<span class=\"Apple-converted-space\">&nbsp;<\/span>That, of course, is the favored term of Klaus Schwab, head of the World Economic Forum, aka, Davos.<span class=\"Apple-converted-space\">&nbsp;<\/span>You know, the folks who disdain national democracy and sovereignty, and seek instead to remake the world according to woke-capitalist wishes.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Call it whatever you want: pen-and-phone, big shift, Great Reset: the common thread is that our betters think they know what\u2019s best for us\u2014and if they have to, they\u2019ll cram it down our throats. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>We\u2019ve been warned.<span class=\"Apple-converted-space\">&nbsp;<\/span>Here\u2019s historian and demographer Joel Kotkin, who first <a href=\"https:\/\/spectatorworld.com\/topic\/welcome-to-the-end-of-democracy\/\">describes<\/a> how the planned financialization of the Great Reset will make the rich richer and then adds:<\/p>\n<blockquote>\n<p>For the middle and working classes, however, the Great Reset may prove somewhat less promising\u2014if not disastrous.<span class=\"Apple-converted-space\">&nbsp; <\/span>For most people, notes Eric Heymann, a senior economist at Deutsche Bank Research, the rapid \u201cgreen\u201d transition will mean \u201ca noticeable loss of welfare and jobs.\u201d The conscious policy of degrowth as a means of forcibly reducing greenhouse gas emissions will require getting most people out of their cars, and forcing them to travel far less and to live in tiny apartments.<\/p>\n<\/blockquote>\n<p>So that\u2019s the future that the Great Resetters see for the average American. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Interestingly, the Chinese Communist Party (CCP) doesn\u2019t agree with this vision for <i>its<\/i> people in China.<span class=\"Apple-converted-space\">&nbsp;<\/span>Oh sure, the CCP is happy to see Americans impoverish themselves, in part because a poorer America couldn\u2019t afford as big a military budget. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>And while nobody will accuse the CCP of being a bunch of softies, the communists don\u2019t want to risk a revolution against their rule\u2014one revolution in China was enough, as far as they\u2019re concerned. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<div id=\"attachment_19678426\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-19678426\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/01\/GettyImages-631872052.jpg\" alt=\"\" width=\"1920\" height=\"1280\" \/><\/p>\n<p class=\"wp-caption-text\">China\u2019s Communist Party Leader Xi Jinping delivers a speech on the opening day of the World Economic Forum, on January 17, 2017 in Davos.<br \/>(FABRICE COFFRINI\/AFP via Getty Images)<\/p>\n<\/div>\n<p>So even as Biden and Raskin hatch their stealthy plan to cut the American standard of living, the CCP is going in the opposite direction, seeking to raise economic well-being in China.<span class=\"Apple-converted-space\">&nbsp;<\/span>CCP chiefs have made clear that they have no intention of going along with any plan that reduces the Chinese standard of living, a<span class=\"Apple-converted-space\">s the <em>UK Guardian<\/em> <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jan\/26\/xi-jinping-warns-chinas-low-carbon-ambitions-must-not-interfere-with-normal-life\">notes<\/a>:<\/span><\/p>\n<blockquote>\n<p>The cautious tone, according to Yan Qin, a lead analyst at Refinitiv financial analysis in Norway, has emerged since late last year, when China experienced a sudden power shortage that affected millions of households. \u201cThis in practice means less restrictions on fossil fuel. For example the policy goal in the 14th five-year plan is only to limit growth in coal consumption.\u201d<\/p>\n<\/blockquote>\n<p>In other words, the Chinese communists plan to burn more carbon fuels<span class=\"Apple-converted-space\">&nbsp;<\/span>and thereby enrich their people, while our leaders plan to burn less and deprive Americans. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>So at some point, perhaps Americans will be thinking that <i>they<\/i> are the ones who need a peaceful political revolution.
